RFQ Questions & Answers Log Summary
This document is a Questions and Answers (Q&A) log for RFQ 1305M326Q0411 (Mt. Ashland), Amendment 0002, dated August 26, 2026. The log addresses 27 vendor questions regarding a roof replacement project at KMAX, a remote National Weather Service facility. The work involves a 240-day period of performance, though the Government anticipates only 30 days of actual work, with the extended timeline accounting for weather contingencies such as snow and heavy frost. All on-site work must be completed prior to early-to-mid autumn or after mid-to-late spring to avoid winter weather impacts. Key personnel requirements include a mandatory site visit (with an additional visit date added for August 27), a named On-Site Point of Contact who must be a direct prime contractor employee and physically present continuously during all on-site work, and proposed subcontractors with qualifying project experience. The Government removed security processing requirements (CAR 1352.237-71) previously anticipated under the 180-day threshold, and will provide a National Weather Service escort for manufacturer inspections instead.
Technical requirements include installation of a low-slope membrane roof system with a minimum 20-year manufacturer material warranty and the longest available system warranty with a 20-year target, reinstallation or manufacturer-approved protection for concrete pavers to protect against falling ice and snow impact, and manufacturer approval or licensing for warranty issuance. The contractor bears responsibility for determining compliance with Department of Labor standards, including potential OSHA certifications. The Government will provide guidance on reusable paver standards, will determine the acceptability of damaged pavers during removal, and will handle removal and reinstallation of protection during the warranty period for repairs. Warranty periods commence from the date of final Government acceptance, and the COR will coordinate on reusable paver standards and project requirements. Response requirements reference RFQ Section 6 for details on bonding, insurance, and SAM.gov registration with UEI/CAGE codes.

Question # Reference (Doc/Page) Vendor Question Government Response Status
1 General Clarification regarding the two hundred forty (240) day period of performance: The government does not anticipate the tasks of the requirement to take 240 days, the inflated period of performance is to account for weather contingencies such as snow. The Government anticipates the project to take 30 days of work to complete.
IMPORTANT: The Government requires all on site work to be completed prior to winter weather such as snow (or heavy frost as determined by the COR) in early to mid Autumn or after winter weather in mid to late Spring.
Answered
2 Section 6 of RFQ We noticed that the solicitation requires a representative of the prime contractor to have attended and registered at the mandatory site visit on August 19 or August 20, 2026. Unfortunately, our company did not attend either of those site visits.
Could you please confirm whether vendors are still eligible to submit a responsive quote? If not, will NOAA offer any additional site-visit opportunity or other means of satisfying the site-visit requirement before the quote deadline?
Per the RFQ Section 6, a site visit is required by the Prime Contractor. A sub-contractor sent on behalf of a sub is not acceptable. A vendor must attend and sign in at one of the outlined site visits to be considered compliant.
One additional site visit date has been added on August 27 via Amendment 1, please see the updated section 6 for details on how to attend.
Answered
3 Section 6 of RFQ We would also appreciate clarification regarding the relevant-experience requirement. If the prime contractor does not itself have three qualifying roof-replacement projects completed within the last five years, can the experience of a proposed qualified roofing subcontractor be used to satisfy Factor 2 if we provide all subcontractor identification, scope breakdown, licensing, and other documentation required by Section 6?
Yes. A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.
If proposing to rely on a subcontractor's experience, the quote must:
-Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.
-Provide the subcontractor's project references meeting the criteria in Section 6.
-Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.
Note on Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award. The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.
For each submitted project, the Quoter must provide the following verifiable details:
-Contract Number and Project Title.
-Commercial or Government Agency Name along with a valid Point of Contact (Name, Email, and Phone Number).
-An explicit statement confirming the Quoter acted as the Prime Contractor.
-Total final contract dollar value.
-Size of the roof, if known.
-Period of Performance of project.
-Short description of the work performed/completed.

4 SECURITY
PROCESSING (CAR
1352.237-71)
CAR 1352.237-71 is incorporated in Section 4 and provides that contracts exceeding 180 days require National Agency Check with Inquiries (NACI) processing for all contractor and subcontractor personnel prior to accessing the premises. The period of performance is 240 calendar days. Please confirm that full NACI processing applies to this contract, and confirm the categories of personnel subject to processing, specifically whether it extends to prime contractor supervisory personnel, subcontractor installation crews, equipment operators, and material delivery drivers entering the site perimeter.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
5 SECURITY
PROCESSING (CAR
1352.237-71)
Please describe the Government's process and expected timeline for initiating security processing, specifically the point at which the COR will issue e-QIP invitations relative to Notice to Proceed, the Government's current average adjudication time for NACI packages at this risk level, and whether any portion of the SF-85 submission or adjudication can be initiated prior to award.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
6 SECURITY
PROCESSING (CAR
1352.237-71)
Please confirm the method and location for fingerprint capture (FD-258) for personnel assigned to this contract, given that KMAX is an unstaffed remote site. Specifically, whether fingerprinting is performed at a designated NOAA or DOC facility, by an approved third-party vendor, or by another means, and whether travel to that location is at contractor expense.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
7 SECURITY
PROCESSING (CAR
1352.237-71)
Paragraph (f)(6) provides that the Security Officer will advise whether a contract employee may commence work prior to completion of the suitability determination. Please confirm whether interim site access following a favorable fingerprint check is routinely granted for low-risk, non-IT construction work of this type, or whether contractors should schedule on the basis of full adjudication before any personnel mobilize.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
8 SECURITY
PROCESSING (CAR
1352.237-71)
In the event a proposed contractor or subcontractor employee is denied access under paragraph (h) after award, please confirm whether the resulting delay is treated as an excusable delay, and confirm the process and Government response time for submitting and processing a replacement individual.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
9 SECURITY
PROCESSING (CAR
1352.237-71)
Paragraph (e) requires non-U.S. citizen lawful permanent residents to hold official legal status, to have continuously resided in the United States for the last two years, and to obtain advance approval from the servicing Security Officer. Please confirm the additional processing time associated with the Immigration and Customs Enforcement check and the advance approval requirement, so that quoters may account for it in the proposed schedule.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
Answered
10 SECURITY
PROCESSING (CAR
1352.237-71)
Section 3.11 requires evidence of manufacturer approval for warranty issuance, and manufacturer system warranties typically require a field inspection by a manufacturer technical representative prior to issuance. Please confirm whether the manufacturer's representative is subject to security processing under CAR 1352.237-71, or whether COR-escorted access is available for short-duration inspection visits by non-working personnel.
This clause has been removed from the solicitation. When contractor personnel require intermittent or transient (i.e., not regular or routine) escorted access to federal facilities and/or technology systems, the bureau or Security Office may choose not to issue credentials to the contractor.
There will be no additional security processing for the manufacturer's representative because there will be a National Weather Service escort present for the final inspection.

19 Pavers & Warranty Section 3.2 requires the contractor to store reusable pavers for reinstallation. Please confirm who determines whether a paver is reusable, and confirm whether the contractor or the Government bears the cost of furnishing replacement pavers for units found unsuitable or damaged during removal. If the contractor bears this cost, please provide the approximate quantity and square footage of existing paver coverage so all quoters price to the same basis.
COR will provide guidance on the acceptable standard of the reusable pavers. The manufacturer's warranty will determine if these will actually be installed. SOW (3.9) states: Reinstall concrete pavers or provide manufacturer-approved protection at locations subject to falling ice and snow so the membrane is protected from localized impact without restricting drainage or damaging the warranted roof assembly. The warranty may require manufacturer approved protection to meet warranty requirements.
Answered
20 Pavers & Warranty Section 3.10 requires both a minimum 20-year manufacturer membrane and material warranty and the longest available manufacturer system warranty, with a minimum target of 20 years where commercially available. Please confirm whether a 20-year manufacturer system warranty covering labor, workmanship, membrane, and flashings is mandatory for technical acceptability, or whether a 20-year material-only warranty accompanied by a shorter system warranty is acceptable.
Technical acceptability requires full compliance with SOW Section 3.10.
A minimum 20-year manufacturer membrane/material warranty is mandatory. Regarding the manufacturer system warranty, the solicitation requires the longest term commercially available compatible with the specified assembly, with a target of 20 years. If a 20-year manufacturer system warranty is commercially available for the proposed assembly, it must be provided. In all cases, the standard 1-year contractor labor and workmanship warranty also applies.
Answered
21 Pavers & Warranty Section 3.11 requires evidence that the installing contractor is approved or licensed by the roofing-system manufacturer where required for warranty issuance. Please confirm whether this evidence must be submitted with the quote, or whether it may be submitted post-award with the pre-installation technical package.
Evidence that the contractor is approved or licensed by the roofing -system manufacturer shall be submitted post-award with the pre-installation technical package.
Answered
22 Pavers & Warranty Manufacturer system warranties commonly exclude damage caused by impact from falling ice, snow, or other objects. Given that the roof is subject to falling ice and snow as described in Section 2, please confirm the Government's expectation regarding impact exclusions in the required warranty, and whether the protection measures required under Section 3.9 are intended to satisfy the manufacturer's conditions for coverage.
Section 3.9 outlines the physical protection measures (reinstalling concrete pavers or manufacturer-approved protection) required to safeguard the membrane against localized impact while maintaining drainage. The Government expects standard manufacturer warranty coverage for the installed system; however, the contractor must ensure that the physical protection measures mandated in Section 3.9 are installed in strict accordance with manufacturer guidelines so that the baseline manufacturer warranty remains valid and uncompromised.
Answered
23 Pavers & Warranty Where paver or protection overburden must be removed to investigate or repair a warranted condition during the warranty period, please confirm whether that removal and reinstallation cost is the responsibility of the Government or is expected to be covered under the contractor-furnished warranty.
During the warranty period it is the responsibility of the National Weather Service to remove and reinstall any protection necessary to investigate and repair.
Answered
24 Pavers & Warranty Please confirm the date from which the 20-year manufacturer warranty and the 1-year installation warranty commence, specifically whether that is the date of substantial completion, the date of final Government acceptance, or the date of the manufacturer's final inspection.
The warranty period shall begin at the date of the final Government acceptance.
