About this file
This is a Sources Sought/Notice of Intent (RFI) issued by US Army Special Operations Command for medical waste disposal services at the Joint Special Operations Medical Training Center (JSOMTC) located at Fort Bragg, North Carolina. The RFI number is H92239-26-Q-E013, with NAICS code 333994.
The Government seeks industry input to identify potential contractors capable of performing a rebuild of one existing large incinerator (Consumat) and a retrofit of one existing small incinerator. Current market research indicates only one vendor is capable of fulfilling the requirement; however, responses to this Sources Sought will be considered when making a final determination to negotiate on a sole source basis. The Government does not intend to award a contract based on this RFI and there is no obligation to acquire any product or service. Respondents must submit documentation including company information, Unique Entity Identifier (UEI), applicable NAICS code, business size classification, and a capability statement (maximum two pages) addressing: (1) documentation of OEM status or authorized reseller/distributor status for components meeting salient characteristics; (2) capability to provide installation, training, and warranty support services; and (3) confirmation that all proposed components are fully interchangeable with existing Consumat systems without requiring facility, structural, or utility modifications, with technical explanation. Responses must be submitted electronically via email to debbie.harris.civ@socom.mil and Jonathan.long.civ@socom.mil by 10:00 AM EST on Wednesday, August 12, 2026. If no other capable sources are identified, USASOC intends to negotiate on a sole source basis with B&L Cremation Systems, Inc., located at 7205 -114th North Avenue, Largo, Florida 33773. Respondents will not be individually notified of results, but if sole source negotiation is verified, a Notice of Intent to Sole Source and redacted Justification and Approval will be posted to sam.gov.
