About this file
This file contains Contractor Questions and Government Responses for federal solicitation FA480326Q0100 addressing the B1130 A2 Vindicator Upgrade project. The Q&A document clarifies technical requirements, system architecture, and project scope for upgrading Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Badge Manager systems in Building 1130 A2 and STO areas. Key clarifications include: device placement is shown in Attachment 03 B1130 Floor Plan; existing equipment reuse is dependent on device viability; licenses will be purchased as needed; communications utilize a closed restricted network with fiber patch panels located in the 1st Floor Comm Room of B1130 and ESS office of B825; cyber hardening is required and will be the responsibility of the entity programming the system. The contractor installing the system bears full responsibility for programming and integration across the head-end Vindicator IDS panel, VCC2, Central Manager, and Event Manager at B1130, BDOC, and ABDOC locations.
The government clarified specific technical requirements including: alarm points must be individual (no daisy-chaining); tamper devices must have separate alarm points; all sensors/keypads/duress buttons require upgrade to newest approved devices per the Non-Nuclear Configuration Management Database; UPS backup power operates on approximately 8-hour runtime; serviceable existing conduit may be reused; door strikes are required (though door replacement is not feasible at this time); ACS enclosures may be reused if components fit neatly without disrupting functionality; and backup power is required for SAW2 machine, VBM3, and VSC Commander with accompanying rack or cabinet. A revised Statement of Work dated 27 August 2026 incorporates changes from the July 14th site survey, including removal of redundant components such as the level 1 reader for Storage Room 156 and request-to-exit button for Vestibule Second Floor. The document references Attachment 03 B1130 Floor Plan and Attachment 04 COMM Room Diagram as supporting documentation for component locations and battery placement.

Government Response: Licenses will be purchased as needed.
4: Are Communications back to BDOC being Supplied , where is the communication Patch Panel Located , ( Fiber or Copper Ports) at BDOC and buildings
Government Response: Patch panel for B1130 is fiber and located in 1st Floor Comm Room. Patch panel for BDOC is in ESS office of B825.
5: Will comms be a closed restricted network or GFE to BDOC
Government Response: Closed restricted network.
6: Is Cyber Hardening required? Who is responsible?
Government Response: Cyber hardening is required and will be the responsibility of the entity that programs the system.
7: Some areas do not show a Reader or RTE for exiting but have door strikes . Are there existing devices to be reused? If so, what are the devices and Model numbers? (A2 Entry, Vesibule 134)
Government Response: There are no existing readers or RTE’s to be reused.
8: Some doors show readers but no HSS Alarm Contacts (Comm Room Second Floor) Are there existing devices?
Government Response: No. All existing devices are shown. If not shown, device is not currently employed.
9: Will 110v 20Amp dedicated circuits be provided at panel locations
Government Response: All panels have power at each location.
10: Are the alarm110Volt circuits on UPS or Generator power , if so, what is the run time
Government Response: UPS power. Approximately 8 hours.
11: Please provide the latest Non-Nuclear Configuration Management Database Equipment Approval letter from AFSFC/FP (CMD) for use on this proposal.
Government Response: The Government will provide a copy upon request. Send requests to the POC’s listed in the solicitation.
12: During the site survey conducted on July 14th, the Gov’t stated they would provide layouts from the existing VCC, providing a layout of the building and rooms. Additionally, the CCTV camera locations, field of view (FOV), and a static photo of the current view were stated as being available. Please provide the requested documentation.
Government Response: See Attachment 03, B1130 Floor Plan.
13: Section 1 of the SOW states ‘This Statement of Work (SOW) describes the general requirements for replacing the current IDS, ACS, and Badge Manager systems in Bldg.
1130 A2 and STO areas.’ During the site survey conducted on July 14th, the badge manager was not discussed as being replaced or a new one added. Please confirm the intent of the SOW with regard to the VBM.
Government Response: VBM is slated to be replaced. Was unable to access the area on the day of the site visit due to real world operations.
14: Section 1 of the SOW states ‘All sensors/keypads/duress buttons need to be upgraded to the newest approved device as specified in the Non-Nuclear Configuration Management Database Equipment Approval letter from AFSFC/FP (CMD) and must have tampers on the individual devices and the tamper programmed as an alarm point.
All alarm points will be a single alarm point with no daisy chaining of alarms.’ This alludes to the use of discrete signals for tamper devices. Please confirm if the intention of this SOW is to use multi-state resistor packs or if tamper devices should have their own circuits back to the IDS headend equipment (V3, v5, 1500).
Government Response: All alarm points will be individual points.
15: Section of the SOW states ‘All Network/IDS cabling will need to be replaced and run in conduit (if not already)’. Please confirm that the intent of this is not to replace all existing circuitry, but instead, the intent is to ensure any new circuits or devices that are moved are installed in an acceptable raceway.
Government Response: Yes, intent is to ensure any new circuits or devices are installed in an acceptable raceway.
16: In section 2.1 of the SOW, several of the specified Component lists have ‘HD Electric Strike (cylindrical lockset)’ where currently Maglocks are deployed for access control.
Removing these devices will require repair of the door frames and door panels. Please confirm that door strikes are required to make the specified doors ‘fail secure’ rather than ‘fail safe,’ which a maglock provides, and that the doors will need to be repaired.
Government Response: Door strikes are required, however replacing doors at this time is not feasible.
17: In section 2.1 of the SOW, the component lists show a Custom ACS enclosure.
During the survey conducted on July 14th, it was identified that at most locations, there is currently an ACS enclosure likely housing the MR-50 currently installed. If reconfigured and meeting the contract intent, please confirm it is acceptable to reuse this enclosure.
Government Response: Enclosures can be reused if components can neatly fit and does not disrupt the functionality.
18: In section 2.1 of the SOW, the ‘Storage Room 156’ component list shows a level 1 reader, MR-50, HSS, PIR, and Custom ACS enclosure. During the survey conducted on July 14th, there was confusion as to which door this was for. Please confirm if this is intended to be an addition for the entry door into the storage room, or if the components on the interior of the exit are to be changed to meet contract requirements.
Government Response: This was listed as an addition but will not be needed. Adding this level 1 reader would be unnecessarily redundant. HSS upgrades and PIR replacements requested will still be required. See revised SOW dated 27 Aug 26.
19: In section 2.1 of the SOW, the “HVAC/Mech Room 242’ component list two (2) motion sensors and two (2) HSS Alarm contacts. During the survey conducted on July 14th, there was confusion as to where these devices are required. The Mech room has two doors heading into it (one of them is alarmed, is HSSes one is not) and no sensors inside of it. Please confirm if the intent is to add the sensor inside the Mech room and alarm the secondary door
Government Response: The HSS alarm contacts are needed on the Mech room doors.
The Motion sensors are being requested inside the mech room.
20: In section 2.1 of the SOW, the ‘Vestibule Second Floor’ component list shows a level 1 read, a level 2 reader, and a request-to-exit button. This seems redundant for read in/read-out portal.
Please confirm the request-to-exit button is required.
Government Response: Request to exit button not required for vestibule second floor.
See revised SOW dated 27 Aug 26.
21: In section 2.1 of the SOW, the ‘SCIF Entry’ component list shows a SAW2 SA Workstation. Please confirm the intended location for this equipment.
Government Response: Location will be in the office labeled STO on the second floor.
22: In section 2.1 of the SOW, the ‘SCIF Entry’ component list shows 13 motion sensors.
Please confirm the intent is to replace existing sensors. Since the entire space was not accessible during the survey conducted on July 14th, if the intention is to add sensors, please provide locations.
Government Response: The intent is to check the viability of the current sensors and replace if necessary.
23: In section 2.1 of the SOW, the ‘SCIF Entry’ component list shows three (3) firmware upgrades for V5 devices. Please confirm where these V5 devices are located
Government Response: Two V5 devices are located on the 1st floor in the comm room, and one V5 device is located on the second floor in a secure room.
24: In section 2.1 of the SOW, the ‘CCTV’ component list shows 14 18AH batteries.
The location of the batteries was never shown during the survey conducted on July 14th.
Please confirm their locations.
Government Response: : The 12v 18AH batteries are an estimate of what would be needed for the requested VICADs components and to replace batteries in UPS systems. There are 3x batteries to be replaced in R136 (Comm room) 2x batteries to be replaced in R157 (Storage Room), 2x batteries to be replaced in R236 (Comm Room) and 1x battery to be replaced in R204 (Secure Comm Room), with the remaining batteries (6) an estimate of the number needed for the new VICADs equipment. See attachment 04, COMM Room Diagram in the blue shaded boxes.
25: Please provide a floor plan for the first and second floors with the location of the existing IDS/ACS system components identified.
Government Response: See Attachment 03 B1130 Floor Plan for the solicitation.
26: The Bosch DS939 sensor is no longer available for procurement but remains listed on the CMD. Does the Government intend for the existing DS939 sensors to be replaced with a currently approved sensor model?
Government Response: Yes.
27: The existing sensors do not have resistor packs installed. Should the contractor include the installation of the required resistor packs in its scope?
Government Response: Yes.
28: The existing cameras are locally connected to monitors and do not have conduit installed. Conduit will be required to support the camera cabling. Does the Government want to retain the monitors located near the doors for local camera viewing? If so, should the contractor include the required power supplies and associated infrastructure?
Government Response: Yes, monitors for local viewing are required. The cameras are already powered and functional with necessary conduit. No additional infrastructure for the cameras themselves is needed for local viewing.
29: Has the Statement of Work been revised to incorporate the changes requested by the Government during the site survey?
Government Response: There have been some changes to the SOW. But, since all questions were to be submitted to the Government, the Contracting Officer cannot be sure that the following response answers this question: This was listed as an addition but will not be needed. Adding this level 1 reader would be unnecessarily redundant. HSS upgrades and PIR replacements requested will still be required. See revised SOW dated 27 Aug 26.
30. Is there any daisy-chained alarm in the current system? How many alarms are daisy-chained?
Government Response: No. Daisy chained alarms are not authorized.
31. Are the current tamper switches programmed in current Vindicator IDS system?
Government Response: Yes. Current tampers are programmed.
32. In a junction box, can the tamper switch of a junction box be serially connected to the tamper switch of the sensor device (such as PIR/BMS) in the junction box to be programmed as a single device tamper, or should they have an alarm point separately? Since these 2 tampers are physically at the same location, it is usually acceptable depending on customer preference.
Government Response: Each device should be its own alarm point.
33. Is the current conduit required to be replaced? Could the installed conduits be reused if it’s in good-condition?
Government Response: Yes. Serviceable conduit can be reused.
34. Badge Management is mentioned on SOW page 2 on “1.Description of Work” but not on the list. Shouldn’t the Badge Management System be included in the proposal?
a) VMB3
b) Badge Printer
c) Badge Camera
d) Signature pad
e) Data migration.
Government Response: The intent is for the badge manager to be replaced. No camera, printer, or signature pad are required.
35. Please verify which party is responsible for the programming on the head-end
Vindicator IDS panel at Bldg. 1130 AFCENT/A2 for the integration. Adjoiner Corp.
is Honeywell Vindicator certified, and provides the integration service including the programming. Customers often use their own maintenance crew or other existing maintenance contractor.
Government Response: The contractor installing will be responsible for programming and integration.
36. Who is responsible for programming on VCC2/ Central Manager/ Event manager/ other at Bldg. 1130 AFCENT/A2 if there is any: contractor or other entity such as other maintenance crew/contractor?
37. Who is responsible for programming on VCC2/Central Manager/Event manager/other at BDOC and ABDOC if there is any: contractor or other entity such as other maintenance crew/contractor?
