Statement of Work Camp Dawson Internal Fiber

WVNG-JFHQ-DES

1. Purpose And Scope This project provides for installation of fiber optic cabling to extend from OPS Demarc Room 1220 to Billeting Room 116 and continuing to RTI Room 011. This new cable is to provide additional connectivity to Billeting and provide a pathway for future redundancy for certain areas of this facility. This installation will consist of two segments

1.1. Place Of Performance

Camp Dawson Operations Bldg and RTI 1001A Army Road Kingwood, WV 26537 Bldg 1001

1.2. Period Of Performance

90 Days from issuance of award.

1.3. General Information

1.3.1. Place and Performance of Services: Routine work efforts performed shall be performed during normal site operating hours. The normal site operating hours are 0730-1600 except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within this SOW when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

1.3.2. The contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall always carry proper identification with them and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

1.3.3. Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

1.3.4. Installation Access and Security Requirements. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. All contractors and all associated subcontractor employees entering a restricted or classified area will always be escorted. Names, birth date, birthplace and social security number will need to be submitted to the COR before personnel can access area.

1.3.4.1. For contractors that do not require CAC but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).

1.3.4.2. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 14 calendar days after contract award.

1.3.4.3. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 14 calendar days after completion of training by all employees and subcontractor personnel. 1.3.4.4. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training.

1.3.5. Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.3.6. Protection of Personally Identifiable Information (PII): The contractor shall protect all PII encountered in the performance of services in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 224.103 Personally Identifiable Information and Department of Defense Directive (DoDD) 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R. If a PII breach results from the contractor’s violation of the a forementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals whose PII has been compromised.

2. Project Execution

2.1. The Vendor shall coordinate with the government 5 days prior to arrival and the start of any on-site work. Prior to any on-site work, the PPO shall provide the Government Multi-Function Team (MFT) a project coordination call to review all planned efforts and data collection requirements in support of project implementation.

This shall be a turn-key installation the Contractor shall provide all management, personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to Engineer, Furnish, Install and Test (EFI&T). The Contractor shall take the information and requirements outlined in the paragraphs below along with the pre-bid site visit to develop and present a solution.

2.2. Segment 1:. Two separate cables will be placed in this segment. Both will originate in OPS Room 1220 and extend to Billeting Room 116. Each cable will be 144 fiber, OSP, gel filled, loose tube, rated for underground installation. One cable will be Single Mode (OS2), the other cable will be Multimode 50µm, OM3. Each fiber will be terminated on each end with fusion spliced, pigtail type LC connectors. The single mode cable will be housed in 4RU enclosures (Leviton 5R4UH-S12-LEV) equipped with LC duplex adapter panels (Leviton 5F1002LL, Blue) in OPS Room 1220 and Room 116. The multimode cable will be housed in 4RU enclosures (Leviton 5R4UH-S12-LEV) equipped with LC duplex adapter panels (Leviton 5F1002QL, Aqua) in OPS Room 1220 and Room 116. In OPS Room 1220 and Billeting Room 116 the cable enclosures will be mounted in existing equipment cabinets.

From OPS Room 1220 the cables will be placed in existing 4” underground conduit extending approximately 180’ to a manhole near the southeast corner of the OPS building. From this manhole the conduit continues 80’ south to a hand hole near Sapper Lane. From this handhole the conduit turns east extending approximately 275’ to a hand hole adjacent to the parking lot. From here the conduit turns, north and extends 218’ entering Billeting. Inside Billeting the conduit turns up the ceiling cavity. The existing cable tray in the ceiling cavity extends 40’ in a northerly direction to the building wall. A 4” conduit is routed from the ceiling cavity to the underground, exiting the building and extending approximately 175’ across the courtyard, reentering the building and turning up into Room 116. Some sections of the conduit run is shared with existing cables and will require placing a pull rope to facilitate installation of the new cable.

In Rooms 1220 and 116, all fibers shall be terminated in the specified rack mount enclosures with fusion spliced LC pigtail connectors, properly labeled and tested utilizing a minimum Level 3 tester. Test results are to be provided in digital and hard copy formats.

2.3. Segment 3, A total of 114 single mode fibers will be placed between Billeting Room 116 and RTI Room 011. The new cable shall be single mode, tight buffered, OFNP with aqua outer jacket. In this segment, the new cable will be placed in existing support structure (conduit, cable tray and J hooks). All cable tray and J hooks are in accessible ceiling cavity. areas. Areas with existing conduit are typically in non-accessible ceiling cavity areas and are presently being utilized for distribution cabling and will be shared with the new cable. The existing conduit will require installation of pull strings to facilitate installation of the new cable.

In Rooms 116 and 011, all fibers are to be terminated in the specified rack mount enclosures with fusion spliced LC pigtail connectors, properly labeled and tested utilizing a minimum Level 3 tester. Test results are to be provided in digital and hard copy formats.

2.4. OPS Room 1220: Two additional equipment cabinets are to be installed in OPS, Room 1220. One new cabinet is to be placed at the end of each row of existing cabinets. The new cabinets shall be Tripp-Lite Model SR45UB equipped with PDU and cable duct to match the existing. New 18” runway is to be placed to extend the existing cable tray to serve the new cabinets. Electrical outlets are to place above each new cabinet. Materials and installation methods are to match the existing. See OPS Room 1220 Configuration Drawing for details. Fiber optic patch cables as shown in the Major Material Specifications shall be provided as part of this project.

2.5. Timeline: The Vendor will include schedule/timeline for project completion in bid proposal.

2.6. Hours of Operation: Routine work efforts performed shall be performed during normal site operating hours. The normal site operating hours are Monday thru Friday, 0730-1600

2.7. Site Acceptance: Site acceptance is required prior to final invoice. Site acceptance shall be concluded upon receipt of all deliverables and successful completion of the hardware and equipment testing.

2.8. Maintenance Warranty: All contractor provided equipment must have a minimum 12-month warranty included with the Firm Fixed Price. This 12 months will start after the site acceptance is complete.

2.9. Service and Support: Contractor must provide 12 months of service support for trouble shooting of hardware.
