About this file

This Sources Sought notice is a market research document issued by the Defense Human Resources Activity (DHRA) to identify potential vendors for education services in CENTCOM and AFRICOM regions. The government seeks an accredited educational institution to provide undergraduate and graduate degree programs, credentials/certificate programs, and testing services at military bases, with specific requirements including on-site instruction, face-to-face courses, and the ability to operate in challenging deployed environments.

Key details include a proposed NAICS code of 611710 with a $24.0M size standard, a response deadline of close of business on 22 April 2025, and an interest in small business set-asides (8(a), Service-Disabled Veteran-Owned, HUBZone, Woman-Owned). The current contract is performed by University of Maryland Global Campus. Interested vendors must submit a 25-page unclassified capability statement detailing company information, business type, teaming arrangements, expertise in delivering education services in austere locations, and past performance. The government is specifically seeking feedback on pandemic-era education delivery methods, instructor recruitment, and ability to provide services within the DoD's $250 per semester hour tuition assistance rate.
