About this file

This Statement of Work (SOW) details a Federal Aviation Administration (FAA) project to repair and improve the parking lot and drainage system at the Fort Smith Air Traffic Control Tower (FSM ATCT) in Fort Smith, Arkansas. The project requires the contractor to perform multiple critical tasks, including: sawing and installing an 18-inch wide trench drainage system in the east and south parking lots, removing and disposing of existing concrete, installing cast concrete trench drains with heavy-duty ductile iron traffic grates, and modifying curbs and concrete drives. Additional work involves removing and reinstalling sprinkler heads, installing soil stabilization fabric, placing new concrete with rebar reinforcement, and performing joint sealing and expansion work.

The project is set aside exclusively for small businesses, with an estimated value between $150,000 and $250,000. A mandatory site visit is scheduled for May 22, 2025, at 0900 local time, and potential bidders must submit their proposals by June 9, 2025, at 1600 Central Time via email. The FAA will award the contract to the lowest-priced offeror determined to be eligible, using a firm fixed-price contract structure. Contractors must submit a completed Solicitation Information Request (SIR) document, an Organizational Experience Questionnaire demonstrating similar project experience, and a fully executed SF-24 Bid Bond. The project requires strict coordination with the FAA Contracting Officer's Representative and adherence to specific technical specifications and safety requirements.

1. STATEMENT OF WORK

The Federal Aviation Administration, has an Air Traffic Control Tower at the Fort Smith Airport (FSM ATCT). The facility intends to have a channel saw cut in the middle of the drive of the parking lot on the east side parking lot and on the south side of the south parking lot and install a trench drainage system.

The outflow will connect to an existing storm drain that exits the south side of the property. Additionally, facility intends to remove some existing concrete curb, and place new curb in a different location. New concrete drive must be installed extending the existing drive to the north and the northwest. The contractor must furnish necessary equipment, materials, labor and supervision to perform the following work at the FSM ATCT located at 5100 S 66th St, Fort Smith, AR 72903-6554. The facility is a navigational aid facility with Air Traffic Control personnel, equipment technicians and administrative personnel that provide information directly to aircraft and the flying public for navigation. Work within this area must be coordinated with the FAA Contracting Officer’s Representative (COR) in advance.

All linear or square footages are approximations, and the Contractor must be responsible for validating dimensions and quantities, however in all cases, dimensions are considered a minimum requirement.

2. Saw cut a minimum of an 18” (or as required by manufacturer) wide channel in the center of the drive from North to South in the east parking lot, beginning on the north side, south of the curve towards the west, and extending toward the south, approximately 305 feet. Depth of trench as required by manufacturer. (See Pics 1, 2)

3. Saw cut a minimum of an 18” (or as required by manufacturer) wide channel at the south edge of the south parking lot, beginning with a 90 degree turn west, intersecting with the North/South channel on the East parking lot. Cut must extend towards the west approximately 160 feet towards the existing facility storm drainpipe below grade. Depth of trench as required by manufacturer. (See Pics 3, 4)

4. Remove and properly dispose of concrete.

5. Remove substrate inside of cut to a depth required to ensure trench drain is installed in accordance with manufacturer’s recommendations (Approximately 10”). Slope drain as required towards south on north/south drain and west on east west drain pipe. Slope must be no less than 2 percent.

6. Provide and install a 4” wide cast concrete trench drain with heavy duty, ductile iron traffic grates mounted longitudinally along the length of the trench. Provide all necessary fittings to facilitate all connections and terminate in the 15” Concrete reinforced Storm Drain pipe shown on drawings on the south side of the building.
