Dyess AFB Coat Roof B6030A & C

FNWZ 26-0180

SOW - 1

STATEMENT OF WORK

1. FNWZ 26-0180, Repair Simulator Roof Building 6030A & C, located at 617 Ave C., Dyess AFB, TX 79607. The existing Standing seam metal roof was originally installed on B6030A circa 1984, and on B6030C circa 1988. The roof has been damaged by vegetation rubbing and scraping on the panels, corrosion, and the finish flaking or wearing off. Multiple areas of concern continue to cause maintenance issues and water leaks.

2. EXISTING SITE CONDITIONS: Site verify existing conditions. The existing roof is a standing seam metal roof (SSMR). Areas D (3423 sf), E (4034 sf), F (3421 sf), N (1691sf), Q (1948 sf), O (6637 sf), P (4660 sf) and T (246 sf), (refer to roof plan in Appendix A) calculate to approximately 26,060 sf. The identified areas’ SSMR finish is flaking/peeling/wearing off or have pinhole leaks.

3. DESCRIPTION OF WORK:

a. Prepare affected areas for new finish by power washing, scraping, scrubbing, etc. to remove any loose, or damaged existing finish. Ensure final surface is clean and free from surface contamination that would prevent new coating adherence, in accordance with coating manufacturer’s instructions. Contain all material removed due to surface preparations, and dispose of the material off-base, and in accordance with all local, state and federal regulations. Do not allow the material to be disposed of to contaminate the site or migrate off site. If the membrane manufacturer requires a primer, apply and allow to cure for the recommended time prior to installing the polyurea system. Apply manufacturer’s recommended UV and color-stable top coat to protect the polyurea coating. This top coat shall be an integral component in the system.

b. Coat existing roof with seamless, aluminized polyurea spray-on, two-component roofing system to 80 mil according to manufacturer’s requirements. Refer to Attachment C, 09 90 00.50. Coating shall extend to the roof edge. The original SSMR color is a dark bronze. The polyurea coating shall be as close of a match to the dark bronze as is possible.

c. Unless otherwise indicated to be salvaged, reused, or reinstalled, the Government does not wish to retain any item indicated to be removed.

d. Fascia: Provide Provide polyurea system to any standing seam metal roof panels (SSMR) within the identified work areas.

e. Provide the government with an accurate accounting of C&D haul off waste weight for environmental records.

f. Contractor lay-down area shall be approved by the Contracting Officer.

SOW - 2

g. Contractor shall hoist, crane, or chute all materials to and from the roof from the exterior. Damage to existing building & grounds shall be repaired with matching materials by the contractor.

h. Lightning Protection System (LPS): The LPS was recently replaced and certified.

Great care must be taken to not coat the new LPS. Fully mask off the conductors, brackets, air terminals, etc. to prevent any coating material from contaminating the LPS system. Minimize stress on the components during masking and unmasking.

Upon completion of the recoating, but before final acceptance, a third-party recertification must occur, in accordance with UFCs 3-110-03 & 3-575-01. The certification process shall report all test measurement resistance readings to the Government identifying each test point with a unique location tag that corresponds to the as-built roof plan, locating the LPS. This report shall be submitted to the government in an AF3000 material submittal. LPS systems must be compliant with requirements as stated in AFMan 32-1065, and NFPA 780 in that priority order. If any part of the system fails to meet the recertification requirements, repairs shall be made at no additional cost to the government, until the LPS is certified.

i. Contractor shall hoist, crane, or chute all materials to and from the roof from the exterior. Damage to existing building & grounds shall be repaired with matching materials by the contractor.

4. PERFORMANCE PERIOD: 120 calendar days.

5. GOVERNMENT FURNISHED ITEMS: Field verification is required. Restroom access is not available; Contractor must provide temporary facilities. Power access via contractor-provided extension cords may be available, if coordinated with facility manager, otherwise, it is recommended contractor provides necessary power generation. Contact Contracting Officer for any other required Government furnished items.

6. PHASING REQUIREMENTS: Protect the facility by phasing the roof repair work so that the flashing repairs are not left open to the elements at the end of each work day. It is unacceptable for moisture from weather events to leak inside Building 6030 during roof repairs.

All facilities will remain entirely occupied and operational during execution of this task order.

Coordinate roof repairs phasing with facility manager. Special care shall be taken to prevent construction materials, OSHA barriers, or other debris from falling / blowing onto the ground.

Photography may be restricted or prohibited.
