About this file

This is a Scope of Work (SOW) document for the Nevada Army National Guard's Las Vegas Readiness Center (LVRC) project to install dedicated shore power infrastructure supporting Auxiliary Lifting System (ALS) and Motorized Work Operations (MWO) vehicle operations. The project encompasses the design and installation of a complete shore power system including a new electrical service entrance, distribution infrastructure, and dedicated charging stations capable of supporting multiple vehicle operations simultaneously. The scope requires coordination with existing facility systems, compliance with National Electrical Code standards, and integration with the LVRC's operational requirements. The contractor must provide all materials, labor, equipment, and engineering services necessary for system installation, testing, and commissioning. The project involves site-specific work at the LVRC facility in Las Vegas, Nevada, with specific performance requirements for power delivery capacity, safety systems, and operational reliability to support the Guard's vehicle maintenance and readiness operations.

The SOW establishes technical specifications for power distribution, charging infrastructure standards, and system performance requirements essential for ALS/MWO vehicle support operations. The project requires contractor compliance with military standards, safety protocols, and facility integration requirements. Specific details regarding project timeline, budget allocation, contract duration, and funding sources are not detailed in this SOW document alone; however, the work is being procured through Nevada's state and local contracting process and will be funded through military readiness appropriations. The contractor must demonstrate experience with military facility infrastructure projects and capability to meet the specialized electrical and charging requirements specific to Auxiliary Lifting System and Motorized Work Operations vehicle platforms.

Nevada Army National Guard Office of Installations and Environment Scope of Work Summary

Date: July 28, 2026 Project: Add Shore Power Infrastructure for ALS/MWO at LVRC

General Intention: This Scope of Work is intended to include all work required to complete the project described below. Vendors who submit proposals are required to include and disclose in their proposal all work deemed necessary to complete the project.

Task(s): Provide and install dedicated shore power infrastructure to support ALS/MWO vehicle operations at the Las Vegas Readiness Center (LVRC).

Scope of Work:

The Contractor shall provide all labor, materials, equipment, supervision, permits, testing, inspections, and incidentals necessary to construct a complete and operational shore power system for the ALS/MWO vehicle staging area located behind the main building at the Las Vegas Readiness Center (LVRC). Work shall be performed in accordance with the approved construction documents, applicable federal, state, and local codes, and all governing electrical standards.

The project includes installation of a dedicated 100-amp, 240-volt, single-phase shore power service to support the Unified Command System (UCS) communications vehicle and Joint Operations Center (JOC) operations while operating on external utility power in lieu of the vehicle's onboard generator. The Contractor shall verify existing field conditions prior to construction and coordinate all work with the Owner to minimize impacts to facility operations.

Construction shall include, but not be limited to, installation of new electrical feeders, conduit, conductors, disconnects, overcurrent protection, grounding and bonding, electrical distribution equipment, concrete equipment pad, protective bollards, mounting hardware, and all associated site restoration necessary to provide a complete operational system. The Contractor shall utilize the existing electrical infrastructure only where indicated on the construction documents and only after verification of system capacity and compatibility. Any discrepancies identified during construction shall be immediately brought to the attention of the Owner prior to proceeding.

The installed shore power system shall provide a dedicated single-phase electrical service operating at 198-253 VAC, 50/60 Hz, rated for 100 amperes, and capable of supplying continuous power to the ALS/MWO vehicle. The installation shall be compatible with the ALS/MWO shore power pigtail connector assembly W3P1 (Cable Assembly W3, Part No. 7056681-501), including proper phase identification and grounding requirements. Electrical connections shall provide:

• Phase A (Red, 2 AWG) to 120V Phase A

• Phase B (Orange, 2 AWG) to 120V Phase B

• Ground conductors (G1-G4, 9 AWG tied) connected to the facility grounding system

The Contractor shall provide properly sized conductors, conduit, breakers, disconnects, grounding electrodes, strain relief devices, and all ancillary electrical components required for a safe, reliable, and code-compliant installation.

All electrical work shall comply with the latest adopted edition of the National Electrical Code (NEC), applicable UFC criteria, and all local authority requirements.

Upon completion of construction, the Contractor shall perform all required inspections, operational testing, and electrical verification to demonstrate proper system operation. Testing shall include verification of voltage, phase orientation, grounding continuity, breaker operation, and functionality of the shore power connection. Any deficiencies identified during testing shall be corrected prior to final acceptance.

The Contractor shall restore all disturbed areas to original condition or better, remove all construction debris, and provide record drawings identifying any field modifications. Closeout documentation shall include equipment manuals, warranties, testing and commissioning reports, and any required as-built drawings prior to project acceptance.

Customer Responsibilities

• Provide available existing as-built drawings, utility records, and campus utility scans for the project area, if available.

• Provide the Contractor with access to the installation and project site for construction activities, inspections, and testing.

• Coordinate site access, security requirements, and contractor escorts as required by the facility.

• Identify and coordinate any planned facility outages or operational constraints that may impact construction activities.

• Provide applicable National Guard, DoD, UFC, and facility-specific requirements relevant to the project.

• Review and respond to Contractor requests for information (RFIs), submittals, and closeout documentation.

• Provide timely acceptance of completed work following final inspection and resolution of punch list items.

Deliverable Milestones

1. Pre-Construction Meeting: To be held within ten (15) business days of Notice to Proceed (NTP) to review the project scope, construction schedule, site access requirements, safety procedures, utility coordination, and communication protocols.

2. Construction Submittals: Contractor shall submit product data, shop drawings, equipment specifications, manufacturer's literature, and material certifications for review and approval prior to procurement and installation.

3. Construction Progress: Contractor shall complete all work in accordance with the approved construction documents, including installation of the shore power infrastructure, electrical equipment, conduit, conductors, concrete pad, protective bollards, grounding system, and all associated site restoration.

Progress updates shall be provided throughout construction as requested by the Owner.

4. Testing and Commissioning: Upon completion of installation, the Contractor shall perform all required inspections, electrical testing, and operational verification to demonstrate proper operation of the shore power system. Testing shall include verification of voltage, grounding, overcurrent protection, phase orientation, and overall system functionality. Any deficiencies identified during testing shall be corrected prior to final acceptance.

5. Project Closeout: Contractor shall submit all closeout documentation, including as-built drawings, equipment operation and maintenance manuals, warranties, testing and commissioning reports, inspection records, and any other required documentation. Final acceptance shall occur upon completion of all punch list items and approval by the Owner.
