About this file

This Statement of Work (SOW) details a remediation project for U.S. Forest Service communication towers in Florida, specifically focusing on guy wire tensioning, minor repairs, and grounding system installations at three repeater sites: Eddy, River Forest, and Sumatra. The project requires a contractor to perform comprehensive technical services including tensioning guy wires to specified standards, conducting corrosion abatement, installing safety wires and ground leads, clearing vegetation around tower areas, and creating comprehensive documentation.

The solicitation is a competitive, firm-fixed-price contract set aside exclusively for small businesses, with a proposal due date of April 28, 2025. The Federal Aviation Administration (FAA) will award the contract to the lowest-priced, technically acceptable offeror. Site visits are scheduled in mid-April 2025 for prospective contractors, and the total project must be completed within 30 days of receiving the Notice to Proceed. Contractors must submit a detailed remediation plan, on-site activity reports, test data, and post-completion documentation in PDF format. Mandatory submission requirements include a completed Source Invitation Request (SIR) document and an Organizational Experience Questionnaire demonstrating prior relevant project experience.

STATEMENT OF WORK (SOW)

Remediation

For

U.S. Forest Service Guy Towers

AJW-L533 / United States Forest Service

1. Introduction and Overview

This Statement of Work (SOW) will be issued in support of the United States Forest Service (USFS) mission to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations. The initiative will focus on addressing systemic maintenance and critical infrastructure issues afflicting the USFS tower inventory and their ability to support mission critical activities. The contracting entity will serve independently to provide technical, and logistics services to support the Federal Aviation Administration (FAA) in the efforts detailed within this scope of work.

2. Scope of Work

The scope of work will encompass the implementation of guy system tensioning, minor guy system repair required for tensioning and new grounding installed on the guys and guy anchors of all identified USFS tower assets. Tensioning, minor repairs, and grounding shall be performed to meet applicable standards on each identified structure. Selected contractor(s) shall provide all necessary tools, equipment, material, and technical expertise to complete this effort:

b. Minor Repair: Correction of guy system and tower deficiencies are identified below in site specific requirements.

c. Grounding: A waterfall ground lead shall be installed on each guy wire near ground level. Each anchor shaft or fan plate shall also be bonded. The grounding leads shall be #2 tinned copper (stranded or solid). A new ground rod shall be installed in front of the anchor per applicable standards.

d. Facility Type:
