Summary of Work:

All work performed under this Statement of Work (SOW) shall be conducted in accordance with all applicable state and federal laws and regulations, ANG policies and regulations, and this

SOW as outlined below.

The project is to remodel the Rausin Auditorium into a modern auditorium. The scope includes but is not limited to demolish the existing seating, ceiling, wall covering, doors, and windows.

New doors and windows that meet current ATFP standards, new seating, floor coverings, ceiling, and refinishing of the stage.

Project Scope:

1) Demolition

A) Carpet

B) Base trim & quarter round, Chair Rail, other Wood Accent Pieces on walls up to stage, C) Sound Panels

D) All Raised panels on stage wall to be removed

E) Auditorium Seats

F) Three (3) exit double doors and frames (two interior & one exterior).

G) Ceiling grid & tile

H) Supply grills & Return registers.

I) Base paging speaker

J) All Lighting Fixtures

K) Windows, sills, & blinds

L) Two (2) emergency lights and door exit signs

M) Projector all other AV equipment in ceiling. (drop down project screen to stay)

N) All shall be disposed of at a certified landfill.

2) Walls

A) Back wall shall be furred out from edge of existing bump as shown on design drawings.

B) Provide ½” plywood backing.

1) New walls shall be 3 5/8” metal studs at 16” on center

2) All drywall on new walls shall be 5/8” thick

C) Existing walls and ceiling soffits are covered with multicolored paint giving a textured feel.

1) Contractor to provide a smooth wall and soffit surface free of existing paint texture before repainting.

(a) Sand, mud, or ¼” drywall cover are all acceptable methods to achieve wall prep.

(b) Contractor to establish method with PM prior to execution

2) All holes or damaged spots to be repaired, sanded smooth, and before being painted.

3) Walls and ceiling soffits to be primed before paint.

3) Paint

A) Walls painted floor to ceiling with base standard:

1) Sherwin-Williams 1550 Cumulus Cloud or approved equal

2) Submit color swatch for approval

B) Paint ceiling soffits to match wall color.

C) New and existing doors frames to be painted

1) Sherwin-Williams 7020 Black Fox or approved equal

4) Ceiling

A) Install 2’x2’ black acoustic ceiling tiles and black grid system

1) Tiles shall have a Minimum Noise Reduction Coefficient (NRC) of 0.85

2) Class A fire rating

3) Grid shall be 15/16 inch on a room center 2’x2’ grid

4) Wall grid border should be 15/16 inch

5) Wires can be reused if convenient

B) WIFI extenders to be reused and put back in same location

5) Doors

A) Provide two (2) Solid Wood Double interior doors with metal frames

1) Doors and frames shall be prepped for future Advantor badge access

(a) RFID and pin badge access points for each door

(b) Electrified release exit devices

B) Provide one (1) Solid Metal Double exterior door with metal frame

1) Exterior doors to have panic bars on interior side with only key cylinder on exterior side.

2) Doors & Fames shall match existing size

C) All hardware for locking doors shall accept Schlage PRIMUS cores

1) Must meet base 3G key coring configurations

2) Provide high-security, interchangeable core cylinders for all hardware

D) Hardware shall comply with ANSI A156.2, 1989, Series 4000 Grade 1.

1) Item Basis of Design

E) Exposed trim shall be wrought brass, bronze, or stainless steel to match existing.

F) Levers shall be pressure cast, zinc plated to match finish and ADA compliant.

G) Keying: 6 pin tumbler with two nickel silver keys per lock. Cylinder to be #20-740 x 626 interchangeable core.

H) Door Range is 1-3/4” with Rhodes 626 trim and backset of 2-3/4”

1) Flush, non-rated plain sliced Red Oak

I) Keys and Cores shall be factory stamped for identification. Each door shall receive two blank keys. Base will cut keys and pin & install cores.

J) Closers: All doors shall have a LCN “Smoothee” surface mounted door closures, models

4010 and 4110 or equal with extra heavy duty cushion stop arm, and hold open feature.

A minimum of 15 year manufacturer’s warranty shall be provided with the original warranty documents submitted before end of project.

K) Install stainless steel wall stop w/ convex rubber bumper & drywall anchors

L) Interior doors shall have Base Standard hardware M) All hardware for locking doors shall accept Schlage PRIMUS cores

1) Schlage CYL.20-740.EV.626.C145.KA-0 for Large Format

2) Schlage for Small Format

N) Frames shall be welded 16-gauge hollow metal O) Contractor is responsible to repair all walls/structures to existing condition that may be damaged or altered during door install.

6) Fixed Audience Seating A) Replace existing seats with 252 new seats to match specs below.

B) See attached drawings for layout C) Uprights:

1) Steel. Floor-mounted uprights shall be .06” x 1” x 3” rectangular steel column welded to a .125” back plate with a .08” steel top cap. The floor plate shall be .125” x 10” x 1.8” with a hole-to-hole mounting dimension of 9.45” center to center. Floor plate is attached to the upright by a concealed weld. Finish to be powder coated according to standard color offering.

D) Backs:

1) 2 1/8 inches thick padding

2) Molded plastic outer surface with concealed fasteners

3) Squared top corners

4) Upholstery

5) Height of 34 inches from floor

6) Variable pitch angles

7) See attached picture of example of desired chair design.

E) Seats:

1) Minimum 3 inches of padding at front and rear edges

2) The seat assembly shall be constructed of an inner structure consisting of a 14-guage

25% glass-filled polypropylene ring spanned with .16” steel springs and covered with 4.33” molded urethane foam cushion of 55kg per cubic meter (3.4 lb per cubic ft) density. The upholstery fabric shall be placed around the seat foam and stapled to a molded plastic ring. The bottom shall be covered by an injection molded polypropylene seat shroud. All pivoting and positioning shall be accomplished within the seat cushion assembly thereby eliminating all pinch points.

F) Armrest:

1) Molded plastic with rounded edges and concealed mounting

G) Chair Seat Hinges:

1) Self-lubricating

2) Noiseless self-rising seat mechanism

3) Positive internal stops cushioned with rubber or neoprene

4) Require no maintenance

H) Molded Plastic:

1) High-density polyethylene or polypropylene, low or injection molded, with surface that is mar and dent resistant.

I) Fabric:

1) 18 oz/linear yd

2) Flame-retardant treatment

J) Metal Finish

1) Finish exposed metal parts with manufacturer`s standard coating

K) Writing Tablets:

1) Sefl-storing

2) Tubular steel internal structure mechanism

3) Assembly meets the one-motion, anti-panic designed outlined in NFPA Life Safety and International Building codes

(a) Tablet arm shall be able to fold up and out of the way in one motion. There shall be no need to move tablet are forward/backward or unlock in any way before being folded up and out of way.

4) No less than 100 sq. inches in size

5) 11-ply hardwood surface on both sides with high-pressure plastic laminate

L) Installation

1) Install in locations indicated and according to manufacturer’s written installation instructions.

7) Flooring

A) Carpet

1) Shall be 24x24”” modular squares

2) Shall be dense level loop surface texture with a 30 oz. yarn weight

3) Shall be glued to concrete surface

4) Install according to manufacturer’s written installation instructions.

5) Surface shall be prep as need to ensure proper install

6) Shall not have a stain resistant coating containing PFOS (Perfluoro octane Sulfonate) or PFOA (Perfluorooctanoic Acid)

7) Provide 10% extra as overstock

8) Base Trim

A) Wood

B) 1”x6” smooth front

C) Painted black

9) Windows, Sills, & Window Shades

A) Replace existing 13 windows with new

1) The glass and frame must comply with UFC 4-010-01 Standard 10 glazing requirements

(a) See paragraph 3-11.1 for the specific requirements

2) Windows measurements are roughly 9’x3’ (contractor to field verify).

3) Windows to be divided into thirds

4) Glass shall be slightly tinted.

(a) Provide samples for approval

B) Contractor shall make any repairs needed to building structure around windows to ensure watertight.

C) Replace wood windowsills.

1) New sills shall be solid surface material.

2) Break sharp all exposed edges.

3) Contractor to field verify each window opening to ensure tight fit.

4) See drawing for design specs.

5) Submit color samples for selection

D) Install chain driven fabric roller shades

1) Install side channel

2) Add valance with minimal detail to hide roller and hardware

3) Submit colors for approval

10) Acoustic Wall Panels

1) Replace existing wall acoustic panels with new acoustic panels

(a) Fabric

(b) No more than 1” thick and no less than 1/2" thick

(c) Install according to manufacturer’s written instruction

(d) Provide color samples for approval

2) See drawings provided for sizes, design, and layout. Verify locations with PM before installation

11) Stage

A) All wood surfaces of stage, to include top, front face, stairs, and wood accent pillars on wall, shall be repaired and refinished, contractor to field verify all measurements.

1) Make all necessary repairs to wood surfaces that have become damaged or loosened.

(a) Prep, sand, and clean all surfaces before staining wood surfaces

(b) Finish with a high traffic low odor water-based polyurethane

(c) Submit stain colors and seal for approval

2) Remove base trim and quarter round along back wall and front of stage.

3) Replace trim along back wall with new.

(a) Wood

(b) 1X3” smooth front

(c) Stained to match the stage

4) Handrail to be sanded and stained to match stage. Hardware to be painted black or replaced with new black hardware

5) Remove all electrical control equipment under stage.

6) Remove top cap, quarter round, and three-inch front center riser at front of stage

(a) Front of stage shall be one level height

(b) Shall have a top cap that extends ¼ inch pass wood panel in front and is squared off in back.

7) Remove all doors and false doors along front of stage and replace with 1”x6” horizontal wood panels with staggered vertical seams. To run full length of stage front. Stained and sealed to match stage.

8) Wood accent pillars to prepped, primed, and painted to match wall color

9) See drawings for details

12) Projector, Screen, Camera and other A/V equipment

A) A/V speakers from presentation system are to be taken down, painted black to match the ceiling, and reinstalled

B) Microphones are to be taken down and reinstalled in new ceiling.

1) They are to be left their current color

C) Camera and projector hanging from ceiling are to stay.

1) Can be removed and re-installed for convenience but must be working when project is completed.

D) Recessed pocket housing project screen to be refinished, to match walls.

1) Contractor to removal and re-install screen as needed to complete work.

E) All items must be tested and shown to work when project is completed

13) Cabinetry

A) Provide custom made solid wood lower cabinets

B) See drawings provided for sizes, design, and layout. Verify location with PM before installation

1) Adjustable shelves

2) Concealed hinges with soft close capability

3) Pulls shall be rounded finger edge, black in color

4) Drawers shall have heavy duty full extension slides with soft close capability

5) Toe kick that sits flush with floor and runs continuous across all cabinets.

6) Finished with a low odor water-based matte finish polyurethane

7) Stain to match stage.

C) Provide full length solid surface top with waterfall sides

1) 1/8” rounded edges

2) Shall meet tight with wall with no visible voids.

14) HVAC

A) Install new Supply (12) and return (4) vents to match existing, color shall match ceiling color of location.

B) Provide new insulation around all HVAC ducting within work area.

C) Thermostats to stay

15) Lighting

A) Replace 20 existing ceiling lights with new 24”x48” dimmable, from switch, flat panel

LED lights.

1) Watts - 40W

2) Color temperature – 3500K/4000K/5000K

3) Lumen range – 3833-6027 lm/W

4) Four (4) shall be emergency lights, Located at four corners of room.

(a) Shall have test button on under side.

B) Replace existing Track Stage Spotlights and track with new LED track lights and track.

1) Place track in spot that will allow lights to be easily removed/repaired but be hidden by soffit.

2) Dimmable at switch

3) Energy efficient

4) Low profile

5) Black in color

C) Provide three (3) new light switch panels

1) One panel at each interior entrance doors

(a) Each panel shall have two switches with dimmer slides to control main overhead

LED lights.

(a) One switch to control front three rows of lights, one to control back two rows.

2) One at northeast side of stage.

(a) Panel shall have three switches with dimmer slides to control following lights:

one to control front three rows of overhead LED Lights, one to control back two rows, and one to control Stage Track Lights.

3) Switches shall be ivory in color with stainless steel cover and dimming capability.

16) Electrical

A) All existing outlets to be replaced with new.

1) Duplex outlets shall be 120v, ivory in color with stainless steel cover plates.

B) Provide three (3) new ultra bright exit signs with emergency LED light bar combo hardwired with battery back-up to last a minimum of 90 minutes, placed above each exit door. Shall be white with red lettering.

C) All blank, coaxial, and A/V boxes shall have cover plates replaced with stainless cover plates.

17) Fire Alarm

A) The fire alarm system shall be modified as needed to be kept with fire code compliance

B) Any changes to the system must be compliant with the existing Monaco system

C) The installation must comply with the below regulations

1) NFPA 72

2) UFC 4-211-01

3) UFC 3-600-01

4) UFC 3-601-02

5) UFC 4-021-01

D) Installation may use existing conduit where possible

E) New conduit must be in ¾” or larger EMT with galvanized junction boxes with red covers

F) Any new devices must use new Class A wiring

G) All devices must be wired on home runs to the panel

H) Contractor shall submit as-builts for current system

1) As-builts that only show the changes will be rejected

2) One electronic PDF file and one hard copy shall be submitted

18) Base Paging

A) Replace existing base paging speakers with new speakers

1) New speakers to meet the basis of design as Valcom Clarity model S-522B-2

2) Be black in color

3) Existing speakers have capability to be turned off, new speakers shall be installed to have same capability.

19) Option Item 1: ADA Stair Lift

A) Install ADA compliant stair lift in north stairwell of Building. (See attached pictures of

Stairwell)

1) Designed path, 6 steps with 180° turn, then 10 steps to top landed

2) Seat to be no wider than 21”, with the ability to fold for space saving

3) Seat to Swivel and come with seat belt

4) Minimum 350lbs weight capacity

5) 20 FPM lift Speed

6) Steel Rack and Pinion drive

7) Battery back-up power

8) Remote control capabilities

9) Diagnostic Display

10) Power to be supplied from nearest power panel.

(a) Electrician is responsible for providing all breakers as needed

(b) All cabling shall be ran in minimum of ¾” EMT.

(c) Any new circuits or reused circuits shall be clearly marked on schedule

General Notes:

1) Project Location: Building 51, 139th Airlift at Rosecrans Memorial Airport on 705 Memorial

Drive (Airport Rd) in St Joseph, Missouri.

2) Performance Period: 240 calendar days from NTP

3) Hours of Operation: 0700 - 1600 Monday through Friday except on Government Holidays.

a) The Visitor Center is only open on MWF from 0700 to 1100.

b) Background checks must be submitted at least 7 working days from the needed access date.

4) Visitor Center Hours of Operation: 0700 – 1100 Monday, Wednesday, Friday except

Government Holidays.

5) Real ID: All employees requiring base access possess a REAL IC-compliant driver’s license or other acceptable form of identification. REAL ID criteria are outlined in DoDM

5200.08v3_DAFMAN31-101v3. You can verify REAL ID compliance and monitor for any changes to the enforcement date on the DHS website: hhtps://www.dhs.gov/real-id. Failure to present REAL ID compliant identification after May 7, 2025, will result in denied access or individual must be escorted. Please take the necessary steps now to ensure compliance and avoid any access disruptions.

6) Scheduling: The contractor shall coordinate the work schedule with and get approval from the Project Manager.

7) Use of Base Utilities: Base water and electric shall be available for use by the contractor and sub-contractors in performance of this project only. All other utilities shall not be available for contractor and sub-contractor use.

8) Motorized Lifts: Motorized lifts are prohibited for interior use in auditorium, exterior use is acceptable.

9) Redline Drawings: Redlined floorplan layouts of all construction changes will be provided to

139th CES upon completion of the project for updating existing base drawings. These redlines are to show all construction features including errors, changes, revisions, and any deviations from the original plan. Additional redlines floorplan layouts to show cable pathways used, jack numbering and locations, locations of any cables not reused and left coiled above the ceiling with locations and labeling for coaxial cables.

10) Equipment Manuals, Training, & Warranty: One hard copy and one electronic copy of O&M

Manuals and Warranty information for all new devices. Submit in a binder format that is labeled for the project. Additionally, contractor shall provide training to users & base craftsmen on new equipment.

11) Hazardous Materials: The contractor planning to use hazardous material (HM) for the project shall register with the base Hazardous Material Pharmacy (HMP) prior to start of work in order to support the installation’s compliance with Executive Order 12856, Federal

Compliance with Right-to-Know Laws and Pollution Prevention Requirements. All HM required to support the contract shall be reported to the HMP using the Contractor HM

Identification Form. The HM Identification Form will be a submittal requirement and must be submitted and approved before work can begin. (See Attachment).

12) Fire Protection: Open flame devices or any welding are not permitted except when a permit has been applied for and received. Permits may be applied for by submitting an AF form 592 to Building 302, Fire House, and 24 hours prior to using any open flame devices or welding devices. Contractor shall provide his own fire protection to include fire extinguishers.

13) Digging Permits: Any digging shall require a digging permit. The digging permit shall be obtained through the Base Civil Engineering Office (BCE) or the Project Manager.

14) Contractor’s Equipment & Supplies: Store all Contractor tools, equipment and supplies in a location approved by the Government project manager, on or off base property.

Government shall not be held responsible for missing or damaged contractor owned equipment or materials.

15) Differing Site Conditions: Bring any unforeseen project conditions to the attention of the

Contracting Officer immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.

16) AT/FP Provisions:

1.Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of

Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

Should the Force

Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or

Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center

Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-

245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT

Level I may be accomplished by a Level I qualified instructor; completing the Force

Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login. seam. For those without a CAC, select" Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

17) Material Submittals: The contractor shall submit to the CO for approval all items listed in the specifications booklet on an AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 14 calendar days and maximum of 30 calendar days for the Government’s processing of material submittals. The contractor shall not order, deliver or install any materials without CO’s material approval.

Remove any materials on site, which have not been properly approved.

18) Damage to Government Property: Any damage caused by the contractor or subcontractor to any Government property while the contractor is on base shall be replaced or repaired to the satisfaction of the Government by the contractor at no cost to the Government.

19) Trash, Refuse & Debris: The contractor shall not use any Government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through Government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines.

Contractor shall coordinate with the base. All debris or trash shall be disposed of off base.

All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the Government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris.

20) Communications Cabling: Any communication cabling and/or pathways and/or equipment shall not be altered without prior written approval of the 139th communications flight.

Contactor must ensure any installed equipment, ductwork, piping, electrical etc., does not obstruct future access to existing communication cabling and pathways. Any cost associated with CF approved alterations will be the responsibility of the contractor. Under no circumstances will the contractor void the Governments current inside plant certification and warranty.

21) Sustainable Procurement Requirements: Where applicable on products meeting the EPA’s requirements of the Comprehensive Procurement Guide for postconsumer content and total recovered content should be considered, if feasible.

22) Information Assurance Contractor Training and Certification (JAN 2008)

a) The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance

Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including—

i) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and

ii) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.

b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.

c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.

23) Inadvertent Archeological Finds: In case of an inadvertent discovery of a cultural or archaeological resource, the following applicable actions will be taken immediately:

a) Workers will cease all excavation activity, ensure the site is secured, and contact Base

Civil Engineering at 816-236-3318.

b) The Environmental Office (EMO) will ensure that activities have ceased at the discovery site and that the site has been secured from human and natural forces.

c) The Environmental Office will notify any applicable tribal Governments and State

Historic Preservation Office (SHPO) of the discovery. SHPO will determine if the State

Archaeologist should be contacted.

d) The Environmental Office will notify the Base Judge Advocate General (JAG), Installation

Commander, NGB/A7CV and the base Public Affairs Officer (PAO).

e) If the Environmental Manager (EM) has reason to believe that Native American human remains, funerary or sacred objects have been discovered, the EM will provide immediate telephone notification of the discovery, along with written notification by certified mail, to the Department of the Interior’s Departmental Consulting archaeologist (DCA) at the following:
