About this file
This is a Statement of Work (SOW) for Tactical Air Control Party (TACP) and Special Warfare Recruiting Event Services. The Government seeks a qualified contractor to coordinate and execute immersive recruiting events designed to attract and identify candidates for Air Force Special Warfare career fields including TACP (1Z3X1), Combat Control Team (CCT), Pararescue (PJ), and Special Recce (SR).
The contractor must provide comprehensive pre-event marketing and lead generation beginning a minimum of two months prior to the event, leveraging established social media networks with 1.2+ million followers and 90+ million views to guarantee 1 million+ social media impressions and deliver 150–250 qualified recruiting leads. Advertising deliverables include specific postings across TikTok, Instagram, Facebook, and YouTube, plus podcast ad-read promotion. The contractor shall coordinate a virtual recruiting event and ensure brand integration across all marketing materials. For event logistics, the contractor must guarantee 20–40 fully vetted, pre-screened registrants (ages 16+, U.S. citizens), coordinate location access including pool and land facilities, provide certified lifeguards for water operations, and submit a comprehensive Medical Emergency Plan with on-site EMTs at least 10 days before the event. The event may be single-day intensive (12-hour "Hell Day") or multi-day (Friday–Sunday) format, featuring standardized fitness testing, ruck training, land-based physical training, water confidence progression, three 20-minute recruiter presentation blocks, a special guest speaker, and mentorship sessions led by former operators. The contractor assumes full liability coverage, must collect medical waivers and liability releases, and provide a Certificate of Insurance.
Critical compliance requirements include strict data privacy and CUI handling protocols: all registrant personally identifiable information (PII) must be transmitted exclusively through DoD-approved secure channels (DoD SAFE, encrypted DoD email, or secure Government portals)—never via unencrypted commercial email. Medical waivers are restricted to consent-to-participate and assumption-of-risk terms only; detailed health histories are prohibited. The contractor must securely destroy all participant PII within 30 days of event completion and provide written confirmation to the Contracting Officer. Any data breach must be reported to the Contracting Officer and Contracting Officer's Representative within one hour of discovery. The contractor must possess documented experience coordinating Special Operations Forces athletic and recruiting events with a proven return on investment (8–12 direct Special Warfare enlistments per event), maintain established high-visibility social media and podcast reach targeting the 18–34 demographic, and provide qualified Subject Matter Experts with extensive operational experience and prior military service in Special Warfare fields. The contractor must permit unlimited attendance by pertinent Recruiting and Special Operations personnel at no additional cost. Place of Performance and Period of Performance are to be determined.

• Pre-Screening & Eligibility: Vet all registered athletes (must be 16+ years old, U.S. citizens). Provide contact information and performance rankings of all event registrants directly to recruiting personnel to facilitate early military processing.
• Equipment & Facilities: Provide all military training equipment, facility rentals, and attendee/athlete equipment. Coordinate athlete transportation as needed and submit base access lists.

1. Transmission: The Contractor is strictly prohibited from transmitting registrant PII via unencrypted commercial email or unsecured messaging platforms. All data transfers to recruiting personnel must occur through secure, DoD-approved methods (e.g., DoD SAFE, encrypted DoD email, or secure Government-furnished portals).
2. Medical Waivers: Medical waivers and liability releases shall be restricted to "consent to participate" and "assumption of risk" terms. The Contractor shall not collect, catalog, or transmit detailed personal health histories (Protected Health Information/PHI) as part of this contract.
3. Data Destruction: Upon completion of each event and successful transfer of registrant rosters to recruiting personnel, the Contractor shall securely purge all participant PII from their local, physical, and cloud storage systems within thirty (30) calendar days, and provide written confirmation of destruction to the CO.
4. Secure Data Transmission: The Contractor shall safeguard all prospective recruit personal information collected, processed, or stored under this contract, transmitting data exclusively across authorized, authenticated government channels using approved DoW techniques.
Access shall be strictly limited to vetted Contractor personnel with a documented need-to-know.
