About this file
This is a Statement of Work (SOW) for the Federal Bureau of Prisons (FBOP) at the Metropolitan Detention Center Brooklyn for interior floor repairs in the sallyport areas of the West Building.
The contractor shall remove existing Vinyl Composition Tile (VCT) flooring and adhesive from the first and third-floor sallyports (approximately 1,160 sq. ft. combined) and install a new 100% solids, multi-layer epoxy flooring system. Work includes concrete substrate preparation with mechanical profiling to manufacturer specifications, repair of cracks and spalls (up to 50 linear feet included in base bid), moisture and pH testing per ASTM F2170 and manufacturer requirements, and installation of a complete epoxy system comprising primer, base/aggregate layer(s), metallic pigment coat, and polyurethane or polyaspartic topcoat with minimum 1/8-inch thickness. The epoxy system must meet rigorous performance standards including 11,700 psi compressive strength, 3,900 psi tensile strength, 10,400 psi flexural strength, 0.03 g maximum abrasion resistance (ASTM D4060), 88 Shore D hardness, 0.1% water absorption, and 140°F continuous heat resistance. The finished floor must achieve a minimum coefficient of friction of 0.60 (wet) and a gloss level of 20–40 GU at 60° (satin/low-gloss). Contractor shall install new 4-inch baseboard, perform daily cleanup and final restoration, and provide a 2-year workmanship warranty and 5-year manufacturer warranty covering adhesion, wear, and surface integrity.
Work must comply with FCICIA guidelines, ASTM standards (C881, F3010, D638, D523, D4060, D2240, D790), OSHA 29 CFR 1926/1910, EPA 40 CFR 761, NFPA, ADA-ABA, and all Federal, State, and Local codes. Only low-odor, low-VOC materials approved for occupied institutional facilities are permitted. The contractor must perform pre-construction hazardous material testing for PCBs, asbestos, and other regulated materials and follow all applicable disposal regulations. Work shall proceed sequentially on first and third floors with a minimum 24-hour cure time before reopening; work hours are 8:00 PM – 6:00 AM, with alternate hours requiring 5 business days' written notice. The contractor is responsible for all field measurements, daily QC logs, SDS sheets, manufacturer product data, installation instructions, moisture test results, color samples, gloss level certification, slip-resistance test data, and warranty documentation. The institution will provide basic utilities (120V electric, water, and restrooms), and all materials must be unloaded and staged without blocking institution entry/driveway or sallyport access.
