Work must be performed between 7:00 AM and 5:00 PM, Monday through Friday, excluding federal holidays, to minimize disruption to Coast Guard operations. All work must commence within 15 business days after contract award and be completed within 90 days. Deliverables include written reports for each boiler detailing conditions found and recommended repairs, completed boiler operating certificates for all pressure vessels, and daily cleanup with all areas returned to original condition. Government furnishes potable water and electrical power. Technical points of contact are Jesse Williams, MK1, USCG (primary) and Mr. Julio S. Leto (secondary). Acceptance will be monitored by the Coast Guard Technical POC.

STATEMENT OF WORK

Annual Services for Ten (10) Boilers

U.S. COAST GUARD BASE ALAMEDA

PART 1 GENERAL

1.1 The intent of this Statement of Work (SOW) is to have a contractor perform annual preventative maintenance on the below ten (10) boilers located in the spaces of buildings 1, 2, 4, 15, 16, 24, 49, and 55 located on Coast Guard Island, Alameda, CA. 94501.

PART 2 FACILITY AND SECURITY REQUIREMENTS

2.1 Vehicles must have valid registration and insurance, and vehicle operators must have a valid driver license. Due to mandatory compliance with the Real ID Act, driver’s licenses from American Samoa, Minnesota, Illinois, and Washington are NOT recognized as acceptable forms of identification.

2.2 The contractor shall clean up all areas to ensure they are clear of debris daily.

At completion of the project all construction areas will be returned to original condition. The contractor shall remove all waste material generated and dispose of in accordance with industry standards and applicable environmental rules and regulations.

2.3 Minimize impact to Coast Guard operations. Work performed onboard Coast Guard Island located in the mechanical spaces shall be completed between the hours of 7:00AM and 5:00PM, Monday thru Friday (excluding Federal Holiday) unless authorized by the Contracting OƯicer.

PART 3 TECHNICAL POINT OF CONTACT DESIGNATION

3.1 The Technical Points of Contact for this task are:

PART 4 SCOPE

4.1 The contractor shall supply all labor, materials, and equipment necessary to overhaul, clean, inspect, and adjust, perform annual preventative maintenance on ten (10) boilers located in the mechanical spaces of buildings 1, 2, 4, 15, 16, 24, 49, and 55 to include boiler flue cleaning, at the United States Coast Guard Base in the Alameda 94501.

PART 5 TASKS

5.1 The contractor shall perform the following tasks.

5.1.a Provide labor, materials and equipment to dissemble, clean, inspect, re-assemble, test, and make required adjustments to ensure proper combustion levels are achieved. will also thoroughly inspect and clean the entire flue on all boilers utilizing a flue brush.

5.1.b Open waterside covers and inspect tubes for scaling. Remove firebox covers, clean all fire tube risers, and replace igniter/electrode. Ensure drain tube is clear of debris and properly drains. Replace water side covers with new gaskets.

5.1.c Open, inspect, clean low water cutoƯ float and clean sight glass. Install new gaskets and close. Ensure float signals feed pump to energize and secure accordingly to manufactory’s specifications.

5.1.d Once boiler has been re-assembled, fill boiler to required level. Test all safeties/ interlocks for proper operation. Test gas pressure before and after regulator. Include exhaust readings to ensure proper combustion levels during normal operation.

5.1.e Upon completion will provide a written report for each boiler detailing the conditions found and suggested course of action for any repairs.

5.1.f If any repair/issues are discovered that are outside the parameters of this SOW they are to be addressed with Contracting OƯicer who will make a determination on how to proceed.

PART 7 GOVERNMENT FURNISHED MATERIAL

7.1 NONE

PART 8 GOVERNMENT FURNISHED SERVICES

8.1 Potable water and electrical power will be furnished free of charge to the contractor for the performance of work under this contract. All electrical connections shall be in accordance with the National Electric Code. Provide ground fault circuit interrupter (GFCI) devices when connecting to Coast Guard systems.

PART 9 DELIVERABLES

9.1 The contractor shall provide a written report for each boiler detailing the conditions found and suggested course of action for any repairs. Should the contractor discover any repair/issues that are outside the scope of the document, they are to immediately address them to Contracting OƯicer who will decide on how to proceed. Only the Contracting OƯicer is authorized to change the conditions of the contract and any additional work completed without approval from the Contracting OƯicer shall be done at the contractor’s risk of non-payment.

9.2 Provide completed boiler operating certificates for all inspected boiler pressure vessels.

9.3 All work shall commence within 15 business days after award and all work completed within 90 days of contract award.

PART 10 ACCEPTANCE

10.1 Completion of work under this contract will be monitored and accepted by Coast Guard Technical POC, Jesse Williams, MK1, or Mr. Julio S. Leto USCG.
