About this file

This is a Procurement Specification document for structural steel fabrication supporting the Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) project. The U.S. Department of Energy's Fermi National Accelerator Laboratory, through the Fermi Forward Discovery Group, LLC (FFDG), is procuring fabrication and delivery of a cantilever platform structure for installation at the Sanford Underground Research Facility (SURF) in Lead, South Dakota, approximately one mile underground. The component serves as part of the Far Detector & Cryogenics subproject infrastructure supporting two large liquid argon-based neutrino detectors. Delivery is required to Dakota Warehouse at 1313 E. St. Patrick St., Rapid City, SD 57701.

Technical requirements mandate compliance with stamped structural shop drawings (Project No. F0321.26001) and include specifications for new, traceable materials per ASTM standards (A992, A36, A53, etc.), with mill test reports required for all primary materials. Fabrication must follow AWS D1.1 welding standards with qualified welders and procedures, AISC Code of Standard Practice, and specified surface preparation to SSPC-SP1 level with shop gray primer and NAL Blue topcoat (PMS 2945C/2945U). Bolts and fasteners must meet ASTM F3125 Grade A325 specifications with lot traceability and certificates. Post-award deliverables include material test reports, bolt certificates, welding procedure specifications and qualification records, inspection and NDE reports, dimensional inspection records, and complete documentation of traceability. The contractor is responsible for comprehensive quality control throughout fabrication, including material receipt inspection, process control procedures, in-process and final inspections using calibrated instruments, and maintenance of complete QA/QC records. Customer audits, document reviews, and inspection witnessing are permitted with reasonable notice.

South Cavern Access Platform Fabrication Procurement Specification

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US Page iii Introduction Under contract to the U.S. Department of Energy (DOE), the Fermi Forward Discovery Group, LLC (FFDG), is leading the Long-Baseline Neutrino Facility (LBNF) Project to enable a world-class program in neutrino physics. Specifically, the LBNF Project (https://lbnf-dune.fnal.gov) provides the infrastructure for the Deep Underground Neutrino Experiment (DUNE), which will consist of two large liquid argon-based neutrino detectors located nearly a mile underground at the Sanford Underground Research Facility (SURF) in Lead, SD. See Figure 1‑1 LBNF/DUNE-US Schematic.

The Far Detector & Cryogenics (FDC) subproject of LBNF/DUNE-US installs the cryostats, detectors, cryogenics and supporting infrastructure at the SURF laboratory.

Figure 1‑1 LBNF/DUNE-US Schematic Equipment Description This procurement covers the fabrication and delivery of a structural component in accordance with the customer‑provided stamped structural shop drawings, Project No.: F0321.26001. The fabricator shall produce a complete, compliant component suitable for installation, meeting all technical and quality requirements specified herein and in the drawing set.

Technical Requirements The vendor shall provide cantilever platform structure that meets the following requirements:

Conformance to Drawings: Fabricate per the stamped structural shop drawings and any referenced details, notes, schedules, and specifications. No deviations without prior written approval from the customer’s engineer of record.

Materials: Use new, traceable materials per drawing callouts (e.g., ASTM A992, ASTM A36, ASTM A53, etc.). Provide MTRs (mill test reports) for all primary materials.

Bolts & Fasteners: Supply and install bolts per drawing requirements (e.g., ASTM F3125 Grade A325 nuts/washers per applicable standards). Anchor rods and high strength epoxy per the drawing. Maintain lot traceability, including bolt certificates.

Welding: Perform all welding in accordance with AWS D1.1 (or applicable code). Use qualified WPS/PQR; welders shall be certified to the processes/positions required. Follow drawing symbols, sizes, processes, and preheat/interpass requirements.

Fabrication Standards: Follow the AISC Code of Standard Practice and good fabrication practice for straightness, sweep, hole quality, fit-up, and tolerances.

Holes & Connections: Drill/punch holes to specified diameters and tolerances; maintain edge distances and layout accuracy per drawings and applicable codes.

Dimensional Tolerances: Verify overall dimensions, squareness, flatness, and alignment; document critical dimensions (e.g., hole patterns, bearing surfaces, connection plates, camber/sweep, if applicable).

Surface Prep & Coatings: Prepare surfaces to the specified standard SSPC-SP1 level. Apply coatings per drawings/specs. Shop gray primer with topcoat NAL Blue – PMS 2945C / PMS 2945U.

Marking & Identification: Clearly mark piece numbers, orientation, and connection references consistent with the shop drawings and shipping list.

Handling & Protection: Protect finished surfaces/coatings during handling and shipping; provide blocking, wrapping, and separators to prevent damage or staining (especially for painted items).

Inspection & NDE: Perform required visual inspection and any specified NDE (MT/UT) of welds and connections per drawings or code. Provide inspection reports.

Compatibility: Ensure interfaces, holes, and connection geometry match upstream/downstream structural elements defined in the shop drawings.

Submittals & Changes: Submit RFIs for any discrepancies; no substitutions of materials, coatings, or processes without written approval.

Post-Award Deliverables The Subcontractor shall comply with the following requirements once the subcontract award has been issued.

Compliant Product: Material/equipment that fully meets the requirements in Section 3 Technical Requirements and the stamped shop drawings.

Technical Support: Prompt responses to customer questions, RFIs, and coordination requests during fabrication.

Documentation Package (as applicable):

MTRs for all primary materials (plates, shapes).

Bolt/fastener certificates with lot traceability.

WPS/PQR and welder qualification records per AWS D1.1.

Inspection/NDE reports (VT/MT/UT).

Dimensional inspection records for critical features.

Packing list, piece marks, serial/heat numbers traceability.

Care/handling instructions.

Updated Documentation: Any drawing clarifications, approved change notices, or as‑fabricated markups when required.

Nonconformance Handling: Immediate notification of nonconformances or delays with proposed corrective actions and revised schedules.

Logistics: Delivery schedule, shipping method, and special handling details; coordinate for inspection/witness points if specified.

Delivery Address:

Dakota Warehouse 1313 E. St. Patrick St.
