About this file

This document is a Bidder Questions & Answers file for Michigan's Department of Health and Human Services (MDHHS) RFP 260000000897 regarding the Michigan Crisis and Access Line (MiCAL) Crisis Command Center Staffing Services. The RFP solicits proposals for three scopes of work: 988 MiCAL crisis line services, Frontline Strong Together services for first responders, and MI Peer Warmline services. The contract requires vendors to employ Michigan-based staff to answer calls and supervise call specialist teams, with service level requirements including answering calls within 20 seconds. Current monthly call volumes are approximately 9,623 calls for 988 MiCAL, 28 calls for Frontline Strong Together, and 6,857 calls for MI Peer Warmline. The incumbent contractor, Common Ground, has provided services since November 17, 2020, and staffing currently includes 90.2 crisis specialists and 10.6 clinical/shift supervisors for 988 services, 7 frontline strong specialists and 1 shift supervisor for Frontline Strong Together, and 26.4 peer warmline specialists and 4 supervisors for the Peer Warmline. Vendors must utilize the state's Behavioral Health Customer Relationship Management system (Salesforce platform overseen by MDHHS and DTMB) and integrated telephony system, with 24/7 availability for a Contractor Program Manager.

The contract will be funded through a combination of state funds and federal SAMHSA grants, with the specific percentage from federal sources undetermined and varying annually. Contractors must submit separate budgets for each scope of work, with invoicing and cost allocation tracked individually by funding source and scope. The funding model is actual cost reimbursement rather than fixed cost. Bidders are not required to have previous experience with specific customer information systems or software, though insurance requirements include $3 million in cyber liability coverage. Background checks are required for all personnel prior to hiring, with annual audits conducted thereafter. The State may award the 988 services to multiple centers rather than a single vendor, and bids for 988 services may be submitted without including Frontline Strong Together. MDHHS is evaluating whether to maintain a single-vendor or multi-vendor model based on bid submissions. The contract requires staff specialization in first responder culture and crisis support, with preference for established, researched training programs; however, the contractor's own training is acceptable if it meets this requirement.
