Fort Apache Agency &White Mountain Detention Center 6 -HVAC Units Replacement

BUREAU OF INDIAN AFFAIRS

FT. APACHE, ARIZONA

WHITE MOUNTAIN APACHE INDIAN RESERVATION, NAVAJO COUNTY

INTRODUCTION

Fort Apache Agency (FAA) is located in Whiteriver, Arizona, on the Indian Reservation of the White Mountain Apache Tribe (WMAT). FAA is predominantly owned and administered by Bureau of Indian Affairs (BIA). The FAA White Mountain Apache Tribe Detention Center building recently had its HVAC units struck by lightning and rendering un-serviceable. The building serves as the Detention Center for the White Mountain Apache Tribe. The building is 29,490 square feet building with multiple HVAC units, needing replace immediately are (2) 7.5 Ton 460 volt 3phase Heating Ventilation & Air-Conditioning (HVAC) package roof-top-units.

SCOPE OF WORK

The successful Offeror (contractor) shall supply Fort Apache Agency the professional services and technical support, subcontracted as necessary, to implement and fully execute Tasks #1 through #4 of this requirement. Services and support are to include, but are not limited to: contract administration, project management and coordination; furnishing of personnel, labor, equipment, materials and supplies necessary for the development, submittal, and acceptance of deliverables; performance of work, services, and products rendered with observance of, and adherence to the conditions and prescriptive specifications provided in this Part.

The contractor shall contact the WMAT Tribal Employment Rights Office, Business Office, Environmental Protection Office, to arrange for, and obtain all required permits, licenses and fees prior to coordination and scheduling of field activities.

Following the records review and required tribal authorization(s), the contractor shall perform a one (1) day site visit to evaluate site conditions within ten (10) calendar days from the notice to proceed (NTP) date. HVAC assessment, global positioning services shall be performed during the visit. In addition, the contractor shall meet with agency’s Facility Manager as requested, to discuss project logistics, schedule, and planned activities.

Prior to any intrusive work, the contractor shall contact Fort Apache Agency Facility Management to announce intension of work within areas of the agency compound. Additionally, the contractor shall coordinate Power/Electricity shut-off Lock-Out Tag-Out (LOTO) to the building and verify that there are no other hidden electrical is active to the HVAC. The contractor shall prepare and submit a hard copies of the Project Work Schedule to communicate and to formalize project objectives, approach, methods, notification procedures, schedule (Gantt chart, with schedule of significant milestones), regulatory requirements, organizational structure (including list of subcontractors), and notifications, permits and licenses required by BIA, WMAT, and US EPA. The Project Work Schedule shall include a Site Health and Safety Plan (HASP), a Spill Prevention Plan, and a Quality Assurance Project Plan (QAPP), as required.

Task #1 – Mobilization of Equipment

Contractor shall mobilize his equipment; High lift crane on site coordinating with local authorities on locating utility lines electric, water and sewer line to provide any unnecessary damages. Traffic control around high lift crane.

Task 2 – Removal of Defective HVAC units and decrepit ductwork

A.) Disconnect all connection to HVAC units; electrical, gas lines Plenum/duct work.

B.) With all safety precautionary observed, remove with a crane or a machine for lifting heavy objects. Move old HVAC to an area away from foot traffic for disposal.

C.) Remove old/kink decrepit flex duct system to ten (10) taps. And dispose of old ductwork.

Task 3 – Installation

A.) Install two (2) new 7.5 -Ton Heating Ventilation & Air-Conditioning units, (1) 7.5 Ton Heating Ventilation & Air-Conditioning units and (3) 10 Ton Heating Ventilation & Air-Conditioning units. Ensure proper fit to existing roof curbing and secure. Install new electric “Shut-off’ switch and re-connect all electrical, gas lines plenum ducts work supply/ returns, charge system with proper code recommended Freon. Install new multi-stage Thermostats.

B.) Start unit for operational checks, test and balance system for proper operations. Provide FAA maintenance personnel Operation & Maintenance Training/Manual. “Provide factory Warranty” per workmanship and Materials.

C.) Install new Supply/Return Plenum trunk piping: Flared take-offs from trunk, duct pipes are to be flex-piping into each room with ten (10) taps and one addition flex pipe into the restroom with a total taps of eleven (11) taps.

Task 4 – Waste and Debris Disposal

Debris disposal shall be the responsibility of the contractor. The contractor shall make his own arrangements for disposal of old heat pump and debris generated during performance of work. The Government is not responsible in any manner, financial or otherwise, for the success or failure of arrangements for disposal of debris.
