About this file

This is a Statement of Work (SOW) for the Robins AFB Chapel Marquee Replacement and Upgrade project, prepared by the 78th Air Base Wing Chaplain's office and funded with Appropriated Funds (APF). The contract is a hybrid commercial supply contract with incidental construction services subject to construction labor standards.

The project requires replacement of an existing legacy marquee with a dual-sided, full-matrix, energy-efficient outdoor LED electronic display system. The display must meet minimum technical specifications including a 10mm double-sided LED display with 120 x 240 matrix, minimum 94 inches wide by 46 inches high display area, full color auto-dimmer capability, and a less than 3 feet by 8 feet double-sided internally illuminated cabinet with white LED lights and 4-year warranty. The contractor must provide all labor, tools, equipment, materials, transportation, engineering, software, licenses, training, and supervision for demolition of the existing marquee, site preparation, electrical power tie-in to the base grid, hardware installation, system integration, and operator training. All work must comply with Unified Facilities Criteria (UFC) 3-301-01 for structural loads and the National Electrical Code (NEC). Critical compliance requirements include 100% NDAA Section 889 certification for all LED components and controls (prohibiting Chinese entities such as NovaStar, Colorlight, Huawei, Dahua, or Hikvision), cloud-based Content Management Software residing in a FedRAMP Moderate environment with no connection to Air Force NIPR network, and standalone commercial cellular connectivity (FirstNet or dedicated carrier) with AES-256 hardware encryption and emergency override capability.

The project timeline spans 75 calendar days across five milestones: Milestone 1 (15 days) requires PE-stamped designs and NDAA certifications; Milestone 2 (45 days) covers site preparation and civil works including utility coordination and legacy sign removal; Milestone 3 (60 days) involves hardware installation and electrical connection; Milestone 4 (70 days) requires system integration and 48-hour burn-in testing; and Milestone 5 (75 days) includes hands-on operator training and closeout documentation. The contractor must provide a minimum 4-year comprehensive hardware warranty including shipping and component replacement costs, technical helpdesk support with 72-hour on-site response for critical failures, and comply with Defense Biometric Identification System (DBIDS) enrollment and base security requirements. If installation costs exceed $2,000, Construction Wage Rate Requirements (Davis-Bacon Act) apply, requiring weekly certified payroll reports and Department of Labor prevailing wage compliance. Price proposals must be submitted as Firm-Fixed-Price (FFP) quotes broken down by LED display components with warranty, cellular service, sign cabinet and frame with warranty, decorative pole cover, structural poles and plates, and removal/installation/training/travel costs.

1.0 Project Scope & Objectives

1.1 Project Title

78 ABW/HC Electronic Marquee Replacement and Upgrade (APF Funded)

1.2 Background and Objective

The Department of the Air Force at Robins AFB Chapel requires a modern, highly visible, and secure electronic marquee system to support strategic communications. The primary objective is to replace the existing legacy marquee with a dual-sided, full-matrix, energy-efficient outdoor LED electronic display. This system will serve as a primary tool for communicating information, including Chapel services, resiliency events, and community announcements.

1.3 Scope of Work

The Contractor shall provide all labor, tools, equipment, materials, transportation, engineering, software, licenses, training, and supervision required to safely demolish the existing marquee, design, install, configure, network, and test the new dual-sided electronic marquee system. This is a hybrid commercial supply contract containing incidental construction services subject to construction labor standards.

2.0 General & Civil Engineering Requirements

2.1 Demolition and Disposal

• The Contractor shall safely disconnect and lock out existing electrical power in coordination with Civil Engineering Group (CEG).

• The Contractor shall demolish and remove the existing marquee display and any debris, as needed.

• All waste, rubble, and demolished components shall be disposed of off base in accordance with federal, state, and local environmental standards.

• The base of the Marquee will remain intact.

2.2 Civil Works and Foundation

• The Contractor shall perform site preparation, utility locating (obtaining an approved AF

Form 103 Dig Permit prior to any excavation), and trenching for electrical conduits.

• All civil work must comply with Unified Facilities Criteria (UFC) 3-301-01 (Structural Load).

2.3 Electrical Power Tie-In

• The Contractor shall connect the electronic marquee system to the designated base electrical grid utility point of connection.

• The Contractor shall supply all necessary electrical cabling, conduits, sub-panels, external safety disconnect switches, and robust surge protection devices.

• All electrical work must comply with the National Electrical Code (NEC) and undergo inspection by the CEG.

3.0 Technical Specifications
