This is a Statement of Work (SOW) for the repair and reconstruction of Ft. Griffin Avenue at Goodfellow Air Force Base in San Angelo, Texas, issued by the 17th Civil Engineer Squadron (AETC) on February 12, 2026, under contract number JCGU 25-7001.

The project encompasses complete demolition and replacement of existing curb, gutter, and pavement along the north side of Ft. Griffin Avenue behind Building 430 (Wing Headquarters). Key work elements include pedestrian safety fencing, asphalt paving, reinforced curb and gutter installation, concrete swale construction with traffic bollards, crosswalk installation, traffic striping, and testing for concrete and asphalt compaction. The contractor must provide bollards (minimum 6-inch round, 30-36 inches in height) in anodized aluminum or dark bronze finish and install a passive pedestrian detection system with LED-flashing warning signs compliant with MUTCD standards. The system must activate visual warnings automatically when pedestrians approach or enter the crosswalk, with wireless communication between detection bollards, signs, and flashing beacons. The performance period is 120 calendar days, with normal working hours 7:30 A.M. to 4:30 P.M., excluding weekends, federal holidays, and designated AETC Resiliency Days.

The contractor must obtain AF Form 103 (Base Civil Engineering Work Clearance Request) prior to work commencement, submit a detailed Traffic Control Plan addressing protection of troops using the adjacent high-traffic troop walk, provide daily quality control reports, and conduct pre-final and final inspections with associated DD Forms 1354. Safety compliance with OSHA (29 CFR 1910 and 1926), AFOSH standards, Texas Worker's Compensation laws, and Corps of Engineers Safety Manual EM 385-1-1 is mandatory. The contractor is solely responsible for site maintenance, temporary fencing, traffic control barriers, signage, stormwater management, waste disposal off-base, and dust control. All testing costs are contractor-funded, laboratories must be licensed in Texas, and utilities information is approximate with contractor responsibility for safe utility locating and hand-digging around gas/water lines. Government will provide 24-hour advance notice requirements for inspections, and the contractor must ensure all equipment and systems are fully operational upon project completion.
