This is a Sources Sought Synopsis for High Velocity Oxygen Fuel (HVOF) System Calibration and Maintenance services. The U.S. Air Force, through the 402d Maintenance Support Group at Robins Air Force Base in Georgia, is conducting market research to identify potential contractors capable of performing annual calibrations, inspections, and preventive maintenance on four Multi-Coat HVOF systems located in building 327. The scope of work encompasses all system components as configured and delivered by Oerlikon Metco, including booth structure, robot systems, controllers, software, dust collectors, gas safety monitors, process control centers, gas management centers, electrical controls, gas hoses, HVOF guns, powder feeders, chillers, and heat exchangers. Contractors must also provide telephone-based technical support. The solicitation encourages participation from both large and small businesses, with joint ventures and teaming arrangements permitted.

Responses to the Contractor Capability Survey must be submitted by close of business on March 7, 2026, via email to Joshua Sharpe (joshua.sharpe.6@us.af.mil) and Traci Chance (traci.chance@us.af.mil). Respondents must provide business information including CAGE code and SAM registration status, along with detailed responses addressing general capability questions, engineering services experience on similar complex projects with contract numbers and points of contact, and commerciality information regarding catalog pricing and warranty terms. Small business respondents should identify potential areas for small business set-asides and describe any teaming arrangements with supporting documentation. No set-aside decision has been made; the government will determine the contracting strategy after analyzing small business responses and demonstrating capability. Email attachments must not exceed 10 MB per submission, though multiple emails are acceptable.

3 February 20026

CAUTION:

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to perform annual calibrations, inspections, and preventive maintenance of four (4) Multi-Coat High Velocity Oxygen Fuel (HVOF) systems located in building 327 at Robins Air Force Base, Georgia.

INSTRUCTIONS:

1. The document(s) below contain a description of the requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to Joshua Sharpe, joshua.sharpe.6@us.af.mil Traci Chance, traci.chance@us.af.mil

Your requirement is unique to your customer and you may need to generate additional questions to adequately address your requirement. There is no limit to how many questions may be presented in the questionnaire, but keep in mind vendors are not being reimbursed for responding to the survey so the more information you ask for the less interested they will be in responding to your survey.
