1.0 Statement of Work

One mission system has custom cables without a fire rating, and per NFPA-70, it is required to have conduit installed in any plenum areas that will house the cables. Delta 8 needs to have 2in diameter conduit installed within MOD 12 South starting from a wall penetration (commonly referred to as a window) into the bldg 400, second floor cable chase and ending at two racks (FAB-T racks) within the MOD 12 South server room.

1.1 Mod 12 South Conduit installation

• The contractor will install new plenum rated conduit in the MOD 12 South sub floor between the bldg. 400, second floor cable vault and the MOD 12 South server room (room 17). See Figures 1 and 2.

• The contractor will install new wall penetration (also referred to as a window) from the cable vault in the sub floor between MOD 12 South and the cable vault. This penetration can go along the MOD 12 South East perimeter wall. See Figures 2 and 3.

• The contractor will install two new floor penetrations within the server room where the conduit exits the sub floor at racks 006 and 011. These penetrations should be big enough for the conduit (or flex tube) and additional server rack cabling outside the conduit. Approximately 4inx4in is needed for the cables outside the conduit. See Figures 1 and 3.

• The contractor will install plenum rated conduit for BLACK cables from racks 006 and 011 in the MOD 12 South server room to seat 52. See Figures 1 and 3.

• The contractor will install plenum rated conduit for RED cables from racks 006 and 011 in the MOD 12 South server room to seat 52. See Figures 1 and 3.

• The contractor will install two new 3-inch floor penetrations at seat 52 for the BLACK and RED conduits.

• The contractor will install one new 3-inch floor penetration at seat 52 for cabling outside of the conduit (or flex tubing).

1.2 Install Standards

• Contractor is responsible for all trash management and disposal.

• All installs will be installed according to all appropriate codes, IAW SSFB 17-201, NFPA-70, and

ICD-705

• Contractor is responsible for creating all wall and/or floor penetrations as necessary

• All wall and/or floor penetrations will be properly sealed and/or covered (i.e. sealants, grommets, koldloks)

• Contractor to supply all materials, equipment, and labor for a complete installation

1.3 Period of Performance

The period of performance shall be for 90 days to start at the time the contract has been officially awarded.

1.4 Quality Assurance

1.4.1 Contracting Quality Control

The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor verifies that their work complies with the requirement of the contract. The QCP is to be delivered within 30 days after contract award or with the contractors proposal if it is an evaluation factor, three copies of a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to their QC system.

1.4.2 Government Quality Assurance Plan

The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied and the frequency of surveillance.

1.4.3 Post Award Conference/Periodic Progress Meetings:

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.4.4 Warranty

The contractor shall honor a one year warranty period in which the contractor agrees to resolve any malfunctions caused due to errors during manufacturing of materials, poor quality construction/installation, or poor quality materials that did not meet Government requirements as defined in this statement of work.

1.5 General Information

1.5.2 Hours of Operation

The contractor is responsible for conducting business, between the hours of [0700-1600] Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.3 Place of Performance

The work to be performed under this contract will be performed at Schriever SFB; bldg. 400, MOD 12 South; Rooms 13, 14, 15, 16, and 17; and, in bldg. 400, second floor, cable vault as necessary.

1.5.4 Security Requirements

The Contractor personnel performing work under this contract must have access to Schriever SFB and the ability to get (“T-badges”) for Restricted Area (RA) access. If any personnel do not have the ability to have a T-badge, then the contractor must have at least one person with RA access who also has escort privileges.

1.5.5 Contractor Travel

The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR. Overall travel costs shall not exceed 5% of the total bid.

1.5.6 Data Rights

The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.5.7 Subcontracting

If the contractor chooses to subcontract the scheduled work, the prime contractor is solely responsible to ensure that the subcontractor has the necessary insurance, licenses, ability to provide the contracted services and shall adhere to all requirements stated herein.
