About this file
This is Amendment 0001 to a Request for Quote (RFQ) with solicitation number 1305M326Q0411, issued by the National Weather Service (NWS) on August 17, 2026. The amendment adds two substantive requirements to the original solicitation: a mandatory site visit and alternative payment protection provisions.
The mandatory site visit is scheduled for August 27, 2026, starting after 0830 PDT at the NWS NEXRAD KMAX facility located at coordinates 42°04'51"N 122°43'02"W. Contractors must email Delbert Woodside (Delbert.woodside@noaa.gov) and CC Bradley Schaaf (bradley.schaaf@noaa.gov) to coordinate attendance, including "RFQ 1305M326Q0411 Site Visit" in the subject line. Alternatively, contractors may call Bradley Schaaf at 541-776-4303 x 222 to schedule. Attendance is mandatory and constitutes a condition for award consideration; Prime Contractors must have a representative register and sign in with the Contracting Officer. Quotes from Prime Contractors who do not attend will be deemed non-responsive and eliminated from consideration without evaluation. The acquisition utilizes Lowest Price Technically Acceptable (LPTA) procedures, and the site visit is required to ensure all bidders understand existing conditions and quote the same scope of work. Additionally, the amendment incorporates FAR clause 52.228-13 requiring contractors to submit payment protection (either a payment bond or irrevocable letter of credit) equal to 100 percent of the contract price within 10 days of contract award, providing coverage for the full contract performance period plus one year.

2. incorporate 52.228-13 Alternative Payment Protections. (JUL 2000)
SITE VISIT:
This acquisition is utilizing LPTA procedures. Due to the technical nature of this requirement and to ensure all bidding Prime Contractors fully understand existing site conditions and are quoting the same scope of work, a Mandatory Site Visit is required at the NWS, NEXRAD KMAX. 42°04'51"N 122°43'02"W.
Visits are only allowed on the following specified date:

No additional site visits will be accommodated. Any delays need to be communicated directly to the point of contact provided above.
Attendance Condition for Award: To be considered for award, a representative of the Prime Contractor MUST attend and register/sign-in at the mandatory site visit. Quotes submitted by Prime Contractors who do not attend the site visit will be deemed non-responsive and automatically eliminated from consideration without evaluation. No claims for price adjustments based on a failure to inspect site conditions will be entertained post-award.
