Summary: Statement of Work for Robins AFB Chapel Marquee Replacement and Upgrade

This Statement of Work (SOW) is an Appropriated Funds (APF) hybrid commercial supply contract with incidental construction services for the replacement and upgrade of an electronic marquee system at Robins Air Force Base Chapel. The contractor must provide all labor, materials, equipment, engineering, software, licensing, and training to demolish the existing marquee and install a new dual-sided, full-matrix, energy-efficient outdoor LED electronic display system with a 10mm pixel pitch and 120 x 240 matrix configuration. The system must meet specific technical thresholds including a Vantage 10MM display type, minimum dimensions of 94 inches wide by 46 inches high, full-color brightness with auto-dimmer capability, and mounting on decorative aluminum pole cover with square steel poles. The project timeline spans 75 calendar days across five key milestones: submittals package (15 days), site preparation and civil works (45 days), hardware installation (60 days), system integration and testing (70 days), and training and closeout (75 days).

Critical requirements include NDAA Section 889 compliance certifying 100% compliance of all LED chips, receiving cards, sending boxes, video processors, and control software from non-prohibited entities, with signed manufacturer representations required prior to award. The connectivity solution must utilize a secure standalone commercial cellular connection (FirstNet or equivalent) with FedRAMP Moderate cloud-based content management software featuring multi-user role-based access control and emergency override capability. The contractor must provide a minimum 4-year comprehensive hardware warranty covering all components and on-site technical support with 72-hour response time for critical failures. If construction costs exceed $2,000, the contract is subject to Construction Wage Rate Requirements with weekly certified payroll reporting. Price proposals must be submitted as Firm-Fixed-Price quotes broken down by component categories including LED display with warranty, cellular service (7-year term), sign cabinet and frame, decorative pole cover, poles and base plates, and removal/installation/training services. Past performance documentation requires three references for similar electronic marquee installations executed within the past five years, preferably on military installations.

1.0 Project Scope & Objectives

1.1 Project Title

78 ABW/HC Electronic Marquee Replacement and Upgrade (APF Funded)

1.2 Background and Objective

The Department of the Air Force at Robins AFB Chapel requires a modern, highly visible, and secure electronic marquee system to support strategic communications. The primary objective is to replace the existing legacy marquee with a dual-sided, full-matrix, energy-efficient outdoor LED electronic display. This system will serve as a primary tool for communicating information, including Chapel services, resiliency events, and community announcements.

1.3 Scope of Work

The Contractor shall provide all labor, tools, equipment, materials, transportation, engineering, software, licenses, training, and supervision required to safely demolish the existing marquee, design, construct structural footings, install, configure, network, and test the new dual-sided electronic marquee system. This is a hybrid commercial supply contract containing incidental construction services subject to construction labor standards.

2.0 General & Civil Engineering Requirements

2.1 Demolition and Disposal

• The Contractor shall safely disconnect and lock out existing electrical power in coordination with Civil Engineering Group (CEG).

• The Contractor shall demolish and remove the existing marquee structure, concrete foundation (as required), and any debris.

• All waste, rubble, and demolished components shall be disposed of off base in accordance with federal, state, and local environmental standards.

2.2 Civil Works and Foundation

• The Contractor shall perform site preparation, utility locating (obtaining an approved AF

Form 103 Dig Permit prior to any excavation), and trenching for electrical conduits.

• The Contractor shall design and pour reinforced concrete footings and install structural steel support columns capable of supporting the proposed electronic marquee cabinet.

• All civil work must comply with Unified Facilities Criteria (UFC) 3-301-01 (Structural Load).

2.3 Structural Wind Load Compliance

The complete marquee structure, including foundation, support columns, cabinet, and attachment hardware, must be engineered to withstand regional wind loads.

Deliverable: The Contractor shall provide structural drawings and wind-load calculations stamped and certified by a licensed Professional Engineer (PE) prior to commencing any physical site excavation. Engineering must comply with ASCE 7 (Minimum Design Loads and

Associated Criteria for Buildings and Other Structures).

2.4 Electrical Power Tie-In

• The Contractor shall connect the electronic marquee system to the designated base electrical grid utility point of connection.

• The Contractor shall supply all necessary electrical cabling, conduits, sub-panels, external safety disconnect switches, and robust surge protection devices.

• All electrical work must comply with the National Electrical Code (NEC) and undergo inspection by the CEG.

3.0 Technical Specifications

Component / Feature Minimum Technical Threshold

Display Type Vantage 10MM Double sided LED display, 120 x 240 Matrix

Physical Size Minimum 94 inches wide by 46 inches high display area

Pixel Pitch 10mm

Brightness Full color, Auto dimmer for LED brightness

Cabinet Construction Less than 3' x 8' double sided internally illuminated sign cabinet with white LED lights with 4-year warranty. Flat white 3/16" thick acrylic faces with translucent direct print graphics.

Stability Less than 10" tall and 90" wide decorative aluminum pole cover. Square steel poles and base plate to fit over existing anchor. Bolts in brick monument.

3.1 Cybersecurity & NDAA Section 889 Compliance

• Cheap commercial LED sign controllers frequently utilize microprocessors or control cards from prohibited Chinese entities (such as NovaStar, Colorlight, Huawei, Dahua, or

Hikvision).

• The Contractor must guarantee that all LED chips, receiving cards, sending boxes, video processors, and control software are 100% compliant with NDAA Section 889.

• The Contractor shall provide signed representations indicating the manufacturer of all LED components, controllers, and wireless communication hardware prior to award.

4.0 Software & Connectivity Requirements

4.1 Connection Type (Standalone Cellular)

• To bypass lengthy network security integration and Authority to Operate (ATO) delays, the system shall utilize a secure standalone commercial cellular connection (such as FirstNet or a dedicated commercial carrier).

• The Contractor shall supply an integrated commercial cellular modem with high-gain external antennas and end-to-end hardware encryption (AES-256).

• The recurring cellular data plan shall be included in the contractor's proposal for a period of

7 years, managed off the base network.

4.2 Content Management Software (CMS)

• The software must be cloud-based, residing in a FedRAMP Moderate cloud environment, with no connection to the Air Force NIPR network.

• The CMS must feature multi-user role-based access control, allowing designated Chapel staff to schedule content, manage playlists, and monitor sign health remotely.

• The CMS must support multiple file types (e.g., JPEG, PNG, MP4) and allow for text-based scheduling.
