About this file

This Statement of Work (SOW) details an enterprise postal solution for the West Virginia Army National Guard (WVARNG) covering postage and shipping requirements. The contract includes a base year from May 2025 to April 2026 with four 12-month optional extension years, potentially running through April 2030. The solution must support 11 initial locations with the ability to add or subtract locations via contract modifications, and requires a web-based program accessible on the WVARNG network with specific administrative controls.

Key technical requirements include providing standalone scales for each location, offering automated postal rate changes, USPS-approved shipping discounts, electronic certified mail capabilities, and comprehensive administrative features. The system must allow at least three administrator accounts and three user accounts per location, enable detailed expenditure tracking, support historical data reporting, and have administrative controls for setting shipping limits. The contractor must provide initial in-person administrator training in Charleston, West Virginia and web-based user training, with all postage drawn from a centrally funded account using electronic funds transfer.
