The contractor shall acquire and deliver new laboratory furniture to the INL Warehouse in Brownsville, Texas (225 South Vermillion Rd., Brownsville, TX 78521) for the benefit of the Government of Mexico, organized by two end users: CBP-CAMDEX and FBI-TEDAC1. All furniture must be new, undamaged, and meet or exceed specified salient characteristics; refurbished, recycled, or used items are unacceptable. The contractor must provide an OEM in-country warranty valid and applicable in Mexico for all items. Delivery must be completed within 60 calendar days after contract award, with no partial deliveries permitted. The contractor is required to have a physical representative on-site during delivery and inspection, handle all loading and unloading, organize items strictly by end user without mixed merchandise, and coordinate with INL logistics before delivering any items. A virtual kickoff meeting must be scheduled within five calendar days of contract award with the Government Technical Monitor (GTM), INL Strategic Acquisition Planning (SAP) Team, Weapons Program team, Logistics team, Contracting Officer (CO), Contracting Officer Representative (COR), and representatives from CBP and FBI.

The SOW specifies detailed technical requirements for furniture items organized by workstation type: CBP-CAMDEX requires lab chairs with adjustable features and static dissipative upholstery, adjustable chair arms, hard floor casters, workbenches with laminate tops in white, adjustable leg sets, stainless steel drawers with ball bearing suspension, and urethane caster sets for teardown, photo station, soldering station, and data extraction tables. FBI-TEDAC1 requires vision isostations and overhead shelves. Deliverables include a packing list submitted 14 days prior to delivery in PDF format, OEM warranty documentation in English (hard copy with equipment and PDF copy within 7 days of delivery), and assembly instructions in English for items requiring assembly. All deliverables must include a cover page with deliverable number and name, contract number, project title, submission date, document version number, and contractor name. The contractor shall coordinate all delivery information with INL Weapons Program and INL Mexico Logistics (mexicocityinllogistics@groups.state.gov) two weeks in advance, with the packing list attached to the lead box or individually to each package.

Bureau of International Narcotics and Law Enforcement Affairs (INL) Weapons Program Mexico Statement of Work

FURNITURE

1. GENERAL

The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State’s anticrime and counter-narcotics efforts. INL’s mission is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. INL supports our partner nations on stabilization and strengthening of security institutions to build a global security capacity for combating drug trafficking and other transnational crimes such as money laundering and criminal gangs. INL also provides assistance on strengthening of justice sector institutions, which fosters promotion of good governance and respect for human rights.

2. SCOPE

With support from the Bureau of International Narcotics and Law Enforcement Affairs (INL), specialized lab will be procured.

3. REQUIREMENTS

3.1 The Contractor shall acquire and deliver new lab furniture, as described in Appendix A Furniture (Technical Specifications of Items) to the U.S. Government (USG) for the benefit of the Government of Mexico (GOM) at INL Warehouse in Brownsville, see section 5, Table One - Delivery Location. The contractor shall provide an OEM in-country warranty valid and applicable in Mexico for all furniture listed in Appendix A. All goods shall be new, must arrive without damage and shall meet or exceed the salient characteristics as detailed. Refurbished, recycled or used items are not acceptable. No installation is required.

3.2 Contractor shall coordinate the delivery with INL logistics point of contact at any time. Contractor must wait to receive INL written confirmation before delivering any item. The Contracting Officer (CO), the Contracting Officer Representative (COR), the Government Technical Monitor (GTM), the Strategic Acquisition Planning (SAP) Team and INL Weapons Program must always be copied in all communication.

3.3 All items shall be received by INL Logistics/Weapons Program/COR-GTM/SAP team at the INL Warehouse in Brownsville. It is critical that the contractor ensure pallets are packed and organized strictly by end user — no mixed merchandise between end users will be accepted. The furniture shall be organized and labeled by the contractor per end user: CBP-CAMDEX and FBI-TEDAC1 as described in Appendix One. Once received, the USG will inventory the items and reseal the boxes with contractor support. Each end user will then be responsible for distributing their respective items to their final destination.

3.4 Partial deliveries are not allowed. The Contractor is required to have a physical representative on site during the delivery and for the duration of inspection by the Government or its agents. The Government intends to open boxes for a complete physical inspection of all delivered furniture and encourages the Contractor to consider the best way to deliver the equipment in a way that facilitates inspection. The Contractor shall be responsible for loading and unloading all items at the warehouse in an organized manner, sorted by end user. Any handling, staging, and arrangement of equipment within the delivery area and inventory shall be performed by the Contractor's on-site representative to ensure proper identification and accountability of all delivered items.

3.5 Upon contract award, the contractor shall schedule and conduct a virtual kickoff meeting within five (5) calendar days. This upcoming meeting will bring together the GTM, INL SAP Team, Weapons Program team, Logistics team, the CO and the COR, as well as representatives from the CBP and FBI. Its purpose is to clarify the scope of work, set main points of contact, and confirm the delivery schedule.

3.6 Note: A donation process to the GOM is not required for this delivery, as the USG will be the recipient.

4. PERIOD OF PERFORMANCE

4.1 Contractor shall complete delivery within a period of 60 calendar days after Contract is awarded for all items listed in Appendix A.

4.2 Interim Secure Storage may be required prior to shipping the items to the designated location listed in Section 5, Table One – Delivery Location, this storage may last up to 60 calendar days.

5. DELIVERY

5.1 No item can be delivered at final destination without previous authorization and coordination with INL Mexico Logistics, and INL Weapons Program. Contractor must wait to receive INL written confirmation before delivering furniture. Once the Contractor gets written approval, a specific delivery date will be established. Any action taken from contractor without writing confirmation will be considered under clause 9 Nonpayment for unauthorized work.

5.2 Contractor must ensure all items are prepared for safe transportation once confirmation from INL Logistics and Weapons Program is received. Contractor will be responsible for unloading. The Contractor shall replace lost or damaged items during transportation and/or unloading. Contractor’s personnel must be present at the time of delivery to conduct the inventory of all the items listed in Appendix A.

5.3 All delivery information, including the packing list shall be forwarded to INL Weapons Program and INL Mexico Logistics (mexicocityinllogistics@groups.state.gov) two (2) weeks in advance of delivery to the delivery location detailed in this section Table One. See section 7, Table Two –Deliverables List. The packing list shall include but not limited to: Item Description, Name of Manufacturer, Model Number, Serial Numbers, Delivered Quantity, Unit Price, Extended Price, and Warranty Expiration Date for all furniture.

5.4 One copy of the packing list must accompany the delivery. The packing list shall be attached to the outside of the "lead" or number one box/carton/package or individually attached to the outside of each box/carton/package.
