About this file

This is a Request for Information (RFI) document for market research purposes regarding refurbishment and refit components for two dual-chamber medical waste incinerators at the Joint Special Operations Medical Training Center (JSOMTC)—one large unit and one small unit. The RFI does not constitute a binding procurement vehicle and makes no commitment to issue a future Request for Proposal.

The Government requires OEM or equal replacement components that restore and optimize functionality of the existing incinerator systems without requiring structural facility modifications or changes to existing utility connections (piping, ductwork, gas, hydraulic, electrical, water, or combustion air). For the Large Incinerator, salient characteristics include a dual-chamber system with three natural gas burners (one secondary, two primary), hydraulic ram waste loading with electronic ignition and UV flame supervision, automatic temperature modulation, spray water cooling using existing domestic supply, control systems with automatic startup and emergency shutdown, safety interlocks including flame failure protection and high-temperature shutdown, and compatibility with existing 460 VAC, 3-phase, 60 Hz electrical service. The Small Incinerator requires similar specifications with a non-dumping hydraulic ram system featuring three burners (one upper chamber, two lower chamber), forced-air combustion air supply with airflow-proven switches, and control and safety systems with flame supervision and emergency stop capability. Both units must operate on natural gas at supply pressures not exceeding 14 inches water column and fit within existing equipment footprints. Respondents should provide a technical capability statement detailing how proposed components meet or exceed salient characteristics with specifications or cut-sheets demonstrating compatibility with existing dimensions and connections, plus estimated manufacturing, shipping, and delivery timelines for all core components.

Attachment 1 - Salient Characteristics for Medical Waste Disposal Refurbishment

1. BACKGROUND & PURPOSE

The Government is conducting market research to identify capable sources that can provide refurbishment and refit components for two existing dual-chamber medical waste incinerators (one "Large" and one "Small") located at the Joint Special Operations Medical Training Center

(JSOMTC).

This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

Core Requirement Overview

The Government requires high-performance, durable, and compatible refurbishment components to restore and optimize the functionality of its dual-chamber medical waste incinerator systems.

All offered equipment and replacement components shall meet or exceed the minimum salient characteristics detailed below.

Furthermore, all components must be Original Equipment Manufacturer (OEM) or equal, ensuring total interchangeability with the existing setup without requiring structural facility modifications or changes to existing utility connections (piping, ductwork, gas, hydraulic, electrical, water, or combustion air).

2. TECHNICAL SPECIFICATIONS & SALIENT CHARACTERISTICS

SECTION A: LARGE INCINERATOR SPECIFIC CHARACTERISTICS

The replacement parts and assemblies for the Large Incinerator must meet or exceed the following characteristics:

Feature ID System / Subassembly Technical Specification / Salient Characteristic

L-1 Incinerator Type Dual-chamber medical waste incinerator capable of maintaining independent primary and secondary combustion zones.

L-2 Waste Loading Hydraulic ram waste loading system compatible with the existing loading opening and capable of full waste charge insertion.

L-3 Burner Configuration Three (3) natural gas burners consisting of:

• One (1) secondary chamber burner

• Two (2) primary chamber burners

L-4 Burner Safety & Controls Burner assemblies shall include:

• Electronic ignition

• UV flame supervision

• Pilot assembly

• Flame safeguard controls

• Automatic shutdown upon flame failure

L-5 Burner Fuel Constraints Burners shall operate using natural gas with a supply pressure not exceeding 14 inches water column.

L-6 Temperature Regulation Burner controls shall provide automatic modulation or staged firing to maintain programmed chamber temperatures.

L-7 Combustion Air Combustion air shall be supplied by dedicated forced-air blowers with airflow-proving switches.

L-8 Fuel Train Assembly Fuel train shall include manual shutoff valve, pressure regulator, gas pressure switch(es), safety shutoff valves, and pilot gas controls.

L-9 Electrical Compatibility Electrical equipment shall operate from the existing 460 VAC, 3-phase, 60 Hz service without requiring modification to facility electrical distribution.

L-10 Hydraulic System Hydraulic loading system shall retain existing loading capacity and operating stroke.

L-11 Cooling System Spray water cooling system shall provide automatic cooling of the ram and lower chamber using existing domestic water supply connections.

L-12 Control Systems Control system shall provide automatic startup, combustion control, burner sequencing, safety shutdown, alarm indication, and emergency stop capability.

L-13 System Safety Interlocks System shall maintain flame failure protection, high-temperature shutdown, air proving combustion, gas pressure monitoring, and emergency shutdown interlocks.

L-14 Footprint Constraints Replacement components shall fit within the existing equipment footprint without structural modification to the incinerator frame or facility.

L-15 Compatibility & Interchangeability

Components shall be OEM or equal and shall be interchangeable with existing equipment without modification to existing piping, ductwork, or utility connections.
