About this file
This is a Statement of Work (SOW) for the acquisition of Uninterruptible Power Supply (UPS) units and related equipment to provide power protection to the Building Automation System (BAS) panels at the U.S. Consulate General in Merida, Mexico. The BAS serves as the central control network for all HVAC systems, including chillers, air handling units, and chilled water pumps, and currently receives no battery backup power, causing complete shutdowns during utility power interruptions. Although emergency generators restore power within minutes, the BAS requires 15 to 25 minutes to fully restart before HVAC equipment can be brought back online.
The requirement includes five line items: 30 units of 1 kVA DIN rail-mounted UPS units with IQ Technology (120/230 VAC output, 90-264 VAC input, 60 Hz, UL 1778 compliant); 30 units of 24 VDC battery energy storage modules (VRLA-AGM type, 12 Ah capacity, 21-minute buffer time at 20A) with automatic detection and communication capabilities; 30 DIN mounting rails; 30 units of two-piece universal wall adapters for DIN rail mounting; and 5 units of tower-type Back-UPS units (900 Watt/1500 VA, 120 VAC, NEMA 5-15P input, 5 NEMA 5-15R outlets, 8-millisecond transfer time, lead-acid 24V battery included, 16-hour recharge time). All equipment must be new, unused, and delivered in original manufacturer packaging to the US Logistics Center in Brownsville, Texas 78521. The Department of State is soliciting quotations under Solicitation Number 19MX5226Q0020, with award to be made to the responsible company submitting the lowest acceptable offer based on initial quotations without discussions, though discussions may be held with companies in the competitive range if necessary.

U.S. Consulate General Merida, Mexico UNCLASSIFIED
STATEMENT OF WORK
For the Acquisition of
Uninterruptable Power Supply Units For BAS (Building Automation System) Panels of the United States Consulate General in Merida, Mexico
1. Purpose This Statement of Work establishes the requirement for the acquisition of Back-UPS (Uninterruptable Power Supply) units and batteries to support and provide power protection to the BAS (Building Automation System) panels of the US Consulate General Merida compound buildings.
2. Background The facility's BAS serves as the central control network for all HVAC systems, including chillers, air handling units, and chilled water pumps. The BAS operates as an independent IT network comprising sensitive electronic components, including JACEs (Java-Application Controlling Engine), fiber network switches, VAV box loops and routers.
Under the building design current configuration, the BAS receives no battery backup power. Every utility power interruption causes a complete BAS shutdown. Although the facility's emergency generators restore power within minutes, the BAS requires an additional 15 to 25 minutes to fully restart before any HVAC equipment can be brought back online.
3. Scope of Work The US Consulate General Merida requires uninterruptible power supply (UPS) that ensures power for critical electrical loads in the BAS continues to be supplied in the event of disturbances in the power supply network. In doing so, the UPS must switch to battery operation without interruption so that connected loads continue to be consistently supplied. When mains power is restored, the UPS must automatically return to normal operation. The connected loads are again supplied via the power supply network and the battery is charged. The BAS panels and its components also needs online UPS with pure sine wave voltage at output.
