About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation 19MX5326Q0052 regarding the supply and delivery of packaged rooftop HVAC units and associated air handling unit equipment.

The document addresses three key clarifications requested by potential offerors. First, regarding minimum efficiency standards, units rated 15.2 SEER2 under current North American test procedures are acceptable as compliant with the specified 16 SEER minimum, as this rating corresponds to approximately 16 SEER under previous methodology. Mexican-market equipment certified under NOM-011-ENER at equivalent ratings is also acceptable. Second, concerning ductwork materials specified in Section III.F, the contracting activity clarified that at the current supply stage, only packaged equipment is required; ductwork, transitions, insulation, sealants, waterproofing, mounting hardware, and installation accessories will be determined during future installation based on the selected manufacturer's specifications and existing site conditions. Third, a reference to scaffolding layout drawings in Section 4 does not apply to this supply-only solicitation and is not applicable to the requirements.

SBU - CONTRACTING AND ACQUISITIONS

Q&A – 19MX5326Q0052

SUPPLY AND DELIVERY OF PACKAGED ROOFTOP HVAC UNIT AND

ASSOCIATED AIR HANDLING UNIT EQUIPMENT

1. Minimum efficiency: current-production equipment in North America is rated under the SEER2 test procedure, and Mexican-market equipment is certified under NOM-011-ENER. Please confirm that a packaged unit rated 15.2 SEER2 (the equivalent of 16 SEER under the prior metric) or the equivalent NOM-011-ENER rating satisfies the 16 SEER minimum.

A: A packaged air-conditioning unit rated 15.2 SEER2 under the current North American test procedure will be considered compliant with the specified 16 SEER minimum, as 15.2 SEER2 corresponds to approximately 16 SEER under the previous rating methodology.

2. Section III.F (ductwork materials) lists 24-gauge galvanized ductwork "as specified" but no quantities or dimensions are provided. Please provide the required quantities or confirm that offerors should price a stated lump-sum materials allowance consistent with the CLIN structure in the Statement of Work.

A: At this stage, only the packaged equipment is required. Ductwork, transitions, insulation, sealants, waterproofing, mounting hardware, and other installation accessories will be determined and provided during the future installation based on the selected equipment manufacturer’s specifications and the existing ductwork conditions in place.

3. Section 4 references a layout drawing showing a proposed scaffolding arrangement. Please confirm this paragraph does not apply to this supply-only solicitation.

A: Not Applicable.
