About this file
This document is an Appendix C detailing National Test Center (NTC) support requirements for a federal contract opportunity. The contractor must provide comprehensive electronic testing services, including College Level Examination Program (CLEP), DSST internet-based testing, Pearson Vue, and other DANTES-funded electronic exams for eligible military and civilian personnel. The contractor is responsible for supplying a test administrator, computer equipment, commercial internet service, technical support, and necessary operational resources.
Key specifications include operating the NTC with varying session schedules based on weekly test volumes (ranging from 3 to 9 testing sessions per week), maintaining established agreements with Educational Testing Service and Prometric, and providing quarterly and annual reports to the Contracting Officer's Representative. The contractor can charge administrative fees for tests (not exceeding $75 total), must comply with specific testing guidelines, and is required to immediately report any test security breaches. The NTC services will be provided at mutually agreed locations, with the government providing the facility and utilities, while the contractor manages the testing infrastructure and operational procedures.
