STATEMENT OF WORK

FY23 O&M PAINT SIGN STRIPING

GENERAL DESCRIPTION:

The contractor shall provide all materials, labor, supervision, and equipment to complete painting, signage, and striping for work orders listed below. All work shall conform to specifications outlined in the contract, the line-item task listing description, and in accordance with (IAW) the Travis Air Force Base Facilities Excellence Guide, Traffic Engineering for Better Signs and Markings SDDCTEA Pamphlet 55-14, the UFC 3-120-01 Design (Sign standard), UFGS 09 90 00, (Paints and coatings), the Manual of Uniform Traffic Control Devices (MUTCD) and California MUTCD standards. ADDITIONAL REQUIREMENTS:

1. All work areas shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited in an authorized container supplied by the contractor.

2. Working drawings shall provide sufficient detail to provide a clear and complete understanding of the work.

3. Special precautions must be made, as needed, to prevent any potential fire hazard. The fire reporting number is 424-4911 from a base phone or 911 from any commercial phone.

4. The contractor shall challenge any requirements in the scope of work (SOW) which are specifically in violation of the governing code. It is the contractor’s responsibility to comply with the governing code unless the construction representative provides specific documentation to the contrary.

5. The contractor shall ensure installation of all items included in the contract. The contractor shall be accountable for all related costs of items not installed.

6. All work shall be in full compliance with the requirements, spirit, and intent of the base compatibility plan (discussed at the Basic Content Pre-construction meeting and a copy provided by the Contracting Officer) and contract specifications.

7. All exposed and visible surfaces shall be finished and provide an aesthetically pleasing appearance.

8. The contractor shall field verify all drawing measurements and any other supplied information given at the site visit.

9. Materials storage and clean up: The contractor’s materials and equipment shall be stored and protected after end of each day. Storage facilities are provided by contractor at an approved Government location. Clean up and removal of all debris, spoil and waste shall be accomplished at the end of each day’s work. Disposal shall be off base upon completion.

10. Working conditions: Contractor shall perform work in such a manner as to cause minimum interference to facility and surrounding areas utilities: Reasonable quantities of water and electricity will be provided to the contractor without charge. Needed temporary connections shall be installed maintained and removed at the contractor’s expense.

1. SCOPE OF WORK:

ADD/PAINT PICKLEBALL LINES ON COURTS 1, 3 & 4: The Contractor shall provide all management, tools, supplies, equipment, transportation and qualified personnel necessary to paint 3 existing tennis courts; Re-stripe using two inch white lines. Work with user to develop most efficient layout to:

• Add pickleball lines to three tennis courts 1, 3-4 for multi-purpose tennis and pickleball to use with permanent net at facility 1872. Layout #1

• Add 2 additional pickleball lines to be used with portable nets on courts 1 and 2.

Tennis courts, location, facility 1872 between the band building and swimming pool.

2. WORK SITE CONDITIONS

2.1 The Contractor is permitted to use reasonable quantities of available electricity and water at the work site. The Contractor shall alter characteristics and shall observe conservation practices at all times. All connections shall be the responsibility of the Contractor including restorations to initial conditions.

2.2 Interruption of utilities. Utilities shall not be interrupted until approval is received from the Contracting Officer. Any such need shall be requested in writing by the Contractor at least 10 days in advance of the needed interruption. Requests for utility interruption shall indicate the type of utility to be interrupted, the type of operation requiring the interruption, the date and duration. To the maximum extent possible interruption shall be scheduled on weekends or U.S. holidays in order to minimize impact to base activities.

2.3 If welding is to be performed the Contractor shall ensure a welding permit is obtained from the Travis AFB Base Fire Department prior to performing welding operations.

3. GENERAL NOTES

3.1 The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the Government.

3.2 Housekeeping and Site Clean-up: At the end of each working day, the Contractor shall be responsible for cleaning of the area. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times.

Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow away to another area.
