The contractor must provide comprehensive professional cleaning, sanitization, and condition assessment services for five potable water cisterns located at buildings I10C, A4, F2, F5, F6, T2, and B9 on the Table Mountain Field Site in Longmont, Colorado. Work includes three primary tasks: (1) thorough inspection of each cistern assessing structural integrity, identifying contaminants, inspecting surfaces for damage, and evaluating components to determine if cleaning or replacement is needed; (2) cleaning and sanitization of serviceable cisterns including draining, sediment removal, pressure washing, disinfection per AWWA Standard C652, refilling, and water quality testing to verify compliance with Colorado Primary Drinking Water Regulations; and (3) replacement of cisterns deemed unserviceable upon Contracting Officer's Representative approval, including submission of detailed proposals, safe removal of damaged units, and installation of new cisterns meeting federal and state standards. The contractor must provide all labor, supervision, materials, equipment, transportation, and expertise required for these services.
Deliverables include a Cistern Assessment Report for each cistern (due 10 business days after inspection), replacement proposals as needed, a Service Completion Report for each serviced cistern (due within 5 business days of completion), Certificates of Sanitization for cleaned cisterns, and certified water quality test results demonstrating compliance with Colorado potable water standards. The contractor must comply with AWWA C652-19, NSF/ANSI/CAN 61 and 60 standards, Colorado Department of Public Health and Environment regulations, OSHA confined space entry requirements, and obtain all necessary permits from Boulder County or the State of Colorado.
