Video-Teleconference (VTC) – Digital Media Upgrade
STATEMENT OF WORK
Objective: The objective of this project is to upgrade the aging, and outdated video and conferencing room media capabilities for up to twelve (on order) of the Phoenix Area Office Indian Health Service meeting/conferencing rooms with updated displays, video-teleconferencing, digital interactive media boards to support a fixed and/or mobile (cart) capability to interface with a variety of end-point capabilities (Zoom, WebEx, Teams, etc.). Additionally, this project should allow Area Service Units that may also be interested in upgrading to new video-teleconference (VTC) and digital media by selecting a (small-, medium-, large-sized) system, or ala-carte menu of available options provided by the contractor. The new capability should allow ability to reliably deliver information/presentations inside IHS, HHS and outside parties.
Deliverables.
1.1 Project Tasks. The following list of services are required under this contract, and should be accounted for in the pricing submission.
1.1.1 Pre-Installation Services:
Coordinate customer, and/or others, to gain physical site access and networking credentials, as required.
Coordinate with the client to stay within BPA parameters.
Provide any physical measurements and/or documentation required for electrical or structural work necessary to accomplish the project goals.
Complete any Security documents needed for contractor engineers to gain site access.
1.1.2 Site Survey(s) Overview: Contractor will provide Site Surveyors that will examine customer environment for various aspects, that may include, but are not limited to, existing equipment, cable pathways, product placement, design obstacles, physical measurements, and taking of photographs. Contractor will be the sole decider if a site visit is necessary prior to deployment. Not ALL deployments will require these services.
1.1.3 Site Survey Goals and Responsibilities:
Review of existing devices
Current configuration Existing features and whether they will be lost or retained Functionality: Ensure all product(s) that might be in any way retained is fully functional
Review of Power Current power locations UPS Power if existing or if needed Power demands of proposed solution vs. what is existing
Review of Physical structure If no existing drawings are available, contractor will:
Take measurements of the spaces to be worked in Create any required drawings.
Note existing and proposed locations of new equipment including:
− Racks − Displays − Touch Panels − Input Devices − Speakers − Furniture − Cable Infrastructure
Notes of furniture as it relates to our design needs Cabling
Note locations of existing cable infrastructure if accessible Note obstructions to the cable path required for our work
Notes of physical modifications required for our proposal If required, detailed photos will be taken of the space to convey an accurate representation for the engineers to work from.
1.1.4 On-Site Installation Services
Contractor will provide a programmer that hold current certifications for both the control and the audio systems After arriving on-site, and completing the inventory process, contractor will create an initial on- site plan and time schedule to comply with and work around any previously discussed Customer requirements Contractor will layout and install all cabling and physical equipment (outlined in the corresponding Bill of
Materials (BOM) provided by contractor unless otherwise agreed) in accordance with current AVIXA and the highest AV industry standards
Contractor will calibrate, commission, program, and fully test the system to ensure it meets all project requirements and Government security standards
After completion of the installation and commissioning phase of the project, contractor will complete additional thorough system testing. A pass/fail document outlining the primary system features and required functionality will be created and will be completed in the presence of the client. Upon the successful completion of this, the client will give their Sign- Off acknowledging all requirements of the project have been met
After successful completion, a contractor Senior Engineer will work with the client to schedule and conduct necessary knowledge transfer session(s) upon project completion and up to a total of 2 hours in length
1.2 Requested Solution. Contractor will provide a design centered around a Cisco WebEx Centric Solution. These solutions will be outfitted with USB Passthrough to allow users to join Web Meetings locally from their PC’s. All of the rooms will be controlled by a Cisco Navigator touch panel and will not require any 3rd party control systems. The following twelve (12) rooms may be competed as Calls.
1.2.1 Room 501 (Small) Contractor will:
Provide and install a Cisco WebEx Room Kit Bar conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Provide and install dual 55” displays on the wall. The mounts will be connected as 1 single mount for leveling and camera integration
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the conference table through an over the floor raceway. Each Cable Cubby will include:
One (1) 4K HDMI Cable for content sharing both locally and in call One (1) USB-C Connection for USB Pass through, Content Sharing and 60-Watt Power for laptop charging One (1) Network connection for the Cisco Navigator
Provide and install an AVB Compliant Audio solution that is certified to integrate with WebEX endpoints over USB. The audio solution will include a DSP that supports 4 channels of AEC processing and will power the speakers and microphones over the integrated AVB POE Amp. The room will include:
One (1) Ceiling mounted beam tracking microphones that include a red/green LED for mute status Two (2) recessed ceiling mounted speakers powered by the AVB system
Provide and install USB connections will be installed to provide Bring Your Own Device (BYOD) functionality to the system allowing for a laptop with Teams, Zoom, etc. to utilize the room’s cameras and microphones
Provide and install an ADA approved Over the Floor Raceway to conceal cabling from the feature wall/codec to the conference table
1.2.2 Room 506 (Medium) Contractor will:
Provide and install a Cisco WebEx Room Kit EQ conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Provide and install a single 85” display on the wall. The mount will include a pull-out feature allowing for maintenance of the components mounted behind the display
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the conference table through an over the floor raceway. Each Cable Cubby will include:
One (1) 4K HDMI Cable for content sharing both locally and in call One (1) USB-C Connection for USB Pass through, Content Sharing and 60-Watt Power for laptop charging One (1) Network connection for the Cisco Navigator

1.2.4 Room 511 (Medium) Contractor will:
Provide and install a Cisco WebEx Board Pro 75 conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Integrate the Board Pro 75 to a Freestanding Structure allowing for permanent placement in the room and connection points for cables to the wall and ceiling
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the conference table through an over the floor raceway. Each Cable Cubby will include:
One (1) 4K HDMI Cable for content sharing both locally and in call One (1) USB-C Connection for USB Pass through, Content Sharing and 60-Watt Power for laptop charging One (1) Network connection for the Cisco Navigator

1.2.5 Room 512 (Small) Contractor will:
Provide and install a Cisco WebEx Room Kit Bar conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Provide and install dual 55” displays on the wall. The mounts will be connected as 1 single mount for leveling and camera integration
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the conference table through an over the floor raceway. Each Cable Cubby will include:

Provide and install USB connections will be installed to provide Bring Your Own Device (BYOD) functionality to the system allowing for a laptop with Teams, Zoom, etc. to utilize the room’s cameras and microphones
1.2.6 Room 601 (Small) Contractor will:
Provide and install a Cisco WebEx Room Kit Pro conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Provide and install a single 85” display on the attached credenza. A 3-bay wall mounted credenza with mounting arms will be provided to provide a clean mounting solution on the wall and transition for the cables to connect the conference table to the equipment location. The credenza will allow for any ancillary equipment, codecs, DSP’s, extenders, etc. to be located
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the conference table through an over the floor raceway. Each Cable Cubby will include:
One (1) 4K HDMI Cable for content sharing both locally and in call One (1) USB-C Connection for USB Pass through, Content Sharing and 60-Watt Power for laptop charging One (1) Network connection for the Cisco Navigator
Provide and install an AVB Compliant Audio solution that is certified to integrate with WebEX endpoints over USB. The audio solution will include a DSP that supports 4 channels of AEC processing and will power the speakers and microphones over the integrated AVB POE Amp. The room will include:
Two (2) Ceiling mounted beam tracking microphones that include a red/green LED for mute status Four (4) recessed ceiling mounted speakers powered by the AVB system
Provide and install USB connections will be installed to provide Bring Your Own Device (BYOD) functionality to the system allowing for a laptop with Teams, Zoom, etc. to utilize the room’s cameras and microphones wall/codec to the conference table.
1.2.7 Room 603 (Large) Contractor will:
Provide and install a Cisco WebEx Room Kit Pro conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
The solution will support multiple cameras and will include:
One (1) Cisco Quad Camera One (1) WebEx 4K PTZ cameras, mounted at the front of the room and one at the rear of the room for the presenter. The presenter camera will have Presenter Track AI enabled
Provide and install a single 100” display on the wall. An automated signal sense device will be added to automate the power on and off of the projector based on the codec’s wake state
Provide and install two (2) 75” display at the corners of the main wall. The mount will include an articulating feature allowing for optimal viewing of participants
Provide and install a single Cable Cubby that will allow for the passthrough of up to 4 Cables and includes a single power outlet. The cables will be run from the display to the lectern and the cable cubby will be installed in the lectern. It will include One (1) 4K HDMI Cable for content sharing both locally and in call One (1) USB 3.2 Connection for USB Pass through, content sharing and 60-Watt power to a laptop One (1) Network connection for the Cisco Navigator
Provide and install an AVB Compliant Audio solution that is certified to integrate with WebEX endpoints over USB. The audio solution will include a DSP that supports 8 channels of AEC processing and will power the speakers and microphones over the integrated AVB POE Amp. The room will include:
Eight (8) Ceiling mounted beam tracking microphones that include a red/green LED for mute status Sixteen (16) recessed ceiling mounted speakers powered by the AVB system Two (2) Wireless handheld microphones utilizing DANTE audio protocols that can be converted to AVB
− One (1) wireless handheld − One (1) wireless lavalier
Provide and install USB connections will be installed to provide Bring Your Own Device (BYOD) functionality to the system allowing for a laptop with Teams, Zoom, etc. to utilize the room’s cameras and microphones
All of the equipment will be located in a wall mounted credenza beneath the 100” display. The credenza will be less than 10” deep, will have 3 bays, locks, and power in the rack locations
Cables from the wall to the lectern will be concealed by ADA approved raceway Provide and install Crestron 10.1” Wired Wall touch panel at exterior wall adjacent to main entrance to conference room (specific location to be identified during site survey/preparation).
1.2.8 Room 605A (Medium) Contractor will:
Provide and install a Cisco WebEx Room EQ conference room solution. The solution will be configured to the IHS WebEx Call Control Hub. It will be able to conduct a SIP Video Call, WebEx Meeting, WebRTC Teams or Zoom (If enabled by WebEX Admin) or USB Calling from a user’s laptop
Provide and install a single 100” display on the wall. The mount will include a pull-out feature allowing for maintenance of the components mounted behind the display

1.2.13 Other Service Units: Provide a small-, medium-, and large-sized conference room standard setup that Area Service Units may also be interested in upgrading to new video-teleconference (VTC) and digital media. These will be accomplished by competitive call.
1.3 Service Level Agreement Options & Warranty Information: Upon agreement of Acceptance Testing Plan (ATP), contractor will provide a 90-day period to resolve any issues that may arise after room completion. This does not include additional services, hardware, or programming changes outside of scope. Once the 90-day period has expired, contractor will offer (3) Service Level Agreements (SLA) to support all Audio-Visual needs.
1.3.1 Basic SLA Overview:
Client Communities Portal (All Levels):
The end Customer will have up to (3) dedicated resources that can access their information anywhere, at any time by using a simple web-based interface. This Portal allows for new ticket creation, as well as information on tickets created/closed, open tickets, and usage metrics. Please note, this should offer one stop shop for all ticket creations!
*Elite Portal includes Customer Branding, Advanced Metric Capabilities, up to (5) Dedicated Resources
8x5 Remote Support (All Levels):
A Certified A/V Engineer will provide troubleshooting and maintain full ownership of the ticket through resolution. When basic troubleshooting does not resolve the issue(s), contractor will escalate the service ticket to get a resolution
RMA Manufacturer Equipment Warranty Assistance (All Levels):
If contractor installed equipment replacement is required based on failure under warranty, contractor will work with the proper vendor to get an RMA created and follow up with the end user to ensure it has been completed in a timely fashion
Preventative Maintenance:
A contractor Engineer may be required to visit the site, as needed, every 6 months to ensure the system is functioning as intended. Included are Video Conferencing with DSP, In Room Audio Performance, Far End Audio, Presentation, Resolution, and Firmware Testing. A preventative maintenance report with any identified issues will be submitted upon completion of the site visit. Estimates will be provided for any needed repairs
Onsite Support:
Within 72 hours (Essential Plus) or 48 hours (Essential Elite), a contract Engineer will be deployed to resolve the outstanding issue(s) within the room(s). A Programmer will be on standby if the programming code needs to be modified and uploaded
Advanced Equipment Replacement (Essential Elite Only):
In the event of equipment failure, contractor will cover the costs of the overnight replacement (based on manufacturer inventory), so long as the equipment is still under manufacturer warranty. A shipping label will be provided by contractor. If the failed equipment is out of manufacturer’s warranty, the customer will be responsible for the shipping costs
1.3.2 Testing: Utilizing the data obtained in the project initiation meeting, develop an ATP documentation package.
The ATP package will include a document detailing test resource requirement, procedures, and expected results. The test plan document package will be reviewed by Indian Health Service to confirm both parties agree to the test plan criteria and methodologies. After reaching agreement, major changes to the ATP package as a result of a feature, application, or design change will go through a change control process to ensure no changes are implemented without having an agreed upon ATP.
1.3.3 Cutover Procedures: Contractor will formally turn the site over to Indian Health Service for daily operational support after the successful testing and providing system operational overview to onsite System Administrators. As- Built documentation will be provided for each installation as it is turned over, including e.g., design documents, configuration files, and diagrams. The actual As- Built deliverables and format will be determined during the planning phase.
1.4 Documentation: Contractor should employ a formal documentation development process, which utilizes a document change management tool to protect and control content production and editing. All documentation will be considered confidential and available for official use only, and with contributing staff unable to share data outside the project’s Information Technology (IT) domain.
1.5 Out of Scope: The following items have been determined to be out of scope relative to this SOW and are identified in order to avoid any confusion.
In the normal course of business, contractor will not require receipt of any personally identifiable information, protected health information, or other structured personal or sensitive information as defined by applicable data protection laws (“Protected Data”) in its performance of the Services hereunder. Access to or receipt of any Protected Data is expressly out of scope for contract Services under this SOW. In order to perform the Services, set forth in an applicable SOW (or this SOW), however, out herein, contractor may access Customer Confidential Information. All such access shall be within the Customer’s network and pursuant to the Customer’s security processes and protocols
Any work not specifically listed as a task in this document is considered out of scope No formal training will be provided; however, a knowledge transfer will be conducted between contractor and on-site Systems Administrators.
2. Phoenix Area Indian Health Service Responsibilities: All services performed by contractor will be based on the following assumptions and Customer responsibilities:
Indian Health Service will designate a single point of contact to whom all contractor communications may be addressed and who has the authority to act on all aspects of the services throughout the duration of the project;
such contact shall be available during normal hours of business (Monday through Friday, 8:00 a.m. to 5:00 p.m.
local time, excluding holidays) − Ensure this person or a backup is available on the last day of the project to sign-off and complete knowledge transfer Indian Health Service will have suitable technical staff as mutually agreed upon by both parties available for the duration of the engagement as defined by the project schedule. The Indian Health Service staff will need to participate in and support the various tasks of the project as required as defined by the project schedule or other tasks not directly stated, but have a direct impact on completion of this project
Indian Health Service is responsible for the identification and interpretation of, and ensuring compliance with, all laws, statutes, rules, regulations, and standards applicable to its or its affiliates’ business or operations
Indian Health Service will provide reasonable access to all Indian Health Service sites and facilities, including where applicable, computer equipment, telecom equipment, facilities, workspace, and telephone for contractor’s use during the project − Indian Health Service will on-board contractor employees based on identified need, including remote access, as mutually agreed by both parties during the course of the project Indian Health Service and contractor will jointly define standard configuration templates by the mutually agreed upon date defined during the project initiation and documented in the project plan of record Indian Health Service and contractor will jointly define the required physical and logical site information by the mutually agreed upon date defined during the project initiation and documented in the project plan of record Each Task and Deliverable set out herein shall be deemed accepted unless Indian Health Service provides written notice of non-conformance or rejection within five (5) business days of delivery or notice of completion. If possible, contractor will continue work pending acceptance
Indian Health Service will provide Virtual Private Network (VPN) or other remote access and appropriate credentials in order to complete this project
All high-voltage electrical work, this includes outlets at agreed upon locations Complete conduit, millwork, or other general construction requirements. This includes ceiling and drywall re-construction or other work.
Any necessary structural re-enforcement required for proper installation of new equipment.
Complete all agreed upon modifications for wall support, network, and power prior to contractor arriving on site.
Ensure a safe work environment for the contractor Team
− Any site safety issues brought to the client’s attention should be remedied with the utmost expediency.
In severe cases, failure to do so could result in lost work time, and additional labor charges
Provide all required certificates
Indian Health Service will be responsible for ensuring that a proper representative is available to escort or oversee all applicable services.
Floor plans with intended end-user and device location information shall be provided by Customer at least 4 weeks prior to installation efforts.
Indian Health Service maintains administrative control over all related services, products, online services, appliances, and systems. Access to those services and elements are available at-will with no delay to project.
Indian Health Service will provide proper and efficient access to all work areas.
Indian Health Service will make timely efforts to respond to contractor inquiries and requests for information and or access to items within the client’s environment.
Indian Health Service will confirm site availability & readiness including circuits, cabling, power, cooling, and rack space prior to contractor’s arrival at the client site. Indian Health Service will ensure sites remain that way from beginning to the end of the project.
− Any sizeable delays incurred due to the lack of site availability could result in additional labor charges for lost time.
Indian Health Service will arrange for network access (when applicable).
Indian Health Service assumes responsibility and any risk associated with any problems resulting from the content, completeness, and accuracy of any data, materials and information supplied by client.
Indian Health Service will submit any/all change management requests in a timely fashion based on project timeline.
Indian Health Service is responsible for maintaining support agreements with all OEMs and relevant third-parties.
Indian Health Service will facilitate the opening of support case with third- parties if needed.
Indian Health Service will provide VPN/remote access for contractor engineers for the duration of the implementation phase.
Indian Health Service is responsible for any/all server and network security definitions, and it is assumed that contractor technical resources will have appropriate configuration requirements prior to any design and implementation commencing.
Indian Health Service will install and verify the operation of all equipment not provided by contractor; this equipment will be installed, tested, and operational prior to contractor’s arrival at the client site, unless otherwise agreed.
Indian Health Service will provide disposal services to remove boxes and packing materials.
Indian Health Service is responsible for prepositioning all necessary equipment, licenses, media, certificates, and subscriptions.
Indian Health Service will provide necessary administrative usernames and passwords to contractor personnel.
Indian Health Service will provide device-naming standards; contractor will provide template used for device-naming standards.
Indian Health Service is responsible for software upgrades that may be necessary to the success of the solution or will result in a change order for additional time.
Indian Health Service will provide all security lockdowns required for any deployed systems prior to scheduling resources to arrive on-site. Customer staff will provide timely technical assistance in the event a lockdown prevents a deployed solution from functioning properly. If a solution cannot be found without impacting the schedule, Customer and contractor will document the solution and determine if a Change Order is required or back out the lockdown until the solution works. Lockdowns will not be required or implemented for virtual appliances.

Note: Success of the project is dependent on the responsibilities above. Indian Health Service will complete all required tasks in this section to allow continuous work effort by contractor personnel. If responsibilities indicated above are not completed prior to the deployment date, the project timelines may need to be rescheduled based on contractor engineering availability.
3. Resource Allocation Plan: Contractor will strive to meet schedule requirements; however, actual project dates will be subject to availability of materials and resources, and site availability. The Services will be performed consistent with the estimated schedule below.
Resource Start Date: TBD.
Resource End Date: TBD.
It is understood that the duration of contract is fixed. Therefore, it is critical that contractor make all efforts to meet timeline requirements as determined during the initial design session.
If the SOW signature date is beyond the Estimated Start Date, the Estimated Start Date will automatically be extended to the date of the last signature on this SOW. The Estimated End Date will automatically be extended by the same number of days.
4. General Conditions:
4.1 Proof of qualifications: Provide qualification packet which shall include business capability, list of similar projects completed, licenses held, list of representative agreements, certification held and a list of qualified technicians who will perform the work.
4.2 Codes and Standards: The Contractor shall adhere to the following code requirements for work performed, including testing and inspection:
NFPA 70 National Electric Code IEEE Standards BICSI International Standards International Building Code Occupational Safety and Health Act – CFR1926
4.3 Project Safety:
All work will comply with Occupational Safety and Health Act – CFR1926.
Contractor shall supply all required worksite safety equipment.
Contractors will be required to submit and adhere to the following items including but not limited to:
MSDS construction binder for all products used onsite.
Project specific site safety plan.
Contractor shall be responsible for complete and strict compliance with all Phoenix Area facility policies, including the safety policy.
4.4 Submittals: Furnish submittals for all building materials, fixtures and appliances. Provide in scanned PDF format for formal approval.
Product Cutsheets.
MSDS Sheets for all products.
4.5 Quality Assurance/Quality Control:
All materials shall be approved by owner.
All materials shall be installed per manufacturer’s instructions and all applicable codes, and good work practices.
Housekeeping will be accomplished on a daily basis. All debris and trash generated by this project will be disposed of properly in accordance with governing national, state and local environmental regulations.
Qualifications: All electrical, plumbing and HVAC work shall be performed by an appropriately licensed contractor specializing in the specific trade required.
4.6 Execution:
Construction activities shall be coordinated with Indian Health Service Facility Management Staff to ensure that there are no detrimental impacts on the day to day operations of the Hospital or on local residents’ safety.
The Contractor shall be responsible for obtaining all required construction permits and licensing, and paying all applicable fees as required.
The Contractor shall verify all existing field conditions and measurements prior to foundation and building construction/installation.
4.7 Inspection:
The Government reserves the right to inspect all aspects of work performed, including hiring a third-party inspector to verify proper installation and operation.
Contractor is required to demonstrate full and complete operation of all work performed.
Final acceptance will be based on an acceptable final inspection, including final verification testing of all material and workmanship.
4.8 Project Schedule:
The contactor shall provide a detailed schedule indicating the date that each phase of construction will be completed.
Facility day time hours of operation are 8:00 AM – 5:00 PM, Monday through Friday (excluding Federal holidays). Work outside of these hours must be submitted in writing to the Facility Manager for approval.
Schedule shall be in Microsoft Project format or approved equivalent program.
4.9 Performance Period: The Government shall allow 60 days from the date of NTP. NTP shall be tied to the BPA call issued funding the requirement.
4.10 Final Payment: Final Payment will not be authorized until all work is complete (including punch list), the final inspection has been made and Warranty Documents for the appurtenances have been received.
4.11 Warranty
Contractor shall warrant all work for one year from date of acceptance.
All Hardware shall come with a 5-year warranty All Software shall come with a 5-year warranty
