About this file
This is Amendment 0001 to Request for Quote (RFQ) 1305M326Q0275, issued by the National Oceanic and Atmospheric Administration (NOAA) on August 7, 2026, with an effective date of August 7, 2026. The amendment provides government answers to three questions received in response to the RFQ and corrects recipient contact information. All questions and quotes must be submitted to Contracting Specialist Jack Huckleby (jack.huckleby@noaa.gov) and Contracting Officer Casey Morrison (casey.morrison@noaa.gov). The government confirms that the total estimated price range of $135,000–$165,000 covers the entire Period of Performance from September 1, 2026, through August 31, 2031, inclusive of all possible option years. No security clearance is required for contractors to access NOAA facilities; after an initial site visit and first preventive maintenance (PM), contractors will be granted access. At co-located radar sites, engineering staff will unlock facilities, and at remote sites, engineering staff will remain onsite during PM completion.
The RFQ seeks firm-fixed-price quotations for HVAC maintenance services at multiple NOAA radar sites. Quoters must submit technical approach, past experience, and price quotation by 2:00 pm Pacific Time on August 20, 2026. Technical evaluation requires demonstration of capability to perform inspections, repairs, and emergency response with a minimum 1-year contractor warranty, plus two recent and relevant HVAC maintenance projects completed or with at least one year of performance within the past three years. Quoters must have active System for Award Management (SAM.gov) registration, provide signed SF-1449 forms, and include their Unique Entity ID/CAGE Code. Site visits are strongly encouraged and should be coordinated with Technical Point of Contact Jorge Negrete (830-401-2055, jorge.negrete@noaa.gov). Questions are due by 2:00 pm Pacific Time on August 14, 2026. Pricing must align with the CLIN structure for the base year and four option years, and the government will add 50% of the final option period subtotal to the total evaluated price to assess the potential six-month extension under FAR 52.217-8.

The purpose of this amendment is to provide Government answers to questions received in response to this RFQ & correct the recipient contact information in section 6.
Question 1: For RFQ 1305M326Q0275, pages 25 and 65 direct quotes and questions to Jack Huckleby and Casey Morrison, while Section 6 directs quotes to Sara Brunstetter and Casey Morrison. Please confirm the controlling recipient pair for both questions and quote submission.
Government Answer: All Questions and Quotes must be submitted to the CS, Jack Huckleby (jack.huckleby@noaa.gov) and the CO, Casey Morrison (casey.morrison@noaa.gov) via email by the due dates within the RFQ.
Question 2: Can the Government clarify that the total estimated price range amount listed of $135k- $165k is for the entire Period of Performance, 9/1/2026-8/31/2031?
Government Answer: Yes, the Government can confirm that the affordability range is inclusive of all possible Option Years, if executed.
Question 3: Will the Government require the Contractors to hold a security clearance to access the NOAA facilities?
Government Answer: No security clearance is needed. Once the initial site visit (first PM) is completed they will be free to access the equipment once signed in. The radar sites are gated and locked. For the co-located site radars, once the engineering staff unlocks/ opens they will be free to perform the PMs.
At the remote sites, the engineering staff member will remain on site until the PM is completed.

Summary of Clause Changes:
Clause Addendum to RFO 52.212-1 is incorporated as follows:
Addendum to RFO 52.212-1 Instructions to Quoters-Commercial Products and Commercial Services (Sep 2023) (Deviation Jan 2026)
NOTICE TO QUOTERS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.
Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the quoter.
1. Email quotes are required and should be sent to jack.huckleby@noaa.gov & casey.morrison@noaa.gov. Submit PDF or Microsoft Word quotes before the date and time specified in the solicitation.
2. Quoters shall have an active registration in the System for Award Management (https://sam.gov/content/home) in order to provide a quote and be eligible for award.
3. Quotes shall include:
* Signed copies of the SF-1449 to acknowledge the solicitation and any applicable amendments.
* Quoter's Unique Entity ID (UEI) / Commercial and Government Entity (CAGE) Code from Quoter's registration in SAM.gov.
* Responses to each item listed below. Quoters should assume that the Government has no prior knowledge of them or their experience and capability.
Quote must be submitted with the following submissions. (All non-price factors must be in a separate attachment from the price submission):
Technical Approach
Past Experience
Price Quotation
Government Affordability Statement
The total estimated price range for this procurement is $135,000 – $165,000. The Government may select a quote for award with a price below, at, or exceeding this figure, depending on which quote is the lowest-priced technically acceptable.
Technical Quote Structure
A technical approach that merely reiterates the SOW, or uses vague generalities (e.g., "the subcontractor will determine specifications upon arrival" or "work will be performed to standard"), will be rated Fail/Unacceptable. The prime contractor must provide the details upfront, regardless of who is performing the physical work. It is the responsibility of the quoter to provide sufficient detail for the Government to be able to make a determination of technical acceptability.
Factor 1 Technical Capability
Quote shall include a statement demonstrating the quoter's capability to perform the required scope of work and understanding of the requirement (specifically covering but not limited to: inspections, repairs, & emergency response.) Additionally, quoter must include a written statement confirming a minimum 1-year contractor warranty. Failure to address the full requirements of the Statement of Work will be considered a fail and the quote will not be accepted.
Factor 2 Past Experience
Experience Projects:
To demonstrate technical capability, the quoter must submit two (2) recent and relevant HVAC maintenance projects (commercial or government) similar in size and scope to the Statement of Work
(SOW).
To be considered recent and relevant:
Completed Contracts: Must have been fully completed within the past three (3) years from the solicitation issuance date.
Ongoing Contracts: Must have at least one (1) full year of performance completed within the past three
(3) years from the solicitation issuance date.
For each project, provide:
A: Client Name and Phone Number
B: Contract Number, Dates, and Duration
C: Brief summary detailing the specific services performed to demonstrate similarity to this SOW
Subcontractor Experience:
If proposing a qualified local HVAC subcontractor to perform the work, the subcontractor’s experience projects may be submitted to satisfy the two-project requirement. If using a subcontractor, the prime quoter must:
• Identify the subcontractor in the quote and detail their specific role, scope of work, and level of effort;
• Provide the subcontractor’s project references meeting the criteria above; and
• Provide all required state/local license and certification documentation relevant to the subcontractor's role.
Incorporation into Award: All key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award.
The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.
Price Quotation
Quotes should include best and final pricing for all labor and materials to complete the Statement of Work. Quoters must submit their price quotes in PDF or Excel format. Quotations must be firm-fixed-price and cover all costs required to complete the SOW, including labor, materials, equipment, travel, supervision, training, licenses, certifications, and incidentals;
Pricing must be submitted in accordance with the CLIN structure of the RFQ for the Base Year and each of the four (4) option years. Pricing must align with the quoter's quote submission, the Government’s specifications, and all contractual requirements.
Option to Extend Services (FAR 52.217-8):
To evaluate this potential extension, the Government will add one-half (50%) of the proposed subtotal for the final option period to the total evaluated price (TEP). Quoters must not provide separate pricing for this extension. If invoked during performance, the unit rates from the active period of performance will apply.
• TEP Composition: The TEP will comprise the quoter’s submitted price for the base and all option periods and the six-month extension under FAR 52.217-8.
THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE
QUOTER’S RESPONSIBILITY TO REQUEST A CONFIRMATION OF QUOTE RECEIPT.
RFO 52.237-1 Site Visit (Apr 1984) (Deviation Jan 2026)
Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
SITE VISIT
Vendors are strongly encouraged to conduct a site visit prior to submitting a quotation. The Government expects vendors to independently assess existing site conditions, equipment configuration, and any deficiencies or conditions that may impact the maintenance of the HVAC equipment.
Failure to inspect the site shall not relieve the vendor from the responsibility to perform all work required under the resulting contract at the quoted price.
Vendors wishing to conduct a site visit shall coordinate directly with the Technical Point of Contact, Jorge Negrete to set up a time to visit the site, 830-401-2055 or by email at jorge.negrete@noaa.gov.
Vendors may also include secondary POCs specific to each site:
