About this file
This is a Technical Worksheet (Attachment 5) for Request for Quotation HTC71126QE170, which solicits Stevedoring and Related Terminal Services (S&RTS) for the Kingdom of Bahrain. The worksheet provides submission instructions and evaluation criteria for quoters responding to the requirement to provide port support services at multiple locations throughout Bahrain, including Mina Salman Port, Khalifa Bin Salman Port, ASRY Dry Dock, Naval Support Activity facilities, and designated air bases.
Quoters must submit substantive technical responses not to exceed 20 pages addressing three primary evaluation areas: (1) Labor capabilities to provide qualified personnel for flexible 24/7 operations across multiple work sites with contingency transition capability; (2) Equipment capacity to provide Material Handling Equipment, cargo movement gear for all cargo classes (vehicles, containers, aircraft, breakbulk), ramps rated up to 70 tons, heavy tow equipment for inoperable vehicles up to 150,000 lbs, and associated maintenance support; and (3) Certifications and Port Access documentation including proof of current HAZMAT certification for at least two personnel per CFR Title 49 Section 172.702, and valid business licenses or work permits from the Host Nation for prime and subcontractors. Responses must clearly demonstrate how the quoter intends to meet minimum requirements outlined in the Performance Work Statement rather than merely restating Government requirements or using generic language. Quoters will receive an "Acceptable" or "Unacceptable" rating, with any unacceptable rating on individual questions resulting in an overall unacceptable Technical Worksheet rating.
