STATEMENT OF WORK (SOW)

Sexual Assault Prevention and Response Office Case Complete Renewal

1. INTRODUCTION: The Duncan Hunter National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2009 mandated that the Secretary of Defense implement a permanent, centralized, case-level database for the collection, maintenance, and reporting of information regarding sexual assaults involving members of the Armed Forces. Now implemented, Department of Defense Sexual Assault Incident Database (DSAID) encompasses five functional capabilities to include, reporting, data entry, data interface, case management, and business management. Reporting functionality allows Sexual Assault Prevention and Response Office (SAPRO) the ability to electronically develop and execute congressionally mandated reporting, facilitate trend analysis, perform data validation, and respond to ad hoc requests. Data entry and interfaces enable DSAID to receive case-level information from Sexual Assault Response Coordinators (SARCs), Sexual Assault Prevention and Response (SAPR) Service Program Managers (PMs), Service Legal Officers (LOs) or other Service data systems. This approach allows for timely responses to departmental and Congressional inquiries and alleviates redundant data entry and unnecessary data calls to the field. The case management functionality enables all the Military Department SARCs, National Guard SARCs, and Coast Guard SARCs to input and maintain sexual assault case data directly into DSAID. Finally, business management functionality provides administrative and oversight capability through case management reviews, meeting minutes, SARC and SAPR Victim Advocate (VA) management, and User Access permissions. The Department also uses DSAID to meet document storage requirements associated with sexual assault reports

2. BACKGROUND: Case Complete is a commercial off-the-shelf (COTS) workflow and case management application used to document and manage the internal SAPRO processes that ensure the reliability of DSAID data. While DSAID is the system of record for sexual assault incident data, Case Complete provides the dedicated technical solution to track DSAID-related requirements, decisions, and supporting documentation—functions that cannot be managed within the DSAID production system. The use of this application is imperative, as this disciplined process management guarantees the data integrity required to support Warfighter and Civilian case management and enables the Department to reliably track sexual assaults.

3. SCOPE: The contractor shall provide a Federal Risk and Authorization Management Program (FEDRAMP) approved web-based and mobile app communication and collaboration platform with access for SAPRO designated representatives to update content. The contractor shall provide maintenance support coverage for 36 months from the contract Award Date. (Base Year, plus two (2) Option Years).
