About this file
This Statement of Work (SOW) details a fence installation project for the Custer Gallatin National Forest's Shenango Helibase located in Gallatin Gateway, Montana. The project involves removing existing jack-leg fencing and installing approximately 1,450 linear feet of new chain-link fence with brown vinyl coating, including a 12' double-swing gate, a 20' cantilever slide gate with motor, and electric gate accessories. The government will furnish most fence materials and gate equipment, including a Liftmaster HDSL24UL Heavy-Duty Variable Speed Slide Gate Opener, digital keypad, and associated components.
The contract is valued between $25,000 and $100,000, with work estimated to begin in September 2025 and be completed within 61 calendar days of the Notice to Proceed. Key project requirements include installing fence posts 24" into the ground, connecting electrical power for gate operation, and potentially adding a 3-strand barbed wire extension. The contractor must handle all site cleanup, disposal, and adhere to specific work hours (7:00 am to 7:00 pm on weekdays) and site access restrictions. The project is solicited under Solicitation Number 1240LU25Q0072 by the USDA Forest Service, with a completion deadline of 10/31/2025.

1.2 Determination of Quantities - The following methods of measurement are used to determine contract quantities for payment.
For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.
Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered by the COR in writing to fit field conditions.
For standard manufactured items, such as fence, wire, plates, rolled shapes, pipe conduits, etc., identified by gauge, weight, section dimensions, etc., such identification shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.3 Units of Measurement - Payment will be by units defined and determined according to U.S. Standard measure as follows:
A. Acre – Make longitudinal and transverse measurements for area computations horizontally.
B. Cubic Yard - A measurement computed by one of the following methods:
1. Excavation, Embankment, or Borrow - The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
2. Material in Place or Stockpile - The measurement computed with dimensions of the in-place material.
3. Material in the Delivery Vehicle - The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
C. Cubic Yard Mile - A combination of linear and volumetric measurement meaning the movement of a cubic yard of material 1 mile.

A. Contract Quantities (CQ) AND Design Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
1. As a result of changes in the work authorized by the Contracting Officer.
2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by more than 15 percent.
3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by more than 15%. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.

Install chain-link fencing according to ASTM F567 and more stringent requirements specified.
Post Excavation: Drill or hand-excavate holes for posts to diameters and spacings indicated, in firm, undisturbed soil.
Post Setting: Set posts in concrete at indicated spacing into firm, undisturbed soil.
Verify that posts are set plumb, aligned, and at correct height and spacing, and hold in position during setting with concrete or mechanical devices.
Concrete Fill: Place concrete around posts to dimensions indicated and vibrate or tamp for consolidation. Protect aboveground portion of posts from concrete splatter.
Concealed Concrete: Place top of concrete 2 inches below grade to allow covering with surface material.
Terminal Posts: Install terminal end, corner, and gate posts according to ASTM F567 and terminal pull posts at changes in horizontal or vertical alignment of 15 degrees or more. For runs exceeding 500 feet, space pull posts an equal distance between corner or end posts.
Line Posts: Space line posts uniformly at 10 feet o.c.
Post Bracing and Intermediate Rails: Install according to ASTM F567, maintaining plumb position and alignment of fence posts. Diagonally brace terminal posts to adjacent line posts with truss rods and turnbuckles. Install braces at end and gate posts and at both sides of corner and pull posts.
Locate horizontal braces at midheight of fabric 72 inches or higher, on fences with top rail. Install so posts are plumb when diagonal rod is under proper tension.
Tension Wire: Install according to ASTM F567, maintaining plumb position and alignment of fence posts. Pull wire taut, without sags. Fasten fabric to tension wire hog rings of same material and finish as fabric wire, spaced a maximum of 24 inches. Install tension wire fully before stretching fabric. Provide horizontal tension wire at the following locations:
Extended along bottom of fence fabric. Install bottom tension wire within 6 inches of bottom of fabric and tie to each post with not less than same diameter and type of wire.
Top Rail: Install according to ASTM F567, maintaining plumb position and alignment of fence posts. Run rail continuously through line post caps, bending to radius for curved runs and terminating into rail end attached to posts or post caps fabricated to receive rail at terminal posts. Provide expansion couplings as recommended in writing by fencing manufacturer.
Chain-Link Fabric: Apply fabric to outside of enclosing framework. Leave 1-inch bottom clearance between finish grade or surface and bottom selvage unless otherwise indicated. Pull fabric taut and tie to posts, rails, and tension wires. Anchor to framework so fabric remains under tension after pulling force is released.
Tension or Stretcher Bars: Thread through fabric and secure to end, corner, pull, and gate posts, with tension bands spaced not more than 15 inches o.c.
Tie Wires: Use wire of proper length to firmly secure fabric to line posts and rails. Attach wire at one end to chain-link fabric, wrap wire around post a minimum of 180 degrees, and attach other end to chain-link fabric according to ASTM F626. Bend ends of wire to minimize hazard to individuals and clothing.
Maximum Spacing: Tie fabric to line posts at 12 inches o.c. and to braces at 24 inches o.c.
Fasteners: Install nuts for tension bands and carriage bolts on the side of fence opposite the fabric side.
GATE INSTALLATION
