SOW Attachment 1 MH-60T & MH-65E Radar Sensor System

Performance Specifications

The below performance specifications include both the desired specifications and the required specifications for the Radar Sensor System (RSS). The required specifications are stated as “shall” and must be included in the offerors RSS. The desired performance specifications are those specifications stated as “desired” and “Objective (O)” and are preferred in the offerors RSS, but not required. The threshold requirements are those requirements that “shall” be included in the

RSS.

1 Radar Sensor Systems (RSS's) shall meet the criteria for technology readiness level eight

(8) per the Department of Defense (DoD) Acquisition Guidebook.

2 The RSS shall have the ability to be integrated into the platform’s avionics system.

3 The RSS shall provide user selectable weather mode and maritime surface search modes.

4 The RSS shall detect and display weather returns at a maximum range of not less than one-hundred and twenty (120) nautical miles (nm) given radar horizon limitations.

5 The RSS shall provide a weather mode that when selected will furnish real time in route weather information relative to rain target formation, rainfall rate, thunderstorms, and other precipitation.

6 The RSS shall display a minimum of three (3) precipitation intensities in color. Intent:

The precipitation intensity levels will represent the National Weather Service video integration processor (VIP) levels.

7 It is desired that the RSS display turbulence in a discrete color if greater than level one

(1) (moderate), as defined by the National Aeronautics and Space Administration (NASA) levels. Objective (O)

8 The RSS shall enable users to manually set different distance ranges on their displays.

9 The RSS shall provide range rings and numerical range indicators to the display.

10 The RSS shall enable users to manually increase or decrease gain from the systems automatically selected settings for ground and sea clutter.

11 The RSS shall automatically reduce ground and sea clutter.

12 The RSS shall enable users to manually adjust antenna tilt (up or down) from baseline of system's automatically selected tilt.

13 It is desired that the RSS automatically adjust antenna tilt based on aircraft attitude, operating altitude, and selected radar range. (O) 14 The antenna shall be stabilized to account for aircraft movement relative to the horizon.

15 The antenna shall be aligned and stabilized with reference to the aircraft's bore sight.

16 The RSS shall compensate for thirty (30) degree angle of bank with no loss of surface coverage due to mechanical limitations.

17 It is desired that the RSS compensate for forty-five (45) degree angle of bank with no loss of surface coverage due to mechanical limitations. (O) 18 The RSS shall provide manual gain features.

19 It is desired that the RSS provide automatic gain features. (O) 20 It is desired that the RSS provide a capability to capture and hold an image of RSS returns on the display. (O) 21 The RSS shall provide a minimum Field Of Regard//View (FOR/V) of one-hundred and twenty (120) degrees.

22 It is desired that the RSS provide a minimum FOR/V of one-hundred and eighty (180) degrees. (O)

23 It is desired that the RSS provide a selectable sixty (60) degree sector scan for concentrated sweep and increased Probability of Detection (POD). (O)

24 The RSS shall provide an antenna tilt indicator displayed in degrees.

25 The RSS accuracy shall display returns within five percent (5%) of known range and within five (5) degrees of known bearing during surface searches within twenty (20) nm.

26 It is desired that the RSS accuracy display returns within one percent (1%) of known range and within one (1) degree of known bearing during surface searches within twenty

(20) nm. (O)

27 The RSS accuracy shall provide search resolution that enables the MH-65 and MH-60 to discern multiple contacts on approximately the same bearing within thirty (30) meters proximity of each other at one-thousand feet (1000') above water level (AWL) and five

(5) nm range.

28 It is desired that the RSS accuracy provide search resolution that enables the MH-65 and MH-60 to discern multiple contacts on approximately the same bearing within thirty (30) meters proximity of each other at one-thousand feet (1000') AWL and twenty (20) nm range. (O)

29 The RSS shall provide graphical alerts of all critical system condition and failures to the cockpit and cabin operators.

30 The RSS shall provide Built-in-test (BIT) functions to alert aircrew and maintenance personnel to system faults and failures.

31 It is desired that the RSS have an Auto Search Mode where radar pulse width, pulse repetition Frequency (PRF) and antenna tilt are automatically adjusted given altitude and range scale. (O)

32 The RSS shall provide a Maritime surface search mode of operation with settings to maximize detection of small targets of interest common to search and rescue/law enforcement (SAR/LE) missions.

33 It is desired that the RSS provide a shoreline mapping capability. Intent: Shoreline type mapping - not intended to define inverse synthetic aperture radar/synthetic aperture radar (ISAR/SAR) type capabilities. (O)

34 The RSS shall detect and display surface targets starting at maximum detection range (given radar horizon limitations) down to 0.25 nm when searching at or above fifty foot

(50') AWL.

35 The RSS shall detect a thirty foot (30') (one (1) meter squared radar cross section (RCS)) non-metal (wood or fiberglass) vessel Dead In the Water (DIW)/ Zero Knots (0kts) and underway up to twenty-five (25) knots (kts). The threshold requirement is a fifty percent (50%) probability of detection (POD) at five (5) nm and an objective requirement of ninety percent (90%) POD at ten (10) nm.

36 The RSS shall detect a forty foot (40') (two (2) meter squared RCS) metal vessel DIW/0kts and underway up to twenty-five (25) kts. The threshold requirement is a ninety percent (90%) POD at five (5) nm and an objective requirement of ninety percent (90%) POD at ten (10) nm.

37 The RSS shall detect a one-hundred foot (100') (ten (10) meter squared RCS) metal vessel DIW/0kts and underway up to fifteen (15) kts. The threshold requirement is ninety percent (90%) POD at ten (10) nm and an objective requirement of ninety percent (90%) POD at twenty (20) nm.

38 It is desired that the RSS detect maritime survival craft & rafts DIW/0kts and underway up to fifteen (15) kts. The objective requirement is to have a fifty percent (50%) POD at five (5) nm. (O)

39 It is desired that the RSS detect small (less than 15' = .25meter squared RCS) ultra-light watercraft, jet ski DIW/0kts and underway up to seventy (70) kts. The objective requirement is to have a fifty percent (50%) POD at five (5) nm. (O)

40 The RSS shall not exceed thirty-five (35lbs), inclusive of all Line Replaceable Units (LRUs).

41 The RSS shall support:

-All sea states up to and including Douglas Sea State 3. - 90% Probability of Detection (POD) at flight altitude of 500'.

-Distance of the radio horizon = D = 1.23 * √(Height) where height is the height of the antenna in feet above mean sea level.

42 The RSS antenna and gimbal assembly shall be compatible with the current host aircraft’s nose cone. The MH-65 and MH-60 dimensions are as follows:

-The RSS receiver/transmitter dimensions shall be constrained to 6 ½” (W), 9” (H), and 18 ½” (D) to fit within the host aircraft’s nose compartment.

-The RSS antenna dimensions shall be constrained to 12”(H) x 18”(W) to fit within the host aircraft’s existing radome.

-The RSS control unit shall be constrained to 5.75”(W) x 5.0”(L) x 3.75”(D) to fit within the host aircraft cockpit’s existing center console.

43 The RSS shall not incorporate Kapton wiring.

44 The RSS shall be compatible with standard aircraft power; 400Hz 115VAC & 28VDC.

45 The RSS shall accept ARINC-429 for aircraft data to include- pitch, roll, barometric altitude, true airspeed, and range data.

46 The RSS shall use ARINC-708 for the display interface.
