1. Scope Of Work:

1.1 The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the work as described in this Statement of Work. Work location is the 174th Attack Wing (174 ATKW), 6001 East Molloy Road, Syracuse, New York 13211 on Hancock Field Air National Guard Base, Syracuse, New York 13211. Contractors must have a minimum of five years of experience working on DoD installations and be familiar with integrating Fire Alarms Control Panels with the existing Motorola Moscad radio system. This project shall result is a fully functioning fire alarms system, Fire Alarm Control Panel status of System Normal and no Trouble, Supervisory, or General Alarms showing at the Fire Alarm Control Panel.

1.2 The existing fire alarm system is a Simplex 4020 panel that reports to the Central Fire Alarms desk in Bldg 644 Fire Station and Bldg 616 Security Forces located on Hancock Field ANG Base. The existing FACP reports to the alarms desk by Motorola Moscad radio system.

1.3 The contractor shall be responsible for removing the existing Fire Alarm Control Panel (FACP), back up batteries and applicable field devices. The contractor shall supply, install, test, and inspect a new FACP with applicable devices and back up batteries. The contractor shall ensure the new FACP reports to the Fire Alarms Desk through the existing radio system.

2. Area Of Work:

Contractor shall work only in the areas designated by Contracting Officer Representative (COR). Building 130 is approximately 24,000 SqFt, Single Story office building with few open office areas. There is a two story attached mechanical room. Building 131 is approximately 3,400 SgFt single story office building with half the area used as open office or storage. Fire Alarm devices inside Bldg 131 report back to the FACP located inside Bldg 130. Bldg 130/131 require a background check to enter. Certain areas within Building 130/131 will require contractors to be escorted.

3. Description of Work:

3.1 Remove the existing Simplex 4020 FACP and associated devices. Existing wire runs are authorized for reuse following wire testing. DoD testing standards include but are not limited to Continuity testing, Megger testing and Loop Resistance testing. Alternative testing methods must be submitted in a written test plan for the Installation Fire Marshal to consider deviation from DoD testing standards. Document all wire testing on NFPA forms or suitable equivalent forms signed by the test technician. Off-site disposal of devices and FACP electronics shall be performed in accordance with Federal State and local regulations.

3.2 Install a new Fire Alarm Control Panel, all associated devices and back up batteries in accordance with the most recent NFPA and DoD standards. Applicable DoD standards include but is not limited to UFC 3-600-01 Fire Protection Engineering for Facilities and UFC 3-601-02 Fire Protection Systems Inspection, Testing and Maintenance accessible through https://wbdg.org.

3.2.1 All field devices shall be permanently labeled to match the programming address. Labeling shall be clearly visible from the ground level without the need for special equipment or ladders.

3.2.2 Each detection devices shall have a visual indicator showing the respective is communicating with building’s FACP in normal operating status and a different visual indicator during Alarm status. Common practice is a blinking LED for Normal communicating status and Solid LED for Alarm status.

3.2.3 The use of wire nuts, crimped connectors, or twisting of conductors is prohibited in accordance with UFC 3-600-01 Section 9-18.9.3. Terminal strips or device screw terminals is authorized where direct connection to a device is not possible.

3.2.4 Conductor and signal wire shall be permanently marked with printed labels, permanently affixed to the conductor via shrink wrap.

3.2.5 Ensure surge protection and suppression is installed in accordance with UFC 3-600-01 Section 9-18 Fire Alarms Systems

3.2.6 The FACP shall be addressable, site programmable panel and compatible with the existing Motorola Moscad radio communication system. The new FACP must comply with UFC 3-600-01 Section 9-18.4 Control Panels. The new FACP must be capable of storing at least 400 events in the history log. The following signals, at a minimum, must be reported to the Fire alarms desk located at Hancock Field ANG Base:

3.2.6.1 Alarm signal by device type

3.2.6.2 General Supervisory signal

3.2.6.3 General Trouble signal

3.2.6.4 Water Flow

3.2.6.5 Sprinkler Tamper

3.2.7 The newly installed FACP shall not have any Wi-Fi, Bluetooth or outside connections enabled other than wired connection to the existing Motorola radio in Building 130.

3.3 Testing, Documentation and Training

3.3.1 Notify the COR a minimum of 48 hours in advance of any fire alarms testing. The COR must coordinate fire alarms tests in advance with the Installation Fire Inspector, facility maintenance staff and the building occupants. Preliminary Testing for identifying deficiencies and troubleshooting is authorized with advance notification. Ensure all building systems have reset once testing is complete.

3.3.2 Ensure that all inspection and testing is performed by a qualified person according to NFPA and DoD standards. All applicable Inspection, Testing, & Maintenance (ITM) tasks in UFC 3-601-02 Fire Protection Systems Inspection, Testing and Maintenance shall be performed and documented. NFPA forms or equivalent forms shall be used and signed by the qualified inspector performing the inspection.

3.3.3 Electronic copies of test reports is acceptable and must be received by the Fire Department and Facility Maintenance staff before the contractors de-mobilize from the work area. Final documentation includes but is not limited to the following:

3.3.3.1 Inspection forms signed by the inspector performing the testing.
3.3.3.2 Points & device list
3.3.3.3 FACP matrix of operation and test report
3.3.3.4 Continuity, Megger, and loop resistance test results
3.3.3.5 O&M Manuals
3.3.3.6 Two backup copies of the FACP programming (Thumb drives or CDs are acceptable. One copy must be left in the FACP)
3.3.3.7 Applicable SDS for materials
3.3.3.8 Manufacturer and Installation Warranty

3.3.4 Notify the COR a minimum of 48 hours in advance of being ready for on-site training. On-site Training shall be conducted for up to on-duty Hancock Field Fire Fighters and Facility Maintenance staff for no less than two hours. All documentation defined in section 3.3.3 of this Description of Work shall be sent in advance of scheduled training. At least one printed copy of all O&M manuals shall be available during on-site training. ANG personnel shall retain the printed O&M manuals following on-site training.

3.4 The most stringent regulation or code applies in any cases of conflict between State, Federal or DoD regulations. Exceptions must be authorized in writing from the 174th Attack Wing Base Fire Marshal and Installation Fire Chief prior to installation or application.

4. Miscellaneous:

4.1 All work shall follow current editions of the International Building Code (IBC), Unified Facilities Criteria (UFC), National Electrical Code (NEC), National Fire Protection Association (NFPA), International Plumbing Code, American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), American National Standards Institute (ANSI), and 174 Attack Wing Facility Standards.

4.2 Hauling. All demolition debris becomes the property of the contractor, unless otherwise stated in the scope of work, and must be disposed of by the contractor in accordance with local and base regulations. All material hauled by the contractor shall be contained, tied, or enclosed to prevent leaking, spilling, or blowing.

4.3 Transportation routes. The contractor shall ensure all debris or dirt is promptly removed from any transportation route if such debris is spilled, blown, or leaked from hauling equipment and vehicles. All dirt and mud caused by tracks of hauling equipment will be removed by the contractor within one hour of notification by the government.

4.4 Disposal. All demolition collected by the contractor shall be disposed of at an off-site authorized location. No disposal is allowed on the project site. Off-site disposal of devices and FACP electronics shall be performed in accordance with Federal State and local regulations.

4.5 Workmanship. Materials shall be installed in accordance with recommendations of the manufacturer to conform to the contract document. The installation shall be done in accordance with manufacturer’s recommendations by personnel qualified to do the work.

4.6 Warranty. The contractor shall provide a written warranty agreeing to repair or replace materials and services when damages resulted from poor workmanship within one (1) calendar year to begin at Government acceptance of work.

4.7 Safety. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all safety requirements, to include Occupational Safety and Health Administration (OSHA), Air Force, Air National Guards, and 174 Attack Wing regulations.

5. Period of Performance:

Work shall be completed in 120 days to support the duties of 174 ATKW personnel and safety of the Mission.

6. Materials:

Construction materials must meet code specification and New York State Building Code for Northern Construction.

7. Material Submittals:

7.1 The contractor shall submit to the CO for approval all items listed on attached Material Submittal Schedule, AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval.

7.2 Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension.

7.3 Allow for a minimum of 14 days for the Government’s processing of material submittals. The contractor shall not order, deliver or install any materials without CO’s material approval or remove any materials on site, which have not been properly approved.

7.4 Documents to be submitted may include lists of materials, operating and maintenance instructions, manufacturer’s descriptive and technical literature, brochures, catalog cuts, performance data, spare parts data, shop drawings, diagrams, color samples, and other materials as appropriate.

7.5 Materials will be approved based on the manufacturer’s published data meeting the requirements listed in the SOW.

7.6 Underwriters Laboratories Inc.: Labels or printed documentation will be accepted as evidence that the materials conform to the applicable standards of the agency. In lieu of the labels or listing, the contractor may submit a statement from a recognized, adequately equipped testing agency indicating that the materials comply with all contract requirements.

7.7 Non-Underwriter’s Laboratories Inc. Requirements: For other materials specified to conform to Non UL publications, manufacturer’s statement indicating complete compliance with the applicable specifications or standard (Fed. Spec. Military Spec., or standard of the American Society for Testing and Materials, National Electrical Manufacturers, etc.) are acceptable.

7.8 Contractor is responsible for completing DD Form 1354 (Transfer and Acceptance of Military Real Property) and submitting the form to the COR and/or 174 Civil Engineer Squadron as a submittal item prior to the final inspection.

8. Coordination with Government Activities:

8.1 If it becomes necessary to interrupt work activities due to construction, permission to do so must be requested in writing to the COR twenty-one (21) days in advance.

8.2 The contractor shall request street closings, both partial and/or total, twenty-one (21) days prior to the closing.

8.3 Work in conjunction with this contract which requires utility outages which will affect (as determined by the COR) normal activities in the building, construction area, or other work areas, shall be performed by the contractor at a time other than regular work periods of the organization occupying the facility or area.

8.4 Temporary construction for facilities used by the contractor for preventing interruption of normal work activity or loss of utilities shall be subject to approval of 174 Civil Engineer Squadron through the COR.

9. Utility Outages:

9.1. The contractor shall coordinate all utility outages with the using agency through the COR or their representative prior to the outage. Services shall not be interrupted until receipt of approval of proposed hours and dates from the 174 Civil Engineer Squadron through the COR. All work shall be arranged to ensure that the outage will be of minimum duration. The contractor will provide notice to the COR, in writing, not less than twenty-one (21) working days prior to the required outage or as determined by the COR. No response to the outage/interruption request shall be considered as disapproval for the outage/interruption. In the event a scheduled utility outage is canceled by the Government, notification shall be given to the contractor at least 24 hours in advance of the time for the outage to start and the contractor waives his right to any claim for equitable adjustment or increased cost of performance under this contract as a result of this cancellation. Once a utility outage is arranged and work begun, work must go on continuously until the affected utilities are restored to the affected facility.

9.2. The contractor’s Interruption and Outage Requests shall include specific location of interruption/outage, hours and dates of interruption/outage, services affected by the interruption/outage.

9.3. Water Mains. Operation of valves on water mains will be by government personnel only. Where shut-off of water lines interrupts service to fire hydrants or fire sprinkler systems, the contractor shall contact the COR and arrange his operations to have sufficient personnel available to restore service without delay in the event of an emergency as determined by the 174 Civil Engineer Squadron and/or the 174 Fire Prevention Office.

9.4. Fire Protection System. Where interruption of electrical power affects a fire protection system service, the contractor shall notify the COR twenty-one (21) working days before making such interruptions and shall restore service prior to leaving the job site each day

10. General Conditions:

10.1 Contractor and all personnel shall comply with the Standard Industry of New York State Codes.

10.2 Contractor shall work within the time line specified by COR.

10.3 Contractor shall field verify all site conditions, quantities, measurements, and project requirements.

10.4 Work shall be conducted with minimum disruption to operations and occupants of existing facility and/or property.

10.5 Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

10.6 Contractor shall protect and barricade all work areas at all times to protect workers and the public from injury where protection and barricades are required per OSHA or directed by the Safety Office.

10.7 Contractor shall protect all structures, utilities, vegetation, sidewalks and vehicles from damage at all times. Replace all damaged materials with new materials to the satisfaction of the Government, at no additional cost to the Government.

10.8 Requests for electrical or water outages must be made to the government at least twenty one calendar days in advance.

10.9 Site restoration. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

10.10 Contractor shall provide as-built drawings and/or O&M Manuals upon completion of the project.

11. Differing Site Conditions:

Bring any unforeseen project conditions to the attention of the CO immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.

12. Government Working Hours:

Work hours shall be Monday thru Friday 0700-1530 hours, with the exception of Federal holidays. Contractor must have prior approval in writing to work outside these guidelines.

13. Provided Utilities:

The Government shall provide at no cost to the Contractor reasonable amounts of water and electricity to support the contract. Hook up will be to existing outlets and will be the contractors responsibility.

14. Disposal of Materials and Cleanup:

14.1. The contractor shall not use any government disposal bins, dumpsters or trash receptacles for any reason at any time.

14.2. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through government project manager.

14.3. The contractor shall not allow debris to leave the work area.

14.4. Contractor shall coordinate with the base Environmental Management Office (EMO) prior to disposing any materials off base.

14.5. All debris or trash shall be disposed of off base. All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO.

14.6. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris.

14.7. Contractor shall clean up after each work period and dispose of all debris at the close of each day.

15. Material and Equipment Accountability:

Notify the government project manager prior to delivery of any material or equipment to the site. The contractor shall ensure someone is available to receive delivered materials and able to store them safely in an area to be coordinated with the government project manager. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away.

16. Security:

174th ATKW Security Forces shall monitor the incoming and outgoing of work personnel during the duration of the project. All deliveries shall be coordinated with the COR to arrange for their entrance onto 174th ATKW property. A list of names and their driver’s license numbers will be required in advance for access to Building 130/131.

17. Escorts:

A security briefing will be conducted prior to the start of the contract. All Contractor personnel shall have a minimum of one (1) Form of Photo Identification with them at all times.
