Summary

This is a Statement of Work (SOW) for the Michigan Peer Warmline service under Request for Proposal No. 260000000897, issued by the Michigan Department of Health and Human Services (MDHHS) as part of the statewide Michigan Integrated Crisis and Access Line (MiCAL) initiative. The Michigan Peer Warmline will provide peer-operated behavioral health support via phone, text, and chat to individuals aged 18 and older living with persistent mental health and substance use conditions. The service will operate from 10 a.m. to 2 a.m., seven days a week, 365 days per year. The anticipated staffing structure includes 26 full-time equivalent Peer Warmline Specialists, 4 Supervisors, 1 Manager, 1 Senior Manager/Director, and 4 Administrative staff (36 total FTEs). All staff must be MDHHS Certified Peer Support Specialists or Certified Peer Recovery Coaches, and the Warmline Manager must hold Peer Support Specialist certification. The contractor must achieve full staffing levels within a 90-day transition period and must be capable of transitioning callers under age 18 to age-appropriate lines.

The contractor must maintain a 90% answer rate within 15 seconds and never drop below 70% in 20 seconds, with service level reporting on weekly and monthly bases. Failure to meet minimum service levels for three consecutive months results in credits of $100 per month, escalating to $500 per occurrence after the fifth non-compliance event in a calendar year. The contractor must use the State-owned phone system and behavioral health customer relationship management system (BH CRM) for call intake and data collection. All work products, including processes, procedures, and training materials, are owned by the State. The contractor must develop and implement quality monitoring processes, confidentiality procedures compliant with HIPAA and Michigan Mental Health Code requirements, comprehensive training programs, and monthly data reporting including call volume, referrals, abandonment rates, and staff metrics. The contract requires immediate notification to the Program Manager within one hour of any line outages or system interruptions.

BACKGROUND

The Michigan Integrated Crisis and Access Line (MiCAL) is a statewide initiative, intended to provide omni-channel communication methods to provide information, referral, and access to all Michiganders as outlined in the Michigan Mental Health Code at MCL 330.1165. As outlined in the Substance Abuse and Mental Health Services Administration’s (SAMHSA) 2025 National Guidelines for a Behavioral Health Coordinated System of Crisis Care, a peer-operated behavioral health warmline provides empathetic listening and peer support to individuals who may be experiencing distress, loneliness, or who are seeking validation from a peer with lived experience. The Contractor(s) must use the State-owned and managed phone system and behavioral health customer relationship management system (BH CRM) for the intake of calls, text messages, and/or chats.

SCOPE

MiCAL will provide comprehensive support for Michiganders through phone, text, and/or chat on multiple call lines. All services will be integrated into broader crisis services systems in Michigan.
