About this file

This Statement of Work (SOW) details a federal contract for Crude Glycerin supply to the U.S. International Boundary and Water Commission's (USIBWC) Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The contract seeks a supplier to provide approximately 15,500 gallons of Crude Glycerin monthly, to be used as a supplemental carbon source for the plant's de-nitrification process. The glycerin must meet specific material properties, including a minimum 70% glycerol content, maximum 8% ash content, and neutral pH, with delivery required within 7 calendar days of task order receipt.

The contract is structured as a base year with four option years, with deliveries to be made to the NIWTP facility in bulk form using one of three 5,000-gallon storage tanks. The USIBWC reserves the right to reject non-conforming materials and will conduct random sampling of delivered glycerin. Pricing will be adjusted based on glycerol content, with full price paid for content at or above 70% and proportional reduction for content between 60-70%. The solicitation will be awarded on a lowest evaluated price basis, considering technical requirements and past performance, with no guaranteed purchase volume commitment from the government.

U. S. International Boundary and Water Commission (USIBWC) Nogales International Wastewater Treatment Plant (NIWTP) Crude Glycerin Supply Scope of Work (SOW)

I. BACKGROUND

The US International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWTP currently treats approximately 17 million gallons per day of raw sewage entering from Nogales, Mexico and Nogales, Arizona. The NIWTP was recently upgraded to provide Biological Nutrient Removal (BNR) resulting in a demand for supplemental carbon.

The USIBWC is seeking sources to supply and deliver Crude Glycerin to the Nogales International Wastewater Treatment Plant. The Crude Glycerin is intended to be added to the wastewater as a supplemental carbon source for the de-nitrification process. Delivery is required to be in bulk form and shall be placed in one of three (3) 5,000 gallons size storage tanks at the NIWTP, 865 Rio Rico Industrial Park, Rio Rico, Arizona 85648, and will be on an as needed basis.

II. SCOPE OF WORK

The following specifications are required for the Crude Glycerin supply:

1.Projected monthly usage is approximately 15,500 gallons.
2.The USIBWC cannot guarantee and is not obligated to purchase any set amount of Crude Glycerin.
3.Crude Glycerin shall conform to the material properties stated below.

Physical Form: Pale to brown viscous liquid Glycerol content: Minimum 70% (m/m) Ash content: Maximum 8 % (m/m) Fat Content: Maximum 5 % (m/m) Water Content: Only water as remainder of crude glycerin/glycerol mixture PH: Neutral The USIBWC has the right to reject any material that does not meet the specified properties as listed in the SOW. The Contractor shall remove all rejected material immediately at the contractor’s expense and shall provide replacement material in a timely manner such that the plant does not run out of glycerin.

4. Glycerin delivered by contractor shall be sampled at random, at the point of transfer from delivery tanker to Government storage tanks, by the USIBWC and sent to an independent lab selected by the USIBWC. Payment for analysis will be by the USIBWC.

5. In the event crude glycerin is used before laboratory results are received, the USIBWC, at its sole discretion, may decide to accept delivered material with lower glycerol content. The IBWC shall notify the vendor promptly of the decision. Price paid for material with lower glycerol content than the specifications shall be as follows:

a. Material with glycerol content at or above 70% shall be paid at the full contract unit price.

b. Material with glycerol content between 60% and 70%, inclusive, shall be paid on a sliding scale proportional to the ratio of the actual percentage of glycerol content to 70%. For example, payment for material with 60% glycerol content shall be based on six seventh (60/70) of the contract unit price.

c.Material with glycerol content below 60% shall be rejected and the IBWC shall notify the vendor promptly of the rejection.
III.DELIVERY

a. Delivery of glycerin to Government designated location is required as part of this contract. All fees, permits, arrangements and coordination for delivery are to be made and executed by contractor.

1. Delivery shall be made within seven (7) calendar days after receipt of task order. Hours of delivery are 7:30 AM – 3:00 PM (MST) Monday through Friday, excluding Federal holidays.

IV. DELIVERY ADDRESS

Nogales International Wastewater Treatment Plant 865 Rio Rico Industrial Park Rio Rico AZ 85648

2. Operational requirements may dictate urgent deliveries of any quantity. If the contractor is unable to provide urgent delivery, USIBWC may acquire the required amount from alternative sources. Orders shall be on an as-needed basis.

V. PERIOD OF PERFORMANCE

The Contract period of performance is a Base Year plus four (4) option years.

VI.USIBWC Payment Processing
