Statement of Work Summary: HVAC Equipment Supply and Delivery
This Statement of Work establishes requirements for furnishing and delivering HVAC equipment to replace obsolete systems at the DCMR Residential Property in Mexico City. The procurement scope is limited exclusively to supply and delivery of one (1) packaged rooftop HVAC unit with minimum 3-ton capacity and 16 SEER efficiency, three (3) compatible indoor air handling units, refrigerant piping and insulation materials, electrical connectors, controls, and thermostats. The existing equipment—a 20+ year-old Rheem rooftop unit using phased-out R22 refrigerant and three Rheem air handling units—exhibits severe operational deficiencies including inadequate cooling performance, delayed heating response, electrical deterioration, and obsolescence. All new equipment must be current-production models delivered in original manufacturer packaging with documentation (product data sheets, warranty certificates, operation/maintenance manuals) to Musset 337, Polanco, Mexico City. The contractor must coordinate delivery at least five business days in advance and replace any damaged or non-compliant equipment at no additional cost.
The total estimated cost is $35,000 USD across four contract line item numbers (CLINs): $15,000 for the rooftop HVAC unit, $15,000 for three air handling units, $3,000 for installation materials (piping and insulation), and $2,000 for electrical connectors and controls. Equipment must comply with Mexican standards including NOM-011-ENER (energy efficiency), NOM-003-SCFI (electrical safety), and applicable international standards (ASHRAE, AHRI, UL). The contractor must provide manufacturer's standard warranty and documentation confirming ongoing OEM parts support. Explicitly excluded from this procurement are installation, electrical work, refrigerant handling, commissioning, testing, startup, and integration activities, which will be performed under separate contracts. Security requirements mandate U.S. Government Locally Employed Staff escorts, valid identification cards, RSO entry permits, and restriction of electronic devices on-site.

1.0 GENERAL INFORMATION
1.1 Purpose
This Statement of Work (SOW) establishes the requirements for the supply and delivery of one (1) packaged rooftop HVAC unit and three (3) associated indoor air handling units for the DCMR residential property located at:
Av. Paseo de las Palmas 1615
Lomas de Chapultepec VIII Sección
Miguel Hidalgo, Mexico City, CDMX, Mexico
The purpose of this procurement is to acquire new, current-production HVAC equipment to replace the existing obsolete systems that have exceeded their useful service life and utilize refrigerant that is no longer supported. The equipment shall provide improved energy efficiency, operational reliability, environmental compliance, and long-term maintainability.
This procurement is limited to the furnishing and delivery of the specified
HVAC equipment only. Removal of existing equipment, installation, electrical work, refrigerant handling, commissioning, testing, startup, integration with existing systems, and all other construction-related activities are specifically excluded from the scope of this procurement and will be performed under a separate contract, if required.
2.0 BACKGROUND AND EXISTING CONDITIONS
2.1 Existing Rooftop Packaged Unit
• Manufacturer: Rheem
• Model: RRKA-A036JK10E
• Cooling Capacity: 3 Tons (TR)
• Heating Capacity: 10 TR
• Voltage: 208/230V, Single Phase, 60 Hz
• Refrigerant: R22
• Approximate Age: Over 20 years (late 1990s manufacture)
2.1.1 Identified Deficiencies
• Equipment has exceeded its useful service life.
• Refrigerant R22 has been phased out under international environmental agreements.
• Manufacturer support has been discontinued.
• OEM spare parts are no longer readily available in the market.
• Generic replacement parts cannot be guaranteed for compatibility.
• Increased electrical contactor deterioration.
• Reduced cooling efficiency.
• Increased risk of refrigerant leaks.
• Elevated operational and energy costs.
• High probability of catastrophic failure.
Continued operation presents unacceptable operational and environmental risk.
2.2 Existing Air Handling Units (AHUs)
2.2.1 Air Handling Unit #1
• Model: RBHC-14J00NHD
• Capacity: 1.5 TR
• Voltage: 208/230V, Single Phase, 60 Hz
Reported Problems:
• Lack of adequate cooling performance.
• Delay in heating mode activation.
• Refrigerant imbalance.
• Deterioration of compressor-section contactors due to lack of periodic cleaning.
• Electrical instability affecting compressor performance.
• Reduced system responsiveness.
2.2.2 Air Handling Units #2 and #3
• Model: RPKA-019JAZ
• Quantity: Two (2) Units
• Capacity: 1.5 TR each
• Voltage: 208/230V, Single Phase, 60 Hz
Reported Problems:
• Inadequate cooling performance.
• Delay in heating cycle activation.
• Refrigerant charge imbalance.
• Electrical wear in compressor contactors.
• Degradation of electrical connections.
• Increased electrical resistance at terminals.
• Potential refrigerant leakage due to aged fittings.
• Continued operation with obsolete and environmentally harmful refrigerant
(R22).
These deficiencies indicate systemic equipment deterioration consistent with advanced age and obsolescence.
2.3 Existing HVAC System Configuration
The existing HVAC system consists of one (1) packaged rooftop heat pump unit connected to three (3) indoor air handling units serving the DCMR residence.
The system currently provides:
• Cooling for occupied residential areas.

The existing equipment has exceeded its expected service life and utilizes R-22 refrigerant, which is no longer supported and has become increasingly difficult and costly to obtain.
The existing system exhibits the following operational deficiencies:
• Reduced cooling capacity.
• Delayed heating response.
• Excessive energy consumption.
• Increased maintenance requirements.
• Deteriorated electrical components.
• Reduced reliability.
• Limited availability of replacement parts.
The Government intends to replace the entire system with a modern high-efficiency HVAC system that will provide reliable service for the next 15–20 years.
