Specifications mandate mineral granule-surfaced asphalt shingles conforming to UL 2218 Class 3 with 30-year warranty; rubberized asphalt underlayment with 40-mil thickness and 5-year warranty; 304 stainless steel fasteners; 316L marine-grade stainless steel penetration flashing with rubber elastomer collar; painted steel flashing with 30-year warranty; and marine-grade aluminum gutter systems with 20-year finish warranty and zinc-plated steel fasteners. All materials must be corrosion-resistant and suitable for salt air environments. Work must be completed within the contractual time frame during normal operational hours (7:30 a.m. to 4:30 p.m., Monday through Friday) unless otherwise approved. The contractor is responsible for site investigation, daily reporting, daily cleanup, personnel identification with REAL ID compliance, on-site superintendent oversight, and compliance with federal safety (29 CFR 1910 and 1926) and environmental regulations (40 CFR). Close-out documentation required includes one-year workmanship warranty, manufacturer roofing system warranty, material warranties, completed product photographs, daily reports, and as-built drawings. STA CRISFIELD ROOF SYSTEM REPAIR

1. GENERAL REQUIREMENTS: Provide all labor, materials, equipment and safety equipment as required to Replace Roofing Systems on two buildings (approximately 150sq) at USCG STA Crisfield;

810 Norris Harbor DR, Crisfield, MD 21817.

2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: The contractor shall complete work within the time frame indicated upon issuance of the Contract. Limitations imposed by these work hours will not entitle the Contractor additional time to complete the project. All work, including punch list items, and required submittals must be accepted before final invoice will be approved.

3. SCOPE OF WORK:

3.1 Work Summary: Removal of existing roofing system and gutter system. Replace flashing where brick wall meets gable siding. Install new roofing system in its entirety. Install new gutter system and downspouts in their entirety.

3.2 Base Work #1:

• Remove existing roofing system down to roof deck. Roofing system may include: roofing, shingles, vapor retarder/underlayment, base flashings, counter flashings, perimeter edge flashing, roof penetration flashing.

• Remove only as much roofing in one day as can be made watertight in the same day.

• Inspect roof decking. If broken or loose fasteners that secure deck panels to one another or to structure are observed, or if deck appears or feels inadequately attached, immediately notify the Contracting Officer’s Technical Representative. If deck surface is unsuitable for receiving new roofing or if structural integrity of deck is suspect, immediately notify Contracting

Officer’s Technical Representative. Do not proceed with any repairs or Base Work #2 until directed by Contracting Officer’s Technical Representative and Contracting Officer.

• Remove existing gutter system and downspouts. Inspect fascia for any damage or rot. If fascia is unsuitable for receiving new gutter system immediately notify Contracting Officer’s

Technical Representative. Do not proceed with any repairs or Base Work #2 until directed by

Contracting Officer’s Technical Representative and Contracting Officer.

• Remove wall flashing at gable ends.

3.3 Base Work #2:

• Install new roofing system. Roofing system shall include: new continuous ridge vent, self-adhered underlayment on entirety of roof deck, architectural shingles matching existing color, new base flashings, new counter flashings, new perimeter edge flashing, new eave flashing, new roof penetration flashing.

• Install new gutter system and downspouts to match existing size and color. Gutters to be sealed with color matching manufacture recommended caulking sealant. Ensure proper slope for positive drainage. Downspouts should positively drain in original fashion (away from foundation or into storm sewer).

• Install new wall flashing at gable ends to match existing.

Please Note:

1. At conclusion of this work, the roof shall be free of leaks and will be considered watertight.

2. All work will be conducted in accordance with any/all applicable local, state, and federal environmental regulations.

3. All new materials and fasteners used shall be constructed of materials that are conducive to a salt air environment and are corrosion resistant.

4. Contractor shall dispose of unused materials/ debris offsite IAW any/all Federal, State, and/or local regulations.

3.4 Specifications:

Roofing: Mineral granule-surfaced asphalt shingles, laminated, multi-layered, self-sealing, shake tab, starter strip, fungus-resistant, impact resistant shingles conforming to UL 2218, Class 3. ASTM

D3018/D3018M, Type I, and ASTM D3462/D3462M, architectural shingles weighing not less than

290 pounds per 100 square feet. Shingles must meet the fire resistance requirements of UL 790 for

Class A and the wind resistance requirements of ASTM D7158/D7158M, Class H. Color to match existing. Minimum 30-year manufacture warranty.

Underlayment: Rubberized asphalt, backing material cross-laminated film, thickness of 40 mils, permeance less than or equal to .05 perms, Compliant with ICC-ES AC48 (2021 IBC and IRC), ASTM D1970, Class C fire classification under asphalt organic felt shingles (per ASTM E108/UL

790). Minimum 5-year manufacture warranty.

Fasteners: All roof fasteners shall be of a length so as to not fully penetrate through building envelope, causing air/water leak potential. Constructed of 304 stainless steel.

Penetration Flashing: Base made with 316L Marine Grade Stainless Steel, boot made with weather resistant, ultraviolet light resistant, and heat-resistant rubber elastomer collar.

Metal Flashing: Painted steel with minimum 30-year finish warranty.

Gutter System: Marine Grade Aluminum K-Style gutters, hangers, seamless outlet tubes, downspout straps and downspouts. Color and size to match existing. 20-year finish warranty. Fasteners made of zinc plated steel; color matched to gutter system.

Also provide submittals for: Ridge vent, All sealants (caulk, mastics, glues, etc.), All material product data, sample warranties and installation certificates shall be submitted for approval before work can begin. Photographs of existing conditions shall also be submitted.

4. SITE VISIT: Bidders are responsible for visiting the site to field verify existing conditions and determine actual dimensions and the nature of the work required. Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project. Requests for equitable adjustments, in either time or money, arising from failing to field verify site conditions may be denied. Provisions regarding the site visit requirements are outlined in FAR Clause 52.236-3 “Site Investigation and Conditions Affecting the

Work.” Arrangements for site visits shall be made with MK1 Dominic Deview @ (443) 944-6728.

4.1. WORK HOURS: Accomplish work during normal unit operational hours of 7:30 a.m. to

4:30 p.m., Monday through Friday unless otherwise approved by the Coast Guard. Note any departures from these work hours on the Daily Reports.

5. DESIGNATED CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE: The designated contracting officer’s Technical Representative and Point of Contact for this project is MK1

Dominic Deview @ (443) 944-6728. Requests for Information (RFI) concerning any phase of the specification before or after award shall be made to MK1 Dominic Deview.

6. INTERFERENCE WITH COAST GUARD OPERATIONS: Accomplish work in a manner that causes minimal impact to normal operations. The Contractor shall notify the Contracting Officer’s

Technical Representative at least five (5) working days in advance of any planned outages of water, electrical, telephone, or sanitary facilities. Notify the Contracting Officer’s Technical Representative at least one week prior to beginning construction. Lay down area for materials shall be coordinated with

Contracting Officer’s Technical Representative.

7. AFTER AWARD: The contractor must immediately notify the Contracting Officer’s Technical

Representative of the intended mobilization date and provide a construction schedule.

8. CHANGES: ONLY THE CONTRACTING OFFICER IS AUTHORIZED TO ISSUE

CHANGES. Field Adjustment(s) may be issued by the On-Site Representative. Field adjustments are those adjustments which do not affect price, time, or the intent of the contract. All field adjustments shall be noted on the Daily Logs/Reports.

9. DAILY REPORTS: The Contractor shall complete a Daily Report for each and every day after mobilization. The importance of an accurate, fully detailed Daily Report, promptly delivered to the designated On-Site Representative cannot be overemphasized. The report shall provide an accurate cumulative summary of the history and performance of the work. The Daily Report shall document weather; work hours; work in-place; inspections and tests conducted, and their results; dimensional checks; equipment and material checks; data on workers by classification; the mobilization and demobilization of construction equipment; materials delivered to the site; and any other pertinent noteworthy event, e.g., personnel injury, site visit by Coast Guard personnel, etc.

10. PERMITS: No permitting necessary.

11. SITE CLEAN UP: At the end of each day the entire work area and all adjacent affected areas shall be thoroughly cleaned by removing all trash, debris, dust, etc. caused by the contract work. Any floor, wall or ceiling surfaces that may have been stained or soiled by the contract work shall be restored to pre-construction conditions.

12. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the unit’s regular hours, they must submit their request in writing to the

Contracting Officer’s Technical Representative for approval. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government to inspect the work in progress.

13. UPON COMPLETION OF WORK: Contact the Contracting Officer’s Technical Representative to arrange for inspection/acceptance of work.

14. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the Contracting Officer’s Technical Representative five business (5) days prior to commencing work. The employee list shall contain employee’s full name, date and place of birth, current address and last four (4) of SSN. The STA Crisfield Security Officer will be given a copy of the employee list. All contractor employees must have or obtain a REAL ID compliant identification card prior to being allowed entrance to government property. Each contractor vehicle, or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate, current registration and insurance and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.

15. SUPERINTENDENCE BY CONTRACTOR: (FAR Clause 52.236-6, Superintendence by the

Contractor). The contractor shall directly oversee all work or have on the work site a competent superintendent who is satisfactory to the Contracting Officer & Contracting Officer’s Technical

Representative. Superintendent shall have the authority to act for the contractor. The superintendent cannot be designated for more than one award while on-site work is being performed. He/she shall be identified by official correspondence which shall include an outline of his/her qualifications and the extent of his/her authority. The contractor proposes to use the following individual to superintend this award. The superintendent must be on-site any time work is being performed under this award. The

Superintendent and Alternate shall have the ability to speak, read and write English fluently.

16. SITE RESTORATION: If at any time while performing the contract the Contractor causes damage or destruction to any portion of any Government facility or grounds; e.g., bulkheads, pavement, lawns, shrubbery, etc., it shall be the Contractor's responsibility to replace and/or restore the damage as approved by the Contracting Officer’s Representative at no additional cost to the Government.

17. CLOSE OUT DOCUMENTS: the following documents shall be submitted and accepted before final payment can be made.

1. One-Year Workmanship Warranty (from date of acceptance)

2. Certified Roofing System Warranty from Manufacturer

3. All Material Warranties

4. Photographs of completed product.

5. All daily reports

6. As-builts

18. SAFETY REQUIREMENTS:

a. All contractors working on USCG STA Crisfield shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR

1926 (series). Contractor written safety programs shall be reviewed by the Base Safety Officer prior to starting work.

b. Written notification must be provided to the CG STA Crisfield Base Safety Officer, MK1 Dominic

Deview in their capacity as Fire Marshal of any activity that could potentially cause fire or explosion or changes or reduces the capability of fighting a fire or explosion. Some examples of qualifying activities are: a fire hydrant or fire suppression system that must be taken out of service for any reason, electrical work that affects fire alarm systems, introduction of hazardous or flammable material onto the unit, and blocking of any egress routes or emergency vehicle routes. Inclusion of this information in the contract constitutes written notification as long as the outsource review sheet is signed by Base Safety Officer.

c. Copies of the following must be provided to the Base Safety Officer prior to starting work in affected areas: Confined Space Entry Permits, Hot Work Chits, and Dig Chits. Confined space clearance must be conducted by a certified marine chemist and permit required spaces will have a copy of the permit posted on site during work. Hot work will only be conducted with permission, and a fire watch must be posted during work.

d. Lock Out/Tag Out requires notification and coordination with facilities and will not be conducted by a contractor on CG STA Crisfield. A Facilities Division representative is required for all Lock

Out/Tag Out needs.

e. Rights: Every employee working on CG STA Crisfield has the right to a safe and healthy workplace.

The contractor has the responsibility and right to stop unsafe work. The Contracting Officer’s

Technical Representative and the Safety Officer may also institute a work stoppage relating to unsafe practices or immediate danger to life and health situations.

19. ENVIRONMENTAL PROTECTION REQUIREMENTS:

a. All contractors working on CG STA Crisfield shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the

Environmental Protection Specialist MK1 Dominic Deview @ (443) 944-6728 prior to starting work and must be in accordance with the Unit Environmental Guide.

b. Written notification must be provided to the Environmental Protection Specialist of any activity that could potentially cause a permit violation on CG STA Crisfield. Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment.

c. Copies of the following must be provided to the Environmental Protection Specialist prior to starting work in affected areas: Safety Data Sheets, permits, and notices of intent.

d. Hazardous materials used by a contractor are required to be disposed of by that contractor. Disposal must be in accordance with federal, state, and local guidelines.
