1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition

Circular 2024-05, Defense Federal Regulation Public Notice 2024-05-30, and Department of the Air Force Federal Acquisition Circular 2024-0612.

4. In accordance with FAR 19.502-2 this requirement is a total small business set aside for 100% small business. The North American Industry Size Classification System (NAICS) code associated with this requirement is 238210 Electrical Contractors and Other Wiring Installation Contractors. The Small Business Administration (SBA) Size Standard is $19M.

5. This requirement will be competed on SAM.gov.

Description:

4 SOPS needs to have 2in diameter conduit installed within MOD 12 South, building 400.

The contractor will install new plenum rated conduit in the MOD 12 South sub floor between the bldg. 400, second floor cable vault and the MOD 12 South server room (room 17). They will install new wall penetration (also referred to as a window) from the cable vault in the sub floor between MOD 12 South and the cable vault. This penetration can go along the MOD 12 South East perimeter wall. There is a potential to use an existing window within room 14. The contractor will install two new floor penetrations within the server room where the conduit exits the sub floor at racks 006 and 011.

These penetrations should be big enough for the conduit (or flex tube) and additional server rack cabling outside the conduit. Approximately 4inx4in is needed for the cables outside the conduit. They will install plenum rated conduit for BLACK cables from racks 006 and 011 in the MOD 12 South server room to seat 52. The contractor will install plenum rated conduit for RED cables from racks 006 and 011 in the MOD 12 South server room to seat 52. They will install two new 3-inch floor penetrations at seat 52 for the BLACK and RED conduits. The contractor will install one new 3-inch floor penetration at seat 52 for cabling outside of the conduit (or flex tubing).

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein.

Quotes submitted in response to this solicitation shall be submitted via email no later than Friday, 26 July 2024 ,1300, hours MT. In order to be considered for award, quotes shall be submitted to TSgt Castellanos and Melanie Briggs at the emails listed above.

1. This is a Firm-Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment based on the contractor's cost experience in performing the contract. To be eligible for contract award, the vendor shall have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award.

2. Vendor shall provide the following at the time of submitting a quote:

a. Commercial and Government Entity (CAGE) number

b. Unique Entity Identifier (UEI)

c. Point of contact information, including name, phone number, email, and company/vendor address

d. The solicitation number

e. Quote number

f. A technical description of the items being offered

g. Quantity, Total price and any discount terms

h. Include a statement to the extent of agreement with all terms, conditions, and provisions included in the solicitation. *Note: Offers that fail to furnish required representations, or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

i. Ensure the quote is valid for at least 30 days.

j. Acknowledgement of solicitation and any applicable amendments

k. Terms of any express warranty

l. Please DO NOT include any assumptions as part of your quotation

3. Questions/RFIs shall be submitted by email by email to the personnel noted above. All questions are due no later than Friday, 19 July 2024, 1300, hours MT.

4. Quotes submitted in response to this solicitation shall be submitted via email no later than Friday, 26 July 2024, 1300 hours MT to TSgt Castellanos and Melanie Briggs at the emails listed above. Late quotes shall be processed in accordance with FAR 52.212(f) – Late submissions, modifications, revisions, and withdrawals of offers.

FAR Provision 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023) applies to this acquisition and the following addendum applies: The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.

FAR Provision 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.

Instructions to Offerors

Evaluation Criteria

Basis for Contract Award:

The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.

1. In accordance with FAR 13.106-2(b)(3), the Government will utilize comparative evaluations, and give preliminary consideration, to all offers received in response to this solicitation. The Government will identify from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, and technical capability.

2. The Government intends to award a contract to the lowest priced offer that meets the instructions outlined in 52.212- 1, and the minimum requirements outlined in this provision, whose price can be determined "fair and reasonable".

3. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

Evaluation Factors:

The following factors shall be used to evaluate quotes:

1. Price

2. Technical Acceptability The evaluation method for this requirement will be lowest price deemed technically acceptable.

Technical Acceptability: The Government will evaluate quotes for technical acceptability in the following way:

Verification that quotes include the correct quantity and description/configuration.

Definition: Acceptable or Unacceptable.

• Acceptable is defined as the quote clearly meets the requirements of the solicitation (in terms of quantity and description).

• Unacceptable is defined as the quote does not clearly meet the requirements of the solicitation (in terms of quantity and description).

AWARD PROCESS:

The Government will first review all quotes for compliance and then order the Offerors from lowest to highest total price.

The lowest priced quote will then be evaluated for Factor 2, Technical Acceptability on acceptable/unacceptable basis. If the lowest priced quote is deemed technically acceptable the evaluation will stop and award will be made. If the lowest priced quote is deemed technically unacceptable no further consideration will be given to that offeror and the next lowest priced quote will then be evaluated, the Government will continue the evaluation process until reaching a technically acceptable quote. Quotes that are technically unacceptable are un-awardable. The Government reserves the right to award without discussions. Prior to award, the quoted price of the lowest priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 15.404.

Discussions: The government intends to award a purchase order without discussions with respective vendors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The Government may conduct discussions with one, some, none or all Vendors at its discretion. If the price is determined to be fair and reasonable, the lowest priced responsible Offeror who is technically acceptable will receive the award. The award will be made to that Offeror without further consideration to any other Offerors.
