MEMORANDUM FOR USTRANSCOM DIRECTORS AND COMMAND SUPPORT

GROUP CHIEFS

FROM: TCAQ-R

SUBJECT: Source Selection Notice for Ports of the Kingdom of Bahrain S&RTS

1. In accordance with TCAQ Operating Instruction 17-02, the USTRANSCOM Directorate of Acquisition hereby provides notification the acquisition process for Ports of the Kingdom of Bahrain S&RTS has begun. All information involved in this acquisition, from developing the performance work statement and acquisition strategy through the date of contract award, is considered source selection sensitive and not releasable outside the Government or within the Government to individuals who do not have a need to know. Federal employees must take care to safeguard sensitive information and ensure they cannot be overheard when discussing the acquisition.

Release of certain types of information may violate the Procurement Integrity Act or other laws or regulations, as well as jeopardize the acquisition. There are several ways to prevent leakage of source selection information:

a. Do not discuss the acquisition when contractors or other Federal employees without a need to know are in the area.

b. Properly store and safeguard all acquisition documents.

c. When working on source selection information, move to an alternate contractor-free area.

d. When conducting conferences, symposiums, or attending contractor demonstrations, do not brief or discuss current or future requirements without coordinating and obtaining approval from the Contracting Officer.

2. All communication between the Government and potential contractors shall be limited to the Contracting Officer to avoid any potential conflicts or disruption to the acquisition effort. It is extremely important that federal laws and regulations are not violated and the Government maintains absolute integrity in dealing with potential contractors, as referenced in Federal Acquisition Regulation (FAR) 3.104.

3. If you have any questions or concerns, please contact the Contracting Officer Cassandra Range, at cassandra.a.range.civ@mail.mil.
