About this file

This document is a Statement of Requirements for the replacement of two Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit systems at the 412 Electronic Warfare Group located at Edwards Air Force Base in California. The project requires replacing existing aging CRAC units with new units that provide 26-30 tons of cooling capacity, feature N+1 redundancy, utilize variable speed fans for energy efficiency, and integrate with the building's Siemens Desigo control system via BACnet.

Key requirements include conducting a mandatory site visit, ensuring personnel security clearance, maintaining a clean work area, and performing comprehensive testing to validate unit performance. The contractor must submit detailed specifications for government approval, remove and dispose of existing equipment, install new units with minimal facility downtime, and provide multiple deliverables including installation reports, technical manuals, and warranty documents. The existing units are DATA AIRE models (DAAD-2634 26-Ton and DARC-5034 50-Ton) that will be replaced with modern, more efficient systems.

STATEMENT OF REQUIREMENTS

For

B1020 IHAT CRAC Unit Replacement

412 Electronic Warfare Group

Edwards AFB, California

1.0 PURPOSE:

The Electronic Warfare Group (EWG) at Edwards AFB, CA, requires the replacement and upgrade of two existing Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit systems, including condensing units, located at Bldg. 1020 Rm. 400. The existing systems are at the end of their functional lifespan, exhibiting reduced efficiency and unsustainable performance.

2.0 GENERAL REQUIREMENTS:

2.1. Site Visit: Offerors must conduct a site visit prior to submitting a proposal to verify and validate project requirements.

2.2. Coordination: The contractor shall coordinate all work with the designated Project Manager to minimize disruptions to ongoing operations and classified work within the facility and prevent unauthorized movement of personnel and equipment.

2.3. Personnel Security: All contractor personnel accessing the work site must be US citizens, cleared by the customer's security, and possess a daily temporary worker's badge.

2.4. Work Area Maintenance: The contractor is responsible for maintaining a clean and safe work area and for the timely removal and disposal of all waste materials in accordance with all applicable federal, state, and local regulations.

2.5. Damage Repair: The contractor is responsible for repairing or replacing any items damaged by contractor employees or subcontractors during the project at no additional cost to the government.

3.0 FUNCTIONAL REQUIREMENTS:

The contractor shall provide a complete solution, including all labor, materials, and equipment, to achieve the following functional requirements:

3.1. Procurement and Delivery:

3.1.1. The contractor shall submit specifications and documentation of the proposed DX CRAC unit systems, including capacities, dimensions, energy consumption, and compliance with industry standards, for government approval prior to procurement.

3.1.2. The contractor shall ensure that all equipment is properly packaged and transported to the site.

3.2. Performance:

The replacement DX CRAC unit systems shall meet or exceed the following performance criteria:

3.2.1. Cooling Capacity: Provide at least 26 tons and up to 30 tons of cooling capacity per unit.

3.2.2. Redundancy: Operate in an N+1 redundancy configuration with a rotation interface (zone control).

3.2.3. Energy Efficiency: Employ variable speed fans and controls to optimize energy consumption based on current cooling load.

3.2.4. Electrical Compatibility: Be compatible with the existing 480V, 3Ø power supply and available 125A circuit breakers for CRAC units and 25A circuit breakers for condensing units.

3.2.5. Physical Constraints: Be sized to fit within the existing equipment locations: condensing units on the exterior roof and CRAC units inside the IHAT mechanical room.

3.2.6. Leak Detection: Incorporate leak detection sensors and notification alarms.

3.2.7. Building Automation: Provide BACnet communications capability for integration with the existing building management system.

3.3 Decommissioning and Removal:

3.3.1 Remove and dispose of existing DX CRC unit system equipment and materials in accordance with all applicable environmental regulations and policies.

3.4 Installation:

3.4.1. Installation of the new CRAC unit systems shall be performed by qualified personnel and in accordance with manufacturer specifications and industry’s best practices, using existing infrastructure where applicable. Downtime to the serviced facility shall be minimized.

3.5 Integration:

3.5.1. The new DX CRAC unit systems must be integrated into the building's Siemens Desigo control system via BACnet for real-time and remote monitoring through the nearest building patch panel.

3.6. Testing and Validation:

3.6.1. Comprehensive testing must be conducted to verify that the new CRAC units and associated equipment are fully functional and perform to specifications. The testing process should encompass all operational modes of the units.

3.6.2. Airflow testing shall be conducted to verify proper cooling distribution.

3.6.3. Temperature and humidity levels shall be monitored to ensure the serviced environment is maintained within acceptable limits in accordance with performance specifications.

4.0 ACCEPTANCE CRITERIA

The following criteria must be met for the government to accept the completed work:

4.1. All CRAC units and condensing units are installed according to the manufacturer's specifications and industry’s best practices.

4.2. All units are functioning properly and meeting performance specifications.

4.4. The site is clean and free of debris.

4.5. All required documentation (manuals, warranties, test results, etc.) have been submitted and approved.
