About this file

This is a Government Proposal Inquiry Form containing 26 contractor questions and government responses dated July 22, 2026, regarding Solicitation FA466126R0006 for roof repair and coating work at Dyess Air Force Base, Texas.

The project involves applying an aluminized polyurea coating system to standing seam metal roof areas (D, E, F, N, O, P, Q, and T) totaling approximately 26,060 square feet on Buildings 6030A and C. Key technical requirements include: surface preparation per polyurea manufacturer specifications with removal of loose or damaged finishes; an 80-mil cured film thickness verified by industry standard test procedures; pinhole leaks within manufacturer tolerances to be coated with the system; a 15-year total system warranty covering labor and materials; and no pre-approved manufacturer list, requiring all products to meet specification section 09 90 00.50 test requirements. Material submittals, including laboratory test reports, color samples (4"x4" at 80-mil thickness), and warranty certifications, must be submitted via AF3000 after award. Applicator training requirements are specified in the technical specification. Contract scope excludes roof areas not listed in the SOW and previously identified damaged trees; however, roof defects discovered during preparation may require government-authorized contract modifications. The government will coordinate facility access, staging areas (typically the eastern parking lot), equipment restrictions due to terrain, and work hours (7:30 a.m. to 4:30 p.m., Monday-Friday standard). Contractors must handle waste materials as potentially hazardous and submit haul-off receipts documenting weights. Lightning protection system recertification must be performed by third-party inspectors meeting UFC 3-575-01 requirements with 72-hour advance notification to the Contracting Officer. Photography is permitted for exterior documentation with restrictions on including personnel or aircraft.

GOV'T RESPONSE

1 07/22/2026 SOW Section 2, Existing Site Conditions / Attachment A

Please confirm the final contract square footage for the identified work areas. The SOW lists Roof Areas D, E, F, N, Q, O, P, and T totaling approximately 26,060 SF. Should contractors price only these listed work areas, or should all roof areas shown on the roof plan be included?

Refer to SoW 2. for work areas. Roof areas not includes in SoW 2 are not part of this task order.

2 07/22/2026 SOW Section 3.a / Spec 09 90 00.50, Part 3.1.3

Please clarify the required surface preparation standard for the existing standing seam metal roof, including areas with flaking finish, corrosion, oxidation, or previous coating failure. Is SSPC-SP2, SSPC-SP3, SSPC-SP6, manufacturer-specific preparation, or another standard required?

Prepare surface as recommended by polyurea coating manufacturer's specific requirements for adhereing to a standing seam metal roof. SoW 3.a. requires any loose or damaged existing finish or other contaminates to be removed that may prevent adhereance.

3 07/22/2026 SOW Section 3.a / Spec 09 90 00.50, Part 3.1.3

If surface preparation exposes deteriorated panels, rust-through, loose seams, failed fasteners, damaged substrate, or other defects, will repair or replacement of those conditions be handled by contract modification?

The Government will make the determination for contract modification only when the situation requires it. If defects are within the manufaturer's coating tolerances, no modification would be required.

4 07/22/2026 SOW Section 2 / Section 3.b The SOW references pinhole leaks. Are contractors required to locate and repair all leak sources before coating application? If yes, please provide the required repair method and whether repairs are incidental to the roof coating scope.

the pinhole leaks that fall within the product coating tolerances will be coated with the coating material. Repairs will need to be compatible with manufacturer's requirements for the system.

5 07/22/2026 SOW Section 3.b / Spec 09 90 00.50, Part 3.2.8

Please confirm whether the specified 80-mil coating thickness is a minimum dry film thickness, wet film thickness, or total installed system thickness. Please also identify the required method for field verification.

80 mil thickness is to be a cured thickness as per section 09 90 00.50, and measured by an industry standard test procedure that may be appropriately documented.

6 07/22/2026 Spec 09 90 00.50, Part 1.3.1 and 2.5 Please confirm whether laboratory test reports dated within the last twelve months are required with the bid/proposal or after award as a submittal.

Provide as part of the submittal process on AF3000.

7 07/22/2026 Spec 09 90 00.50, Part 1.6 / 1.7 Please confirm whether the Government has an approved manufacturer list for the aluminized polyurea system, or whether contractors may propose any manufacturer/system meeting the specification requirements.

There is no approved manufacturer's list; ensure product meets all applicable test requirements in section 09 90 00.50.

8 07/22/2026 Spec 09 90 00.50, Part 1.7 Please confirm whether applicator certification from the roof coating manufacturer is required with the bid/proposal or may be submitted after award.

applicator training requirements are set forth in section 09 90 00.50.

9 07/22/2026 SOW Section 3.b / Spec 09 90 00.50, Part 2.4 Please identify the required final roof color. If an exact dark bronze match is not available from the manufacturer standard colors, will the closest available standard color be acceptable?

After award, Contractor shall submit via AF3000 a stadard chart of available colors, as well as a 4"x4" square 80 mil thickness cured sample of the actual product, in accordance with 09 90 00.50.

10 07/22/2026 Spec 09 90 00.50, Part 3.3 Please confirm whether the required 15-year Total System Warranty must be a manufacturer-issued No Dollar Limit warranty covering both labor and materials. Please also confirm whether warranty certification is required with the bid/proposal.

3.3.1 in 09 90 00.50 requires labor and materials to be included in the "total system" warranty. Warranty certification may be submitted via AF3000 as part of the materials' approval process.

11 07/22/2026 SOW Section 3.h Please provide the current lightning protection system certification and any available as-built drawings or test-point documentation for contractor use during masking, protection, and third-party recertification.

UFC 3-575-01, 4-4 sets LPS inspector's requirements. Base CE will not provide this inspection service.

12 07/22/2026 SOW Section 3.h If the recently replaced Lightning Protection System fails third-party recertification due to pre-existing conditions not caused by the contractor, will corrective work be treated as additional work?

SoW 3.h. requires reapirs to be made as part of this contract.

13 07/22/2026 SOW Section 3.h Please confirm the required credentials/qualifications for the third-party Lightning Protection System recertification firm and whether the Government must approve the firm before work.

Refer to UFC 3-575-01, 4-4. Third party LPS inspection certifications must be submitted via AF3000 prior to performing any inspection in the LPS.

14 07/22/2026 SOW Section 5 Please identify whether power will be made available and, if so, the location, voltage, amperage, and any limitations for contractor-provided extension cords. If power is not available, contractors will include temporary power/generator costs.

Standard 115/120V outlets may be available for contractor use, if coordinated with the facility managers. Contractor provided power would be required if voltage is incompatible, or coordination is not performed.

15 07/22/2026 SOW Section 5 / Section 3.f Please identify the approved laydown/staging area, including allowable size, location, fencing requirements, storage limitations, and restrictions for lifts, cranes, dumpsters, and material staging.

Thew staging area for B6030 is typically the parlking lot to the east of the facility. Once awarded, CE and Contracting will work with the Contractor to ensure the final location of the lay-down yard. It is highly recommended the lay-down yard is fenced, and active work areas are roped off to protect facility users from falling debris or overspray. There are some limitations on access to the facility for lifts and cranes and other equipment due to steeply sloping terrain.

16 07/22/2026 SOW Section 3.g / Section 3.i Please confirm whether crane, lift, hoist, or chute operations require special base permits, traffic control plans, road closures, spotters, or advance coordination with base operations.
