About this file
This is a Statement of Work (SOW) for the upgrade and replacement of security systems at Shaw Air Force Base in South Carolina, with an estimated completion period of 90 days from contract award.
The scope encompasses replacing the current Intrusion Detection System (IDS), Access Control System (ACS), and Badge Manager systems in Building 1130 AFCENT A2 and STO areas. The contractor must procure and install DoD-approved Honeywell Vindicator IDS equipment compliant with ICD 705, IDS GEN ADMIN standards, and the Configuration Management Database (CMD). Key deliverables include replacing two control panels (one AE-V3 IDS and one AE-V3 ACS) with upgraded devices running Windows 10/VR 22 firmware, upgrading V5 panels with firmware updates, and upgrading all sensors, keypads, and duress buttons to the latest approved devices with individual tampers programmed as alarm points. Additionally, the contractor must replace all Network/IDS cabling in conduit, add tampers and alarm points to all junction boxes and splice points, and integrate all systems into the current AFCENT/A2 Headend IDS system that communicates with the Base Defense Operations Center (BDOC) and alternate BDOC. The equipment list spans approximately 150 line items across multiple facility locations, including electric strikes, credential readers, motion sensors, batteries, CCTV equipment, and various specialty enclosures. Work must be performed during normal government hours (Monday-Friday, 7:30 AM to 5:00 PM) unless case-by-case approval is obtained. The contractor must provide certified Honeywell Vindicator personnel, manage all installation, testing, and integration, comply with National Electric Code standards, obtain base facility access for employees via background checks, follow security protocols including restrictions on photography and weapons, coordinate with other contractors, manage hazardous materials per HAZMART procedures, and maintain work areas in clean condition throughout the project.

STATEMENT of WORK (SOW) for
Building 1130 AFCENT A2 and STO
Vindicator Intrusion Detection System (IDS) Upgrade
Shaw Air Force Base South Carolina
17 June 2026
CUI
1. Description of Work: This Statement of Work (SOW) describes the general requirements for replacing the current IDS, ACS, and Badge Manager systems in Bldg. 1130 A2 and STO areas.
The Panels (one AE-V3 IDS, one AE-V3 ACS) need to be replaced with upgraded devices with Windows 10/VR 22 firmware. The V5 panel will require a firmware upgrade. All sensors/keypads/duress buttons need to be upgraded to the newest approved device as specified in the Non-Nuclear Configuration Management Database Equipment Approval letter from AFSFC/FP (CMD) and must have tampers on the individual devices and the tamper programmed as an alarm point. All alarm points will be a single alarm point with no daisy chaining of alarms. These upgraded systems will need to be integrated into the current AFCENT/A2 Headend IDS system that communicates with the Base Defense Operations Center (BDOC) and the Alt BDOC. All Network/IDS cabling will need to be replaced and run in conduit (if not already), and all Junction Boxes or Splice Points will need to have a tamper and alarm point associated and programmed into the system. The priority order for work to be completed is as follows:
• Bldg. 1130 – AFCENT/A2 Security Office
• Bldg. 1130 – AFCENT/A2 SCIF
• Bldg. 1130 – AFCENT/STO
2. General Requirements. For this project the Contractor shall procure and install DoD approved IDS equipment that complies with ICD 705, IDS GEN ADMIN, and the CMD. The Contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, supervision, logistics support and other items as defined in this SOW. Contractor shall provide employees certified on Honeywell VINDICATOR and qualified to perform electrical and electronic troubleshooting, repair, testing, diagnostics, and programming into the current Honeywell VINDICATOR system at Bldg. 1130 AFCENT/A2. The Contractor shall ensure the IDS is integrated into the current Shaw Air Force Base Vindicator IDS head end monitoring equipment for security reporting and alerting and annunciate at the BDOC and the Alt BDOC. The Contractor shall protect the cabling between the sensors and the annunciator (called the detection loop) for the IDS. IDS cabling may be routed in rigid pipe (e.g., metal conduit or polyvinyl chloride (PVC)), flexible semi-rigid conduit, or equivalent raceways. These materials must comply with the national electric code. All IDS equipment removed will be returned to the Government.
2.1 Components, materials, and installation shall comply with ICD 705, IDS GEN ADMIN and the current CMD published by the Security Forces Center. The following is a listing of the anticipated equipment that requires replacement, broken out by location.
