About this file

This document is a Questions and Answers file for NTIA solicitation NTIA0000-26-00235 regarding Cistern Cleaning Services. The file addresses contractor inquiries about the scope and execution of cistern cleaning and repair work at NTIA facilities.

Key details clarified include: this is a new project with no incumbent contractor; NTIA/Its will be responsible for arranging and paying for water deliveries needed to drain and refill the cisterns, coordinated through Rick Freeman with MacDonald Farms; the cisterns contain only foot valves with no pumps or other equipment inside (pumps are located in the buildings); internal plumbing repairs will be performed on an as-needed basis rather than full replacement; and the contract will be structured as a firm-fixed price (FFP) contract covering both the cleaning and repair portions of work, with no separate change order process anticipated for repairs.

NTIA0000-26-00235 - Cistern Cleaning Services

Question Answer Is there any incumbent/recompete or is this a brand-new project?

New project.

Who is responsible for arranging and paying for the multiple water deliveries required for the disinfection process? During the cistern cleanings, we will need to drain the cisterns (and fill them again following the completion of work within the cistern). It is my understanding that Rick Freeman will coordinate water deliveries as needed from MacDonald Farms.

This will be a NTIA/Its responsibility to have the cisterns re-filled

Are there any pumps currently inside the cisterns, and have all other equipment been removed? These cisterns were installed some time ago. It is beneficial to know if any original stock hardware (i.e. pumps, pressure tanks, float switches) is located within the cisterns.

The pumps are inside all the buildings for as I know.

The only thing in the cisterns are foot valves I think.

What is the expectation for the internal plumbing in cisterns (including rusted, galvanized steel parts)? Is full replacement of this piping requested, or should the team bid for "parts as needed" (including a contingency budget for additional parts during repairs)?

If there are parts that are that need to be replaced. I would think it would be parts as needed.

How should our team account for the two-part contract (cleaning vs. repairs from the statement of work)? Do you prefer a fixed-price contract or a process involving change orders for the repair portion? This will help us better design our estimates for the cistern cleaning and repairs.

This requirement is a firm-fixed price (FFP) contract as stated in the RFQ.
