AMENDMENT 0004 ATTACHMENT PAGE
1. QUESTION: Roof Curbs: The Statement of Work (SOW) Section 3.2 requires the removal of "roof penetration flashing" and Section 3.3 requires the installation of "new roof penetration flashing." Please clarify if the existing curb structures (the wood or metal bases for vents and HVAC units) are to remain in place, or if they are required to be removed and replaced entirely?
ANSWER: Existing curb structures to remain.
2. QUESTION: Are all existing roof vents to be fully replaced as part of the project, or is the intent to only re-flash the existing vents?
ANSWER: Re-flash existing vents.
3. QUESTION: The specifications reference GAF shingles. Would the Government consider approval of an equal substitute such as:
· Owens Corning Duration shingles, or
· TAMKO Titan XT shingles (160 MPH wind rating)?
ANSWER: Any manufacturer that meets or exceeds the specifications may be used.
4. QUESTION: The specifications appear to require full ice and water shield coverage across the entire roof system. Please confirm if this is the Government’s intent.
ANSWER: Install ice and water shields at standard critical areas only (eaves, valleys, roof-to-wall transitions, and roof penetrations). This has also been captured in the revised Statement of Work (SOW) provided with this amendment.
5. QUESTION: Our teaming partner has advised that installing full ice and water shield coverage over the entire roof assembly may restrict the roof system’s ability to properly breathe/ventilate and could potentially impact or void the manufacturer’s shingle warranty depending on the roofing system selected.
ANSWER: The Government will consider the following alternative approach provided:
Install ice and water shields at standard critical areas only (eaves, valleys, roof-to-wall transitions, and roof penetrations) and utilize an upgraded synthetic underlayment for the remaining roof areas to maintain manufacturer warranty compliance and proper roof ventilation performance.
