About this file

This is a Statement of Work for HVAC preventative maintenance services at three National Weather Service locations operated by the Department of Commerce.

The contractor must provide preventative maintenance for heating, ventilation, and air-conditioning equipment at Weather Forecast Offices in Albuquerque, NM; Santa Teresa, NM; and Midland, TX, as well as associated Radar Data Acquisition sites. The scope includes one annual extensive inspection in March (within 30 days prior to the cooling season) and three standard inspections at approximately 90-day intervals in June, September, and December. Annual extensive inspections require comprehensive services including inspections, cleaning, testing, adjustments, repairs as specified, and reporting in accordance with manufacturer recommendations, industry best practices, and applicable codes. Standard inspections involve abbreviated maintenance tasks. For WFO sites, the contractor must inspect and maintain air handling units, computer room air conditioners, condensing units, duct smoke detectors, electric duct heaters, thermostats, cabinet unit heaters, exhaust fans, transfer fans, dampers, and HVAC direct digital control systems. For RDA sites, maintenance focuses on wall-mounted package air conditioner units. The contractor must furnish all materials, equipment, labor, tools, and supervision; obtain necessary state and local permits; ensure all technicians are licensed and certified; provide qualified personnel including a dedicated Project Manager; and submit inspection reports within ten working days. Unscheduled emergency repairs require a maximum four-hour response time, with estimates provided in advance. The contract period is base year September 1, 2026 through August 31, 2027, with four optional one-year renewal periods. Work must be performed 7:00 AM to 5:00 PM Monday through Friday, except Federal holidays. The contractor must provide a minimum one-year warranty on repairs and comply with applicable OSHA, building codes, ASHRAE, and other specified standards.
