This Statement of Work (SOW) specifies the complete replacement of the roof at the National Weather Service's Mt. Ashland (KMAX) Next Generation Radar (NEXRAD) site located in Oregon (42°04'51"N 122°43'02"W). The new system shall consist of a fully adhered EPDM membrane with minimum 60-mil nominal thickness or technically equivalent system, compatible roof insulation (preferably rigid polyisocyanurate meeting current energy-code requirements), new flashing, counterflashing, and related accessories. The contractor must provide a minimum 20-year manufacturer membrane/material warranty and the longest available manufacturer system warranty (minimum 20-year target where commercially available), covering both the roof membrane, flashing, and workmanship.

Work must commence within ten business days of purchase order award, with on-site completion required within 240 calendar days. The contractor is responsible for all supervision, labor, materials, equipment, permits, and utilities (electrical, water, restroom service). Critical submittals include work schedule (within 3 days of award), Safety Data Sheets (within 3 days of award), materials for approval (prior to ordering/installation), and the complete proposed roofing assembly technical package (30 days prior to on-site work). A mandatory site visit is required for all bidding Prime Contractors on August 19 or 20, 2026, with non-attendance resulting in automatic elimination from consideration. The contractor must comply with Construction Wage Rate Requirements (Davis-Bacon Act), OSHA standards, and observe all federal holidays. Regular working hours are 0700–1600 Monday through Friday. STATEMENT OF WORK

Roof Replacement at the Mt. Ashland Radar Site

1. GENERAL INTENTION:

Replace the roof at the Mt. Ashland (KMAX), Next Generation Radar (NEXRAD) site.

2. BACKGROUND:

The National Weather Service owns and operates a Next Generation Radar (NEXRAD) site at Mt. Ashland, OR. The original construction documents identify a fully adhered EPDM flexible sheet roofing system with a 60-mil nominal membrane and roof insulation below the membrane. Concrete pavers are installed above portions of the roof to protect the membrane from falling ice and snow. Several areas inside the building are experiencing leaks during major rainfall and snow accumulation.

3.GENERAL REQUIREMENTS:

The contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform work in accordance with these instructions, manufacturer’s specification, all applicable federal, state, local, OSHA, EPA, building, electrical and facilities codes and criteria.

The Contractor Shall:

3.1. Verify all measurements.

3.2. Remove all concrete pavers and protect and store reusable pavers for reinstallation unless otherwise directed by the Contracting Officer’s Representative (COR).

3.3. Remove the existing roofing membrane and any degraded materials to expose a sound substrate, disposing of all debris off-site. Inspect the roof deck and substrate, remove debris and contaminants, and notify the COR of damaged or unsuitable substrate conditions before covering them.

3.4. Remove existing metal flashing and related roofing accessories as required for replacement and dispose of off site. Provide new flashing, counterflashing, edge conditions, penetration flashings and accessories compatible with the new roofing system and necessary to provide a complete watertight installation.

3.5. The replacement roofing assembly shall be suitable for the Mt. Ashland environment, including repeated freeze-thaw cycles, prolonged cold exposure, summer heat, hail, long-term snow and ice accumulation, and localized impact from falling ice and snow. The completed assembly shall comply with applicable current codes, manufacturer requirements, and required design loads.

3.6. Roofing system minimum requirements: Provide a fully adhered EPDM membrane roofing system or technically equivalent system. EPDM membrane shall be a minimum 60 mil nominal thickness. The original design basis referenced ANSI/RMA IPR-1, ASTM D412, ASTM D573, ASTM D624, ASTM D1149, ASTM D1668, the NRCA Roofing and Waterproofing Manual, and FM roof design guidance. Where referenced legacy standards have been superseded, the contractor shall use the current applicable successor standard. Submit manufacturer product data identifying membrane type and thickness, system components, insulation/substrate, attachment or adhesion method, flashing materials, and warranty.

3.7. Provide roof insulation and substrate compatible with the roofing manufacturer’s warranted assembly. The original construction documents identified rigid polyisocyanurate roof insulation with aluminum foil facing at the bottom and 7/16-inch waferboard or high-density nailable fiberboard laminated to the top; four-inch insulation was identified with a minimum aged R-value of 26.0. The contractor shall field verify existing conditions and provide insulation thickness, configuration, taper, saddles and crickets as required to comply with current applicable energy-code requirements, maintain positive drainage, and satisfy the roofing manufacturer’s warranty requirements.

3.8. Install the roofing membrane and all related components at penetrations, equipment, antenna supports, deck interfaces, curbs and adjoining construction in accordance with the approved roofing manufacturer’s details. All membranes, flashings, adhesives, primers, sealants and accessories shall be compatible and approved by the roofing-system manufacturer.

3.9. Reinstall concrete pavers or provide manufacturer-approved protection at locations subject to falling ice and snow so the membrane is protected from localized impact without restricting drainage or damaging the warranted roof assembly.

3.10. Provide a minimum 20-year manufacturer membrane/material warranty. The contractor shall also provide the longest available manufacturer system warranty compatible with the specified assembly, with a minimum target of 20 years where commercially available. Warranty coverage shall include the roof membrane and flashing remaining watertight and shall identify covered roofing-system components and workmanship.

3.11. Before installation, submit the complete proposed roofing assembly for technical review. The submittal shall include product data, membrane thickness, applicable ASTM or successor standards, insulation and cover-board data, fastening/adhesion method, flashing details, warranty documentation, manufacturer confirmation that the proposed system is suitable for the site conditions, and evidence that the installing contractor is approved or licensed by the roofing-system manufacturer where required for issuance of the warranty.
